Sam Rainsy proposes to the UN to organize the 2008 general election

The SRP President proposes to the UN Special Envoy in charge of Human Rights in Cambodia to organize the upcoming 2008 legislative election as the UNTAC did in 1993.

Opposition leader Sam Rainsy met with Yash Ghai, the UN Special Envoy in charge of Human Rigths in Cambodia, in the afternoon of 30 May at the office of the UN Human Rights in Cambodia, located in Phnom Penh. Sam Rainsy said that he and the Cambodian people want to see the same type of election as the one supervised by UNTAC (in 1993), because following that UNTAC election, Cambodian people encountered numerous difficulties, especially, the bias towards the ruling party. Sam Rainsy said that this call is the wish of the Cambodian people, as well as those of a number of political parties.

Sam Rainsy said: “Since 1993 on, the election became more difficult and more complicated, and they are more biased towards the ruling party, these types (of election) only benefit the ruling party. Those who want to express their unhappiness, their pains, in particular those who lost their lands, who saw their homes being confiscated, they not only lost their lands and their homes, but they also lost their rights to vote.”

On Wednesday afternoon, RFA could not obtain any reaction from CPP officials on this issue.

Tep Nytha, the secretary-general of the National Election Committee (NEC), said that the proposal for the UN to hold the election is the right of each political party, but the election must abide by the election law which is approved by the National Assembly.

Kul Panha, Comfrel’s executive director, said that, regarding the upcoming 2008 general election, the UN should provide a large number of experts to participate in the upcoming general election, in order to improve the election process.

However, Kul Panha said that the proposal to hold 1993-type election may not work because of the large expenses involved.

Kul Panha said: “Nevertheless, I think that we probably need a lot of participation from the UN, (in particular) for staff members who have good expertise in organizing the election, they can come to help so that our election can be better. However, it all depends on the size (of help provided by the UN), for the ’93 size (of staff provided by the UN), most likely this proposal will not work. (But) the election in Cambodia must be improved.”

Cambodia will hold its fourth general election in 2008, the first general election was organized in 1993 under the supervision of UNTAC. Subsequent elections always saw the winning of the current ruling party (CPP), and after each election, several parties have accused the winning party (CPP) of cheating the votes, and there were always threats pronounced against the voters (by the CPP).

    Anyway Excellency Sam Rainsy's call on the UN to organise the 2008 general election is not realistic to say the least. There is no way the UN would come back to oreganise it when Cambodia has already become a "normal" country and there has been no breakdown of social order.

    Furthermore, Sam Rainsy Party had claimed reprentation on the NEC. It has been given it. And now this reprentation has been ineffective in making elections free and fair. And then it wants something else.

    That call would be more legitimate, if Sam Rainsy had no such representation on the NEC.

    I agree with you that Mr. Sam Rainy's request is not realistic. Howevere is it possible to request for more UN staff to monitor the election process? Clearly NEC is not neutral and bias.

    for Khmer people because he's
    a minority. I doubt that the
    CPP, which represents the majority,
    would want to work with the

    I believe you and I wouldn't use this blog if it has no credibility at all. Whether minority or majority, we are all human beings and khmers. Don't you think so? What should be feared is the dictatorship of the majority which is equal to Polpotism, or communism, fascism or nazism.

    Are you sure you and your opinions belong to the majority of the commentators on this blog? I'm not so sure about myself and my opinions. Let's be honest.

    Anyway only minorities have brought about change in the history of mankind. Buddha was alone and even a fool. How many of his fellow human beings have worshipped him since his times?

    As for minority, yes, they are
    human, but in democracy society
    minority don't appoint president,
    PM, or ruler of the country. Plus,
    they don't passes any law either.
    Sure, they can have a voice just
    like Buddha or Hittler, but
    they have to understand their
    limitation and not to cause a
    problem for the majority. Is that
    unfair?

    It's good you care for the credibility of this blog.

    In history, minorities are sometimes seen by majorities as "causing a problem" for them. The pro-Chinese Khmer Rouge saw the pro-Vietnamse Khmer Rouge as a minority and as causing them problem. They attacked that minority and forced some members its members to flee to Vietnam.

    This one of the reasons why at the International Conference on Cambodia in Paris in 1989 and 1991, it was agreed that Cambodia would adopt pluralism. This concept means, among other things, tolerance of different ideas, different religions, different cultures, etc..., whether belonging to or proposed by minorities or majorities, whether they cause problems or not.

    Jesus caused problems to the Romans and he was crucified. The Jews caused problems to the Nazis and they were massacred. Buddha caused problems to his people when he had donated tha nation's elephant yo another nation and he was exiled.

    Live and let live! Not live and let die.

    That is not what I meant, Dr. Lao.
    I don't care about KI credibility.
    It is the innocent people that it
    assaulted that I care about.

    As for minority, I have no problem
    with pluralism. As I have mentioned
    to you, I am open to communist,
    Nazi, Monarchy, Confusious, ...,
    you name it. But yeah, if any of
    those causing problem for the
    majority, they must be stopped.
    Again that is just the rule of
    Democracy where the majority
    decide and the minority follow.
    The rule could be well be the
    other way around also, but unless
    we all agree to it, you can't use it.
    The only time the majority follows
    the minority is that if they agreed
    to it. Furthermore, the minority
    does have right, so long that write
    doesn't violate the wills of the
    majority.

    As for the jews causing problem
    for the Nazi, would you mind tell
    me what problem did they cause
    the Nazi?

