The Senate and the House have forwarded petitions to the Constitution Court asking if the cabinet's endorsement of the joint communique with Cambodia on Preah Vihear temple violates the constitution. Senate Speaker Prasopsuk Boondej said he forwarded a petition signed by 77 senators to the court on Tuesday.

The court will rule whether a cabinet resolution endorsing the joint communique with Cambodia to support Phnom Penh's application to list the Preah Vihear temple as a new World Heritage site is constitutional. The communique was signed by Foreign Minister Noppadon Pattama and Cambodian Deputy Prime Minister Sok An.

House Speaker Chai Chidchob said he also forwarded a petition by the Democrat party to the Constitution Court on July 1. It asked the same question.

On Saturday, the Administrative Court issued a temporary injunction against the cabinet resolution.

The Democrats will await a ruling from the charter court before deciding whether to seek Mr Noppadon's impeachment, party leader Abhisit Vejjajiva said. Meanwhile, the government should notify the World Heritage Committee of the Administrative Court's ruling.

He said his party had no intention of hurting relations with Cambodia.

Pongpol Adireksarn, chairman of the Thai world heritage committee, believed the World Heritage Committee would consider the court's injunction before deciding the Preah Vihear temple case.

The World Heritage Committee started a nine-day meeting in Quebec, Canada, yesterday with a total of 47 sites being considered for World Heritage status.

Of these, 19 have been approved in principle by the committee, said Mr Pongpol. The Preah Vihear case was one of the 19 but the committee advised Cambodia to get Thailand's consent before seeking final approval.

On senators' call for Thai delegates attending the meeting in Quebec to withdraw from Unesco if the World Heritage Committee endorses Cambodia's listing of the temple, he said they could not.

Thailand is a Unesco member and withdrawal needs approval by parliament, he said.

    Preah Vihear: A traumatic and sad story of stone of the two nations:

    I am sorry to say that
    many of us,
    academics and old boys of Thai foreign service,
    are doing disservice to the country.

    The question of the Preah Vihear was settled
    by King Chulalongkorn and
    Prince Damrong, his Interior Minister in 1907.
    It was to save sovereignty of Siam
    and that Siemreap, Battambang, Srisophon
    were exchanged with
    Chanthaburi, Trad, and Dansai (Loei).

    But this was not recognized by Phibun-Luang Wichit, nor Sarit,
    when in 1939 Siam was unwisely changed to Thailand and that
    ultra nationalism was running high, in 1940s and 1960s;
    and it is returning now.

    I am sure we will regret this.

    Thai nationalism and Thai-ification is one of those policy that can be compared to National Socialist (NAZI) policy of Germany during WWII. It was very brutal toward its minorities like the Khmer and the Tai because of its connection with their kindsman of Cambodia and Laos. I know that such lesson were not taught in Thai History class or in Thai historical record but I do get it from my elders from our oral traditions and stories of songs and dance. These things are transfered only to close relatives and outsiders are not permitted.
    The Thai version of NAZISM have never left Thai society after WWII because Thailand were never brutally defeated by outside forces. Germany, Italy and Japan who espoused such policy were defeated have abandoned its path of racial superiority. Thailand still hold on to such attitude.

Ah Luang Wichit already died in this world and the Nan Chao Siem thieves later found an inscription carved in stone using the word "Khmer" long way before ah Nan Chao Siems ever set foot in the Khmer territory.     The former rector of Thammasat University has launched a public campaign to propose four changes to the 2007 Constitution. Published on April 25, 2008

    THE NATION

    Charnvit Kasetsiri wants the government to amend the charter in accordance with international standards, which the 1997 Constitution had adopted but were torn up after the coup on September 19, 2006.

    His proposals include a change from "The Kingdom of Thailand" to "The Kingdom of Siam", abolition of the Senate and the return of provincial status to Bangkok's Thon Buri district.

    Abolishing the Senate would save the country money, he said.

    The Senate is irrelevant for democracy in our country since the first constitutional monarchy was introduced in 1932, said Charnvit, who is also a historian.

    Charnvit said the word "Siam" was a more suitable name as the Kingdom was home to more than 50 ethnic groups, not only Thais.

    Demanding a new law to return provincial status to Thon Buri, the historian said Thon Buri had once been a province with a great history but had been destroyed by undemocratic rule since 1971.

Next the traditional dance you have known in Thais today, it's a clone from Khmers--the different Thais may/may not wear the extended fingernails, or hip movement modification in the Haneman dance (King Monkey).

    Least but not last, but very crucil for the Thais to adapt Khmers architecture from the King Jayavarman lineage. Well. Thais temples, palace, and square supporting columns of a building to imitate the Angkorian.

    There are more than 90% of Khmer Culture Heritages are scorged in the Thais DNA.

    The Temple of Preah Vihear
    The Foreign Minister affirmed that the Ministry of Foreign Affairs would cooperate fully with the Cabinet and comply strictly with its resolution regarding the Administrative Court’s interim injunction on the Temple of Preah Vihear issue. In this regard, the Ministry had already sent letters to inform the Government of Cambodia, UNESCO, the 21 member countries of the World Heritage Committee, Mr. Pongpol Adireksarn, Head of Thailand’s World Heritage Committee, the Thai Ambassadors to Paris/ UNESCO and to Canada, as well as other concerned agencies on the suspension of the effect of the Joint Communique supporting Cambodia’s application. The Minister was confident that recent developments in Thailand would not affect ties with Cambodia given the strong relations between both countries.

    The Minister said that he would lead the Thai delegation to attend the 32nd Meeting of the World Heritage Committee, accompanied by representatives from the National Security Council, the Border Affairs Department, the Royal Thai Survey Department, Dr. Manaspas Xuto, head of the Thai delegation to the 31st Meeting in New Zealand, as well as the Directors-General or representatives of the Department of Treaties and Legal Affairs, the Department of Information, and the Department of East Asian Affairs.



    The Minister explained that, during the past few days, he had refrained from giving interviews on this issue in order not to violate Court’s interim injunction while the scope of the injunction is still yet unclear. He reiterated that the Ministry had done its best to protect the interests of the country and that he stood ready to take responsibility for what he had done.
