Sam Rainsy’s Message to the Cambodian People

SAM RAINSY’S MESSAGE TO THE CAMBODIAN PEOPLE

Prime Minister Hun Sen is currently playing a dangerous game for our country. He seems to have lost his senses while handling Cambodia’s relations with neighbouring countries.

Our present government foreign policy is totally biased when it comes to defending Cambodia’s territorial integrity. According to the prime minister the danger of Cambodia’s losing portions of her territory is looming on our western border with Thailand. But he forgets to say that this danger is already and actually materializing on a large scale on our eastern border with Vietnam.

Let’s compare:
  • Thailand has only recently started to unfairly challenge the status of a portion of Khmer territory surrounding Preah Vihear temple in Preah Vihear province that covers an area of less than five square kilometres.
  • Vietnam has been, over the last 30 years, grabbing thousands of square kilometres of Khmer territories in Kep, Kampot, Takeo, Kandal, Prey Veng, Svay Rieng, Kampong Cham, Kratie, Mondolkiri and Ratanakiri provinces. This is an ongoing painful process that Mr. Hun Sen does not want us to look at. But we can’t help seeing the tears and hearing the cries of countless Khmer farmers who are losing their rice fields and other farmland to Vietnam as I have recently witnessed in Svay Rieng province.
Whereas there are no Thai immigrants in Cambodia, the continuous inflow of Vietnamese settlers into our country also reflects Vietnam’s expansionist policies which are facilitated by the Hun Sen government’s subservience to Hanoi.

His Majesty King Father Norodom Sihanouk has shown His concern for the situation in Cambodia’s provinces bordering Vietnam. Reacting to a report I submitted to Him earlier this month about Cambodian farmers losing their land because of border encroachments by the Vietnamese authorities in Svay Rieng province, the Retired King wrote to Prime Minister Hun Sen asking for an examination of the information and evidence I had exposed on the issue. As an insolent response to the King Father, the Hun Sen government reacted by undemocratically removing my parliamentary immunity in order to prosecute me because I dared raise a national issue that is embarrassing for the prime minister.

Mr. Hun Sen is using a classical tactic to divert the Khmer people’s attention from the real or the most serious danger, which in fact comes from our eastern side (Vietnam), by exacerbating tensions and creating unprecedented attention on our western side (Thailand).

By doing so, Mr. Hun Sen strives to:

For himself and his clan in Cambodia
  • Secure a continuous support from powerful Vietnam in order to remain in power against all democratic trends.
  • Create a nationalistic fervour against Thailand which would help the Cambodian people accept harsh and deteriorating living conditions due to the persistent economic crisis and the government’s corruption and incompetence.
For his protector Vietnam
  • Boost trade with, and economic influence on, Cambodia.
  • Establish a dominating control over Cambodia’s economy through growing investments from Vietnam, whose companies enjoy unique privileges in our country, while Thailand is being marginalized because of the current Khmer-Thai tension. The current situation is reminiscent of the anti-Thai riots in Phnom Penh organized by Mr. Hun Sen’s thugs in January 2003.
From a historical and geopolitical perspective Thailand is Vietnam’s main rival in mainland Indochina. Therefore, weakening Thailand is in the long term interest of her rival. Vietnam’s expansionism could one day go beyond Cambodia and Laos, which are already more or less under the control of Hanoi. To weaken Thailand nothing is more effective than fanning the flames of internal divisions among the Thai people and supporting one fighting group against the other. Mr. Hun Sen is a well-placed tool or pawn that is being used by a third country in this Machiavellian game for the implementation of a dark scheme. Whoever associates himself with Mr. Hun Sen to knowingly or not knowingly support the implementation of such a dark scheme runs the risk of being a pawn’s pawn acting against his own country.

While the situation is still under control along our western border, Cambodia should first try to address a number of humanitarian issues such as the fate of over 200,000 Khmer workers currently living in Thailand because unemployment in our country is a more and more acute economic and social problem that the Hun Sen government is unable to solve.

The political game Mr. Hun Sen is playing is definitely not in Cambodia’s interest. We should not allow him to go on jeopardizing our country’s security. Cambodia should remain neutral in any internal dispute in any other country. Any spillover from the current tension or unrest in Thailand could be very detrimental to Cambodia. Mr. Hun Sen’s miscalculation when throwing oil on fire in a neighbouring country will likely at best burn his fingers and at worst set Cambodia ablaze as past experiences have shown when we unnecessarily and unwisely took side in our neighbours’ internal disputes.

