Leaflets criticizing Hun Xen's regime is not tolerated by the authoritarian regime

Police Find Anti-Government Leaflets in Capital

Phnom Penh police on Wednesday discovered hundreds of anti-government leaflets accusing the administration of Prime Minister Hun Sen of destroying the nation.

The leaflets were scattered at three prominent city sites: near Wat Phnom, Wat Botum and the Ministry of Foreign Affairs. They called on people to stand up against a Vietnamese-backed government put in placed in 1979.

Brig. Gen. Touch Naroth, chief of Phnom Penh police, told VOA Khmer the leaflets were intended to cause turmoil and sully the prestige of Hun Sen and the government.

The leaflet was the work of politically “partial” people seeking to weaken the influence of Hun Sen “and want to capture power from the current, legal government,” he said. “They understand that they can’t win in elections, and they’ve turned to oppose [Hun Sen] through a variety of turmoil and by making people confused.”

Anti-Hun Sen leaflets have routinely appeared in the city since 1993, with those found distributing them sometimes arrested.

Touch Naroth said the leaflets could potentially pose a threat to the government.

“If the throwers really dare, they can come out and solve their problems through court channels, and not make turmoil through leaflet-throwing,” he said. “People known and have heard and are bored with this problem. We gathered the leaflets to burn them.”

Police were seeking the perpetrators for arrest, he said. “We can charge the throwers for disinformation.

The leaflets are printed with the names of five people, including a Sam Rainsy Party activist named Kim Sopheak.

Kim Sopheak was at the opposition party’s headquarters Wednesday, but he said by phone he had nothing to do with the leaflets.

I am very worried and not going any place,” he said. “I understand that someone want to mistreat me and wants to blame me by writing my name on the leaflets.

Officials from the rights groups Adhoc and Licadho said they were investigating the leaflets.

    To those who wrote on the leaflet intended to cause turmoil with the priminister Hun Sen and make Cambodia look bad, must be executed if arrested.

    (For those who write long sentence like a whole book, I will not read it.)

    How do we know that the leaflets were not distributed by the Hun Sen supporters themselves, considering that the SRP activist's name is on it?

    Who would be so stupid as to put their own name on the leaflets if they are the ones who make and distribute the leaflets?

    It is absurd to have pointed to all cambodians who expressed their opinion as opponents.

    In the past, luring or framing was set up to get rid of what so called enemy. It was KR trict that involved in killing so many innocent cambodians. Is this same trict to eliminate voices of critics, along with the use of the court of power's influence.

    Wisdom of finding the causes of any action, thus the right remedy can be applied, to resolve any undisirable outcomes.

    Cambodian elders say" pointing 1 finger at other, but other 3 are pointig at yourself. it implies that look at other once, but three times that you have to look at yourself. Caution is always minimising risk of making mistake.

  7. Hun Sen and his main partner Vietnam is very smart to make this trick of spreading leaflets to fool Cambodian people.

    Those leaflets benefit nothing for SRP and for Cambodian people as whole.

    But those leaflets are beneficial for Vietnam; Vietnam who wants the debate of pro- and anti- of 7 January 1979 day to keep ongoing. Whenever, this debate is ongoing, the fragility and division among Cambodian people is also kept ongoing.

    Stop use that trick CPP if you are really loving Cambodians and their nation. CPP and their supporters must stand up to fight against those tricks beneficial to foreigner like Vietnam.

    Hun Sen, please wake up from your deep wrong view and wrong understanding.

    some people are probably doing is wrong. although they have the freedom to voice concerns, etc, i think they must be careful with how they are doing it. because it can be misleading and can lead to misunderstand, etc... maybe they should study at ways to do it properly.

    The leaflet itselves maybe come from Hun Sen Members, who don't like him as Prime Minister.
    I believe in the CPP itself do have patriotic too. So, that case maybe Hun Sen's Members against Hun Sen itself. I Call that internal Problems.

    Free speech is fully supported by all but hate speech is a no no. Free speech creates constructive criticism. Hate Speech creates destructive criticism. That is why no one promotes hate speech, even the US is about to pass law against hate speech because hate speech has no place under protection in the US constitutional freedom of speech, like wise elsewhere.

    The opposition in Cambodia is losing big time with the populace because they are using hate speech as their tactic. Even some of their overseas supporters are put off by the degree of hate speech Sam Rainy put out during the campaign period. I witnessed many US Khmer who are dissatisfied with Sam Rainsy's hate speech.

    The US Congress is passing a law banning hate speech even on the internet. Soon site that promote hate speech like KI will be taken down as soon as that law takes effect if they choose to remain a bunch of hate-filled monkeys.

    Recent leaflets spread in Phnom Penh is really smart!

    All these are considered political tricks of CPP government

    to help Cambodia, or help Vietnam?

    partiality criticism about its integrity and independence.

    Now after Hun Sen’s public speech praised the presence of Vietnam in Cambodia is to liberate, not to invade which he affirmed ”this is the fact, this is the reality”.

    August 18, 2009 leaflets of condemning Hun Sen as traitor and
    Vietnam’s presence in January 7, 2009 as invasion occurred. It has
    been politically articulated by high police commissioner Touch
    Naroat and explicitly intimidates opposition and all Cambodian
    dissents.

    Please, weigh, evaluate and measure this leaflets trick? Does it benefit Cambodia or benefit Vietnam?

    THe person who has written these leaflets is a person of helpless. He has suffered so much under Hun Sen regime and has no other means to express his anger. Therefore the police should leave him alone. AS A LEader of a Nation, Hun Sen must wake up and listen to his sufferers and make a change so that people under his leadership won't suffer too much. He cannot hunt down his opposition at all. He must open his heart for wider critism so that he know exactly how many people have suffered from his bad policy. Areak Prey

    This could have been a foul play by the cpp. We know cpp can not be trusted. they use propaganda and tricks to fool khmer people in cambodia. they lie to the people for political gain. who in their right mind would make such useless leaflets? It might have been a political strategy of the cpp to turn attention away from the lawsuit between mu sochua and mr hun sen.

    The leaflet tell the real situation in Cambodia. To make it clear, please read the book of khmer nation leader 1-2. The fate of Cambodia will be like Champa or Kampuchea krom through the hidden policy of Vietnam and puppet government Hun Sen. Therefore, Khmer must stand up against those who are trying to destroy khmer nation. We are not allow our nation to fall into INdochina Federatio hand of Hanoi like Kampuchea Krom. Khmer must be united.

    Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
    "On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

    TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
    Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
    "On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

    PUT SAMPHORS WAS SHOT DEAD BY MEAN SOKCHEA, A RCAF MAJOR WORKING IN BRIGADE 70.
    Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
    Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
    Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
    "On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."
