Why does Chea Leang, an ECCC prosecutor, visit Hanoi?


State President affirms close ties with Cambodia

Vietnam wants to strengthen the traditional friendship, fine neighbourliness and cooperation with Cambodia, State President Nguyen Minh Triet told co-prosecutor Chea Leang at a reception in Hanoi on March 30.

Mr Triet acknowledged the positive developments in cooperative relations between the two countries through regular exchange of high-level visits, especially a Cambodia visit by Party General Secretary Nong Duc Manh last December.

He noted that bilateral ties in economics, trade and investment have grown and flourished recently and that Vietnamese businesses have increased investment in telecommunications, energy, mining, rubber plantation and waterways transport in Cambodia.

He welcomed the signing of a memorandum of understanding (MoU) between the Supreme People’s Procuracy of Vietnam and the Extraordinary Chambers in the Courts of Cambodia, laying a legal framework for increasing cooperation between the two agencies. He proposed that the two agencies implement the MoU effectively to help elevate bilateral relationship.

Ms Chea Leang briefed Mr Triet on the outcome of her working session with the Supreme People’s Procuracy of Vietnam and said both sides will work and build a mechanism for exchanging information and expertise.

She said her agency wants to make further contributions to strengthening the friendship and cooperation between Cambodia and Vietnam.

    Why ECCC hires her in the first place?

    She is the spy, not a lawyer, to make trial in KR tribunal. She will obstruct the court as much as she can because Youn asks her to do so.

    I don't think this KR tribunal will find justice for Cambodian people. They just wastes money to make Hun Sen rich. She will drag her feet and her pussy to make sure this trial go nowhere. She will report first to her uncle, Sok An, what is going on in the trial and then Sok An reports to his masters, Youn and Hun Sen, what are we going to do next to stir up the trial.

    ECCC should take out those who are not independent lawyers to be fair.

    This court is not competent at all.

    Chea Leang is the KC50 try to cover up her Yuon crimes in Cambodia during Pol Pot killing fields and 1979 invasion and the war crimes they have committed against Khmer People and the crimes of K5 plan.

    Chea Leang is Yuon Soc Anh 's niece who infiltrated into Khmer Communist in Kompong Trach, Kirivong since 1968. Soc Anh worked as teacher in srock Kirivong on daytime! and at night as "Hanoi's Affaires Politiques en Takeo".

    Hun Sen scares and paranoiding over KR's trial.

    While attention is focused on the formal legal process that has now begun against Duch, the head of the Tuol Sleng Extermination Centre, far too little attention has been paid to concerns of the Cambodian Government, and in particular Prime Minister Hun Sen, to limit the scope of the Khmer Rouge Tribunal (The Extraordinary Chambers of the Courts of Cambodia or ECCC.).

    Any doubt that the Government is opposed to extending the tribunal's reach beyond the five former Khmer Rouge figures currently in custody — Duch, now on trial; Nuon Chea, or Brother Number Two; Khieu Samphan, Chief of State; Ieng Sary, Foreign Minister; and Ieng Thirith, Minister for Social Affairs — was dispelled in a speech by Hun Sen on 28 February at Sihanoukville.

    The question of whether there should be an effort to try more former Khmer Rouge figures became an issue before the ECCC in December of last year when the UN Co-prosecutor, Robert Petit, sought to extend the reach of the tribunal beyond the five former Khmer Rouge figures now in custody. A motion filed by his Cambodian counterpart, Chea Leang, opposing such a development and stating that to take such action would threaten 'national stability' was made public in January.

    Given Chea Leng's close links to the government — she is the niece of Deputy Prime Minister Sok An — there was a presumption among foreign observers that she would not have acted without approval at the highest level. Now, to reinforce that point of view, Prime Minister Hun Sen has warned that putting more Khmer Rouge cadres on trial for crimes committed during Pol Pot's 1975-79 reign of terror could plunge the country back into civil war.

    'I would prefer to see this tribunal fail instead of seeing war return to my country,' Hun Sen, himself a former Khmer Rouge commander, said a day after the joint U.N.-Cambodian court resumed its trial of Pol Pot's chief torturer. 'If as many as 20 Khmer Rouge are indicted to stand trial and war returns to Cambodia, who will be responsible for that?,' Hun Sen added.

    If nothing else, Hun Sen has been consistent in his wish to have the issue of the Khmer rouge period and those associated with it relegated to the past. As he said as long ago as 1998, Cambodia and its population 'should dig a hole and bury the past'.

    Many observers see this as a self-interested desire, given Hun Sen's own links to the Pol Pot regime before he defected to Vietnam in 1977. But since no evidence has ever been found to link Hun Sen to Khmer Rouge atrocities it is probably more correct to surmise that he is concerned about the many other former Khmer Rouge figures at large in contemporary Cambodia, some in positions of considerable influence.

    For the Khmer Rouge tribunal to embark on a new search for persons who might be brought to trial might not lead to 'civil war', as Hun Sen suggests, but it could lead to embarrassment for a regime that has chosen to draw a veil over the past.

    Perhaps a regular Chea Knoy. In the old whe Cambodia was a vessel state Cambodia had to bring Viet kings elephant etc.

    The ECCC does not NEED bilateral treaty or MOU with Vietnam. The ECCC and Legal organization is an independent body.....They should be shy away from politics all together. This is move that the Vietnamese Government slowly taking control over Cambodia....much like Border Marks. The Vietnamese Government is trying to take advantage of Cambodia while Cambodian Government is weak and incopetent. Cambodians....your nation is in your hands, save it or loose it. IT IS YOUR CALL!

    The Soviet Union past Leader, Nikita Khrushchev had many disagreements with China's Chiarman, Mao Sidong because of the Soviet Union, Leader Nikita Krushchev wanted to take over China first Economically then politically.....much like the Vietnamese Government is doing to Cambodia right now, but the difference is Chairman, Mao Shidong was smart and clever...and stated, He (Mao Shidong) had fought his life to free China from the Imperial tarts, and would not allow the Soviet Union to swallow China like this. So, all the treaties between China and Sovviet Union were destroyed and the relation between the two nations were part until recently. This is what I call a Smart and clever leader of China. The Vietnamese Government pretend to be nice and friendly, but vanomous!