    Sam Rainsy is truly a Khmer hero who willing to risk his own life for his own people and to protect his own country. On the other hand, Hun Sen and his CPP are truly Vietnam pupet who punish his own people to please his boss (Viet leader). Hun Sen is not working for Khmer and not to protect Khmer land. Under Hun Sen, Khmer land will vanish piece by piece and before you know it, it is gone for good.

    But Sam Rainsy won't let that happen. Thats why, is did for all Khmer. We all SHOULD JOIN SAM RAINSY to do just that.

    10:46, calm down sir... we should follow the cambodia government moves, right now. You might still remember,Kem Sokha, Mem Sonando was imprisoned and many others fled the country because of the critic they made about 2005 treaty [to make 1985 treaties legal] that Hun Sen signed. This time, you will see many people imprisoned if they dare to criticize again. I listened to Var Kim Hong explanation of border demarcation works. There were a lot of suspicious. With GPS and other modern topography equipments, he said it need a lot of time to locate an exact border point, and need to find 3 reference points that takes months of research.

    Thank you Mr. Rainsy for your deep analysis and well-argued, passionate piece. It captures the sentiments and frustrations of many of us overseas as well as in Cambodia, I am certain.

    To supporters of Mr. Rainsy or at minimum the sentiments of this letter -- may I humbly remind us all to make the distinction between Vietnamese Policy (Government) and the Vietnamese people. This distinction should be reflected in our language and rhetoric. Racial slurs do a disservice to not only the person making it, but generally to the larger Cambodian population. The law is on our side in this issue. However, one undermines his position (firmly imbedded in law) by personal slurs. Please keep away from racial slurs and keep to the larger injustice of mass violations of territorial integrity which are against international laws and common international norms. And VIOLENCE is NEVER justified.

    So, please do not undermine your support for Mr. Rainsy's position here by violent rhetoric or emotional call to arms. The law is on your side. Exercise your right as citizen wherever you are (here in US or back in our homeland or wherever else), peacefully, forcefully, INTELLIGENTLY, by seeing the distinction between Vietnam Policy (government) from the Vietnamese peasants/villagers/citizens.

    Do not rest too much hope on individuals and personalities to resolve issues affecting the nation. Men and women of influence and charisma, people of great rank and honour, of worldly fame and distinction are often found to have flaws just like the rest of us. That said, if successive Khmer rulers have taken sufficient care to invest in those national institutions that embody the essence and soul of their nation and to have those values inscribed in the hearts and minds of their own people instead of seeing them as mere 'subjects', passively bound and subservient to the will and caprice of the power that be, we would not have found ourselves in this perilous state where the nation's fate is virtually sealed and its very existence hanging by a thread.

    This humble writer is of the belief that territory is sacred, because it is the embodiment of a people's life and history; it is its very blood and soul. To subject territory in any amount to compromise and negotiation is tantamount to committing high treason.

    Perhaps, the greatest flaw in Cambodian history since the end of the colonial era has been the inability on the part of the Khmer elite to strike the balance between nationalist aspirations and accommodating geopolitical concerns or alignment. Thus, for a pastoral country that traditionally had enough land and food to keep its population in a state of contentment; a society that was in need of reform rather than 'revolution', we have seen it subjected to the extremest and most brutal form in social experiment. Why had educated and learned minds failed to see that this brand of social engineering would prove inimical and corrosive to an ancient entity? When will Cambodian leaders learn from the painful lessons of their country's history that appeasing an expansionist state now will not prevent it from pursuing its covetous infringements in future?

    The Khmer people are rightly tired of war and destruction, but they can hardly be blamed for remaining 'passive' in the face of external threats to national sovereignty given their preoccupation with their daily survival and their confined existence or world-view. Besides, they have consistently been misled and maltreated by their own rulers for whatever reason. So their disenchantment with politics in general is understandable.

    However, it is still not too late to rouse them to action. There are still enough Cambodians to make foreign rule in Cambodia through its satellite structures unsustainable; to reverse all the unjust treaties and concessions of Khmer territories, islands, maritime waters etc. that have been sacrificed at the altar of personal greed and narrow political self-preservation.

    The opposition as well as civil groups must proactively collide in a movement of national crusade to remove the chains of enslavement in a noble cause through civil disobedience. Everyone - farmer, vendor, cyclo-driver, factory worker, state employee, laymen and clergy alike . . . must be informed of their relevance to the nation.

Gov't made a big mistake by using 1985 re-drawn map, instead of 1963...Those border stakes that Mr. Sam Rainsy pull out were place way deep deep inside cambodian territory, people lost farms lands, small river, brooks, this is why people very angry....! PM Hun Sen, King Sihanouk, they both knew what's going on, but they playing mute, and dumb..?
