OPPOSITION leader Sam Rainsy challenged Minister of Foreign Affairs Hor Namhong last week to comply with a summons issued by judges at the Khmer Rouge tribunal and appear before the court.

The call came in a letter dated Thursday and written from Paris, where Sam Rainsy fled last year to avoid a prison sentence in connection with an October protest in Svay Rieng province.

“You know full well that you are required by the law to show up when summoned by the judge. But why do you refuse to testify?” Sam Rainsy wrote.

In September, international co-investigating judge Marcel Lemonde issued summons letters for Hor Namhong and five other officials from the Cambodian People’s Party (CPP). None of the group appeared before the investigating judges, however, prompting Lemonde to conclude in January that it was “not feasible” to pursue their testimony further, UN court spokesman Lars Olsen said.

Sam Rainsy was convicted of defamation in a French court last year and ordered to pay a symbolic one Euro (US$1.35) after a lawsuit by Hor Namhong. The foreign minister said that Sam Rainsy had accused him in an autobiography of heading the Boeung Trabek “re-education camp”, where diplomats and government officials from the Lon Nol and Norodom Sihanouk regimes were incarcerated by the Khmer Rouge.

Ministry of Foreign Affairs spokesman Koy Kuong said Sunday that Hor Namhong would ignore Sam Rainsy’s letter.

He said that he does not respond to a person who is an accused by the French criminal court,” Koy Kuong said.

i think before leading up to the KR, every khmer people, in their right mind, did not expect the KR to kill so many people and take the country into the stone age or dark age era again. people were expected the civil war to finished and to go on with development and peace, but we all know it was a deceive, a lie, a trick, etc, and as a result cambodia was nearly destroyed and millions of people were killed from starvation, diseases, execution, and so on. in reality, nobody saw what's coming then, until they were in it, then there was no way out; it was kind of too late, then!

Who's Koy Koung? Whore 5 Hong spoke person/barking puppy..?

The CPP criminal officials do not response to letter, educated tactic or diplomatic method. The best way to deal with them scumbags is to knock them with a sledgehammer in the center of their forehead. They all like animal. They only response to pain not words.

i you want to bring these people to justice, first you all have to realize that you have to reform and strengthen khmer own court of law because they are khmer citizens, and as result only khmer court of law count in this case, not foreign court of law, you know! if khmer court is weak or ineffective or corrupt or what have you, then you have to help to reform it, to strengthen it for only khmer true court of law is counted, not foreigner, ok! if khmer people stand up to demand real reform in the justice system, then maybe, before these individuals passed away with old age, etc, we all can summon they all to the khmer court of justice. however, if people don't wake up and realize this importance of reforming khmer court and using real khmer court of law for justice, then people will have no confidence or trust with khmer court. so, the world must have cambodia to reform and create the khmer court of law once and for all so the khmer court of law can call these individuals to court to answer question, etc... people don't really like to use foreign court of law, if they have a choice for khmer court, really, ok! god bless cambodia.

yes, the answer is in the real khmer court of law, not foreigner's, you know! so, please help to reform and create a strong khmer judicial system; that's the answer to justice, really!

one reason khmer court of law is important is because let's not forget that khmer people understand khmer language better, so when the court speaks khmer language, people in cambodia are more to support and unite and interest, etc... trust me. i know khmer people. they prefer khmer language due to ease of understanding and speaking, etc... because, whether you believe it or not, majority of khmer people do speak and prefer khmer language over most foreign language, especially in court, etc... because khmer people have hard time learning foreign language. they all say khmer language is easier for khmer to learn and understand. people cannot ignore this reality of language barrier, you know! only a handful of khmer speak foreign foreign while majority speake and understand khmer language more, really!

That time, in Pol Pot regime, most of time, even you were a prisonner, if you are not yet killed, if you prove that you love ANGKA by working very hard or say somthing very good and positive, you could become GROUP LEADER, SESSION LEADER..
I belive, Hor Nam Hong hit the nail, he was very afraid to be killed, he worked very hard, he always talked positively and he was nominated CAMP LEADER.
Don't lose your temper M. Sam Rainsy, slowly, smoothly or may be break it..
