Cambodia situation was too difficult to resolve, because the Vietnamese sleeping army were already deeply rooted among the citizen of Cambodia. I can assure that all the records were burned was a strategy of Vietnamese. If not why did they have millions of their own people well trained to speak Khmers to adopte Khmer culture since in 1900's?
When Khmers were in the prison of their own country, fighting to free ourselves must have taken a chance when the enemy were among the prisoners.
I don't see reasons why you should blame Sihanouk?
You said every Khmer understood those situations, but then you asked why Khmer leader support the enemy?

-phase 1, Vietnamese sleeping army (lived like civilians) were in Cambodia among Khmer people since the time the Vietnamese shared power with Thailand controlled Cambodia.
-Phase 2, Vietnamese were able to made Khmers become French's enemy, then the Vietnamese were brought back by the French to administrate Cambodia and Laos state affairs. (Vietnamese cold war, backstabbing). Vietnamese encouraged Khmers to strive againt French, then they got award to control over Khmers.
-In Vietnam, the first revolutionist Vietnamese Phan Boi Chau, Ho Chi Minh's god father determined to take Indochina from French started since 1900. He went to Japan in 1905 and Siam in 1908 for helps.
-Phase 3, Vietnamese were million well trained to speak Khmers, adopt Khmer culture and carried Khmer ID ready to take over. That was a strategy to destroy the real Khmer Identifications (Birth Certificate, i.e.,), that was long times ago before the existence of King Sihanouk. Our Khmers were already absorbed by Phan Boi Chau and Ho Chi Minh doctrine (Hate the rich and edcuated people).
I don't have to write more, but if you claimed that you and every Khmer understood, then understand our Khmers were in the prison in our own home and among the prisoners were many fake prisoners (Vietnamese spies) whom we called them our Khmer brothers and sisters. Some of them made decisions for us, like Hor Nam Hong.
I already explained why it is difficult for us to free ourselves. Pol Pot tried then he killed not only them but his own people, and I don't believe in killing lives. Either way Pol Pot chose he would be killed.
Vietnamese are scared and nervous if Khmers unite. Recently Vietnamese instructed Hun Sen to ban all weapons like nuclear power, and you can see why.
Do you know Khmer Krom are about to be extincted? Do you know the North Vietnamese sent to South Vietnam to oust the numbers of Khmer Krom? Do you know Khmers in Thailand are living in the poverty?
Do you know how many the uneducated Khmer Generals received gifts like money, houses and servants in Vietnam? Many I knew about.
