Hun Sen also warned his military men to perform good deeds for the sake of the nation and the people: Are the military men that bad?

Cambodian PM advises military to focus on human resource development

Cambodian Prime Minister Hun Sen Thursday urged his military men at all levels, especially the leaders and commanders of the army, to focus on human resource development.

"We are aware that in early 21st century, technology has promoted infrastructure development at all sectors for humanity. However, compared to regional countries, Cambodia still has a big gap of human resource shortage that needs to be addressed," he said at the closing of the stocktaking workshop on the 5-Year Military Reform (2005-2009) and 5-Year Direction Setting (2010- 2014).

"Therefore, the Ministry of Defense and Commander-in-chief should continue to carry out 5-year armed forces reform by focusing on human resource development and promoting their capacity, so that our armed forces could stand equally with others in the region and in other developed countries," he said.

He said Cambodia has experienced many difficulties and enormous sacrifice, but has also successfully implemented "win-win policy" that brings to people and country peace, national conciliation, certain and full national unity.

While urging a continued strengthening on real human resources within the armed forces leadership, he also called for research studies to enhance the defense knowledge and other skills such as information technology as well as strengthening the international cooperation on military sector in both regional and global framework, aiming to develop and modernize the defense sector of Cambodia to be more competent and consistent with evolving situation and development of the nation and the world.

In his speech, Hun Sen also warned his military men to perform good deeds for the sake of the nation and the people.

    Average soldiers know this song for a long time. you do good deed, in return your families are starving, your cooking pots are empty.
    Bring quality of armed forces to equal neighboring countries. sound good to be true. Any pilot dares to step in to fly Mig-21 at military aibase in phnom penh, you will virtually be assured that you will go to straight to heaven, after taking off shortly.
    T-55 obsolete world war 2 tanks can chase civilians demonstrators or put on show for photos op, but can't stand with modern tanks destroyers missiles that neigboring forces possessed.

    Increased whoseMan resourses, Average soldiers hear and see in their own eyes what happening right now in fractioning in Cambodian military. The more loyal closed to Hun and then they get more resources. the less loyal group get barely bone. The reason CM still operate in one piece because of the weaker one can win.

    Hun Sen can retire now with hohour and privileges. Instead he choses the path of dictatorship and continues to bow to Hanoi in order to stay in power.

    At the end of this path, he will inevitably be prosecuted, and every thing he and his family own will be confiscated. His family and his relatives will suffer the consequences of his ill will and betray to the Nation.

    This is very good one, i am really please with PM Hun Sen move, most of the corruptions were connected with those high ranking police Chief dept. and military commanders and Gov'ts high ranking officials, i'm glad PM Hun Sen nails these crooked people!

    The CPP, military and Okgna (tycoon) are reposnible for (i) corruption; (ii) destruction of natural resources (forests, sea and fresh water fish, and soon the oil and gas); (iii) land grabbing and illegal sale of state lands (including in P. Penh); and (iv) intimidation.

    I think all illegally logging in these present days were involved with high ranking military officils, even police afraid to stop them from illegally logging in Ratanak kiri, Mundol kiri, Chour Phnom Kravann, right now police can't touch them at all...Mr. Hun Sen was right, they used him name to intimidated police/ forest ranger...

    I am glad that PM Hun Sen lash out at those military officials, and commanders for crooked, corrupted. These son of a bitch did not served the country honesty, they only used their power to make money from illegally logging all around the entire our borders, this is very good moved for Samdach Hun Sen to send a strong messages to all crooked border patrols and border police Chief out there, i'm very please that PM Hun Sen gave them a good slapped!!

    Keep a close watch on officials from Ministries of Environment, and Agriculture, including its Department of Forestry.

    There are plenty of examples where villages (which have been in existence since the French time!) have been given to Chinese firms under the cover of economic land concessions!

    The environnment and and forestry officials would classify particular villages as forest covered lands or lands in the national parks... and then given to priovate interest in the name of economic land concession...

    The officials above are supposede to protect the interest of the country and people...On the contrary, they use the public offices to enrich themselves at the expenses of the nation, and people!they do so in collaboration with local officials from the top to the bottom.

    There is no redress mechanism in place once people's rights are abused... Land Disputed Authority? The court systems, member of national assembly? These are hopeless place to go... Hence, what are there for the future...

    PM Hun Sen is applauded to reign in the top brass in the military... What about the civillians... including those of province and district officials who are so big boss of the people?

    Remember that Maroc and Suharto were once most powerful in their countries. Marcos did have his day... he could not event be allowed to die in his country!

    Suharto spent his final years in and out of the court!

    One may argu that this would not happen in Cambodia... who know once peole's anger and frustration have reached a boiling points.... There have been so many wars and brutal conflicts in Cambodia...and given what have happened....once could not rule out the impossibility of...

    I am writing the above in good faith, and only want good for my beloved country Cambodia and my fellow Cambodians!

    Why Hun Sen talked so late about the bad deeds of his subordinates?
    People have known about that since a long time , but they are afraid of retributions.

    Only Hun Sen dares talking about these bad deeds. Has he júst been awakened or did he did it as an excuse for his complicity, that has made people suffering..so much..
