SRP summoned government to explain to parliament about Cambodian-Vietnamese borders

The Sam Rainsy Party (SRP) has on 16th February sent a letter to the government asking it to explain to parliament regarding the planting of border makers No. 184, 185, 186 and 187 along the Cambodian-Vietnamese borders, reports Deum Ampil and Radio Free Asia.

The SRP leader, Mr. Sam Rainsy, and two farmers were convicted and sentenced to jail terms for uprooting border marker No. 185 in Chantrea district in Prey Veng province on 25th October 2009.

In an open letter to Prime Minister Hun Sen, the SRP alleged that these border markers, including border marker No. 185, are located 250-500 metres deep inside Khmer territory in accordance with the 1952 map deposited by the Royal Cambodian Government at the United Nations in 1964.

Mr. Son Chhay (pictured), an MP from the SRP, said the oppositions and the people wanted to know the truth. "We want (the government) to clarify these points- what is the truth? Who is right and who is wrong? Why did (the Vietnamese authority) remove the other border markers from the area if the government claims that they were planted correctly? We want the government to provide official explanations because the people still do not comprehend about this issue and the victims who were convicted have also not fully comprehended this issue", he said.

The questions that the SRP has put forward are:

1. Are border markers No. 184, 185, 186 and 187 planted on the right borderline or are they planted inside Cambodian territory?
2. If these border markers are planted on the right borderline, why did the Vietnamese authority remove them a few days after Mr. Sam Rainsy and the villagers uprooted border marker No. 185 on 25th October 2009 as evidenced by the attached photos?
3. Can the government confirm where the co-ordinates of these border markers are?
4. What is the difference between the co-ordinates provided by Mr. Sam Rainsy in the attached documents and the co-ordinates recorded by the government?
5. Will the government agree to allow national and international observers to go and survey the areas and record the co-ordinates by using GPS (Global Positioning System) at the area where the incident (border uprooting) took place in order for them to act as independent witnesses in the legal case against Mr. Sam Rainsy?
6. What does the government think about the cartographical evidences raised by Mr. Sam Rainsy which show clearly and undeniably that those border markers are truly located 250-500 metres from the borderline in the 1:100,000 scale 1952 maps which the government of the Sangkum Reastr Niyum had deposited at the United Nations in 1964?

Mr. Phay Siphan, spokesman for the Council of Ministers, said the government had clearly explained these questions in the past. "All the questions that have been put forward now have already been clearly answered one by one. These are accusations from those people who have no conscience. These questions have been answered before, the government did not try to beat around the bush and didn't hide anything because this is purely a technical issue", he said.

    Sam Ransy party should have asked better and smarter questions.

    Is it wrong to pull a post when someone plants it in your land?

    Hun Sen said those who pull land post will have consequence. So I want to ask him what about someone who plant land post on somebody's land illegally. What is the consequence of planting a post on someone's land without its owner's coonsense?

    Bottom line,government shall be scrutinized from time to time for transparency and accoutability.

    Communist People Party ( CPP ) moving Cambodia in the wrong direction. We need to change these gangsters regime. Why not calling million Khmers inside to remove Saddam Hun Sen's regime out of power. I am sure Khmers can do that, we have 14 million in Cambodia. Peoples you have no choice but to strike them back when they oppress you and your family. We out side will support you the best we can when all Khmers in the country stand up for yourself.
    Communist People Party ( CPP ) don't care basic rights and human rights in Cambodia. Rise up people let million march to National Assembly or Hun Sen's home and tell him to step down before he get hang like his older brother in IRAQ.
