Opposition MPs ask for delay in the meeting to lift Sam Rainsy’s immunity

On 14 November 2009, 26 SRP MPs sent a letter to Heng Samrin, president of the National Assembly (NA), asking for a delay in the NA meeting to lift Sam Rainsy’s immunity planned for 16 November 2009.

Yim Sovann, SRP MP and spokesman, told RFA on 14 November that the National Assembly’s plenary session planned to lift Sam Rainsy’s immunity should not take place.

Yim Sovann said: “Raising the concerns of the population who lost lands from the border demarcation between the two countries is an issue involving territorial integrity, an issue involving the nation’s survival, therefore, it is not a crime, it is about fulfilling his role as a nationalist representative of the people. Therefore, the lifting of his immunity should not take place at all.”

Ou Virak, President of the Cambodian Center for Human Rights, considers the NA’s plan to lift Sam Rainsy’s immunity as ruling party MPs flexing their muscle.

Ou Virak: “It’s nothing more than their (CPP) desire to govern by force. They take a small issue and blow it up into a political affair, they should have resolved this issue politically and let the people decide.”

RFA could not reach Heng Samrin, NA president, about the plan to convoke the NA to lift Sam Rainsy’s immunity. However, the [pro-CPP] Rasmei Kampuchea newspaper reported on 14 November that Cheam Yeap, the CPP chairman of NA committee no. 2, said that the NA assembly meeting will take place according to plan.

Regarding this issue also, on 13 November 2009, a committee of 21 Cambodian civil society organizations issued a joint statement indicating their disappointment and that the lifting of Sam Rainsy’s immunity would constitute a [forced] toning down of the opposition voice, as well as a renewed violation on the freedom of expression of MPs to serve the interest of the nation.

Sam Rainsy is currently being sued by the Chantrea district authority and he is accused of destroying public properties after he led a Kathen procession to the Wat Ang Romdenh Pagoda, located in Samrong commune, Chantrea district, Svay Rieng province, on 25 October. Following the Kathen ceremony, it was reported that Sam Rainsy pulled out border posts along the Cambodian-Viet border because he accused Vietnam of violating Cambodian territories in that area.

The plan to lift Sam Rainsy’s immunity is taking place at a time when Cambodia is welcoming the former Thai PM who was nominated as an economic advisor to the Cambodian government.

    If there no media, NGO, or opposition, they the cpp would kills people in even larger scale like khmer rouge did.

    Vietnam is dictating the cpp. What is not to prove that they wasn't dictating to khmer rouge back then?

    Lift Sam Rainsy’s immunity is to low down SRP play game with the government.

    Samdach Heng Samrin, president of the National Assembly, should not delay in the NA meeting to lift Sam Rainsy’s immunity as planned today 16 November 2009.

    If the National Assembly didnot lift Sam Rainsy’s immunity an affect the relationship between Cambodia-Vietname will be worsen to near future.

    I would suggest that Mr Sam Rainsy come to Cambodia and faces the charge, then I believe that his popularity will rise. He is the champion of defending Cambodian border on the East. Cambodia's Nelson Mendala!!!
