Wealth declaration must be done in secret: Xok An on the “secrecy” of the anti-corruption law

During a discussion on the anti-corruption draft law held at the National Assembly plenary session, vice-PM Xok An, the minister in charge of the Council of Ministers, said that declaration of wealth by government officials is aimed toward government officials including ministers, secretaries of state and officials nominated by royal decrees and sub-decrees, etc…, and that these declarations cannot be made openly because it could affect personal security (sic!). Xok An added that: “Therefore, as a first step, we must consider these declarations to be made in secret, but we must make is such that these officials dare declare their personal wealth. Furthermore, the declaration of wealth is a sensitive issue.” SRP MP Yim Sovann said that the declaration of wealth by government officials should be done openly so that there is a broad knowledge among the people, and it should not be done in secret inside an envelope. Yim Sovann said that to counter corruption, there shouldn’t be any retribution on the witnesses who dare provide any proof to this effect.

    This law is phony! All Cambodian citizens must stand up all together to oppose this law. If passed, it will allow the corrupted government to continues to corrupt legally. This phony law is written and tailored to protect them corrupted overnment officials and punished the citizens.

    All Cambodian citizens must stand up all together to proof that all Cambodian citizens are not stupid as the current ruling government think of. Cambodian citizens could not and should not tolerate this foolish government anymore. Enoug is enough!

    Cambodian government is a joke! Clearly they all thinking the citizens are dumb and stupid. They tailor rules and laws just to benefit them not the citizens and the nation.

    This law should be call "protecting corruption law"! All citizens must not allow this law to pass. All citizens must rise to let the government know and see that the citizens will not tolerte their uncharactoristic anymore.

    Cambodian citizens must oppose this government for the betterment of the future generations.

    They should declear their wealth. Or they must be hiding somethings. Not truthfull government. They are just a bunch of blood suckers from the poor people. It is a very shamful way to make a living.

    i think it makes sense by both arguments. when they debate all parties concerned about the protection of whistle blower, while others think even whistle blowers could be influence by political bias, etc, thus they must provide sufficient, concrete evidence, etc... they all make sense really. as far as required gov't officials to declare their asset publicly is a prize you pay for getting a public service job, really. public entrust you to work in gov't so you have to respect the public's request. that i have no problem with, however, the issue of going back in time to declare personal assets, etc, is another issue that may need further debate as it impacts personal security of the declared, really! that too, makes sense. so, keep debate civilly further. it's all good discussion, really!