    As the Roman crucified Jesus
    because he causing them problem,
    I am not sure that was the case.
    It was the high priest who asked
    the Roman for Jesus crusifition.
    This has been a contraversial issue
    between the Jew and the christian
    for centuries. I don't think we
    should try to determine who right
    or who wrong here.

    Anyhow, it is not appropriate to
    use the religious figure (buddha or
    devil) to pave way for the minority
    to violate the rule of Democracy
    because then Democracy will be
    useless for our society.

    Let us stick to the fundamental
    rule of democracy, shall we?

    By the way, there is no such thing Democracy opening to Communist. Democrazy people know dawn well, they don't associate with the Communist. They draw line clearly and away from the communist period. None zero connection with the Communist, for they know communist is a terrible agent that would destroy Democracy. The US for example, if their citizen is stupid enough to practice and admire The Communist, they go somewhere else. They don't belong in America. People in America love life. They do what they want and whenever they please. Their right of speak is protected by the constitution. There is no life threatening when you speak against their stupid government. Who would want the confuse and the stupid government to sit down and doing nothing good to their citizen anyway? There is no government going around threating their own people's life and people certainly don't want their government to sit their behinds down for 30 years and more to let it grows mold. Only that MF...7:00p.m wants their big behind government to do that and it's just wrong wrong wrong!!!!!he deosn't know anything. It looks to us he is a mix up and confuse fool! or else has paranoid disorder.

  14. Essence of Righteusness:

    When I am reading Dr. Lao Mong Hai of Hong Kong about his perspective relating religious figures that Majority has always persecuted minority. His example of Jesus was crucified to death in the cross by major Jews, or Jews were massacred by major Germans led by Nazi..etc And other dictatorianism in every communist country has caused the new paradigm shift in creating new civilized society called DEMOCRACY which constitute of pluralism, free market, diversity, state of law and human rights respect(minority)...etc

    However, I can see that the term Majarity and Minority in here is not holistic because it produces more pejorative and biase in social competition.

    According to Dr. Lao, when we look at Buddha; his teaching and principle don't depend on majority or minority, but depends on righteousness which is called Dhamma. Aritotle, Socrates or Johnson...etc had also valued the importance of this principle.

    So ideal democracy would be the regime which is Righteousnes, Dhamma or State of Law is the essential principle. I can see the heritage of Buddha with this Righteousness Democracy has been essentially implementing in most liberal and developed democratic countries. Law enforcement, respect the indigenous minority, respect the talent of individuals, subsidizing the weak citizens(welfare system) such as seniors, amputees, widows/widowers, unemployed citizens....etc

    When we look all these core principles at Cambodia - it is almost zero. However, we don't want to blame the Cambodia government that has just recovered the country from year of zero. But until now, it is 28 years; the advancement is critically under poor condition. The debt of international loan is increasing while the law enforcement of Cambodia is frequently manipulated by the leaders. Connsequently, the poverty condition is still haunted within this 28 years...but what we are worrying is the social gap which is critically under its worse progress.

    We can conclude the current Cambodia disapprovement through her two conditions:

    1. Cambodia is still far beyond the standard of social equality. This shortcoming comes from the loosing practice of Law Enforcement. UN tremendously helped to adopt the national constitution, but the respect of law by national leaders/powerful men is really disorganized. Especially, the three different core institutions in the nation: the Executive, the Judiciary and the Assembly. Ideal democracy and ideal leaders who have good intention to develop the country will try to seperate these three core institutions to work effectively and independently. But Cambodia is not like that. Judiciary and Assembly institution are just the tool for Executive to use for their centeral absolute power. Johnson said "it is normal for leaders who desire and thirst for power to manipulate other two institutions to accomplish their ambition, but it is their own conscience that is lacking of human being's heartedness to serve the weak people." With this principle of law enforcement is not existing only in democratic regime, all communist regimes are also bolstering the national law for the ideal of their nation. But they have different institution such in Vietnam and China; they have only one party centralized the power. But their conscience to serve and to save the weak people is admirable.

    2. 28 years, Cambodia is still under the same leaders and party. We have not seen any integration of CPP to advance herself with new modern righteousness democracy. Same leaders, same system and same principle in CPP doesn't assure the willingness to implement democracy as well as the prosperity in Cambodia. With this concept, Cambodian people shall experience longer social gap, discrimination in front of law, poverty, injustice, dictatorship, no respect of minority and talent of individuals and the suffering will last within the unpredictable period of time in the future.

    planet know the truth about what is
    righteous and what is not
    righteous, and let me say again,
    "NO ONE", not me, you,..., or Dr.
    Lao. The best thing we can get is
    a "level of confidence" as to what
    is right and want is wrong, and
    that is determined by the number
    of people who said so. The more
    support from the people you can
    get, the more confidence we have
    with a certain idea, and that
    is where the concept of majority
    came from, and it is fully
    supported by the scientific
    community as well. In brief, it is
    all about statistic.

    Furthermore, because statistic, is
    not alway right, so does the
    majority concept, but that is the
    best tool that we have at present
    time. However, if someone have a
    better tool than statistic, my ear
    will always be open.

    Thus, in this case or any other
    case, if Ah Sam Nazi have any idea
    that he want to implement. The
    first thing he must do is to
    seek the approval of the majority
    in order to achieve the level of
    confidence for his idea. Otherwise,
    we'll regard it as an assault on
    democracy.
