Police in Phnom Penh have on Sunday, 4th April, arrested a major general serving in the Cambodian armed forces for shooting and wounding a female tourist in a drunken shooting spree, reports Koh Santepheap.
Fifty-five year-old Maj-Gen. Tep Phirum, working in the Logistic Section of the Royal Cambodian Armed Forces (RCAF), has been arrested at his house in Chamkar Morn district in Phnom Penh City after he terrorised his neighbours in a drunken rage and wounding a foreign tourist in a shooting spree.
He was arrested in a joint operation between the Boeung Keng Korng II Police and the National Military Police. He was transported in a Military Police vehicle and is currently detained at the Phnom Penh Military Police Headquarter.
In recent months, powerful generals have taken laws into their own hands by committing violence against unarmed civilians. On 28th March, a brigadier general was arrested when he shot a motorcycle driver in the face after a minor traffic incident. On 11th March, a one-star general who is Deputy Commander of the Ream Naval base in Sihanoukville was arrested and sentenced to a one year suspended jail term for beating two female teachers and a 10 year-old boy who teased his 14 year-old daughter with a snake.

Demote this Maj-Gen Pig to a private and send him to Preah Vihear.
ReplyDeleteWho does he think he is? taking the law in his own hand doesn't work any more. He needs to wake up. Hun Sen is a change person. He made sure that the law is on his side, that is zero tolerance to whoever abused their power. Doing so is for PM value and he will no longer being part of their evil acts. Wisdom

ReplyDeleteI am sure that 3 golden stars general will remain with their positions as usual after few months. If they are jailed just few days or few months, then they will come to their post again.
You know that the most serious corrupted government official Nhem Vandoeun, who used to work at the Phnom Penh Municipal transport and public work department also he is the younger brother of Nhem Saron (Director of Phnom Penh municipal transport and public work department).
There were a rumor that Nhem Vandoeun was released during end of 2009. DAP does not want to publish this case, because he is a powerful person in Cambodia (Millionaire).
All of those Generals are just like Hun Sen . They think they got the power they can do whatevr they want to . Most of the don't even know the rule of the Army .. just like Chea Dara . I am not surprised to see that because they are all dumb just like their boss Hun Sen .

ReplyDeleteYes, 4:19pm is right. remember that one golden star general was sentenced to 1 year, but he will be imprisoned only 10 days in jail. The case was happened in Sihanouk Ville town.
The second case with another one golden star general opened fire on the farmer who was selling ice cube on the street of Kom Pong Speu province. This one golden star general was not sentenced yet.
Now the third case with 2 golden stars general opened fire during drunken and wounded one tourist foreigner.
I am sure they will resume their position after few months.
DAP local media does not comment on this last case, because he is a powerful man.
Hope god and alah will help the poor and innocent Cambodian in the country.

The farmer was threatened to live by the golden star general.
Haaa! it's a really powerful like Nhem Saron and Nhem Vandoeun. They have fucking money, they can do anything in this poverty country without a shameful.
Let see, what they are treated by the Government, including Nhem Saron and Nhem Vandoeun. I don't realize on DAP any more they are too weak now. They cannot comment the fact of each case.

ReplyDeleteYou are right, I would suggest the government before giving those golden star general, please send them to Iraq for at least to year a ordinary soldier, after they accomplished their task in Iraq,then promote them to golden star general, because those golden star general don't know how to their discipline, protocol as well as rule of engagement.

Under the Cambodian People's Party Hun Sen Khmer Rouge Regime, no criminals that has been committed crimes against journalists, political opponents, leaders of the Free Trade Union, innocent men, women and children have ever been brought to justice.
As a matter of fact this crackdown comes after the order of Hun Sen to punish anyone found abusive to their authority. Thanks to Hun Sen for he has ordered the arrest of all, regardless of who they are, who violate the law.
ReplyDeleteI'm not surprised at all! I'm sure there will be more star (s) genereal will abuse their power. It is so typcial of Khmer leaders! It's good that these star generals were arrested! It shows others no matter who you are or what positions you hold, if you commit a crime you will be punished the say way as normal people are. The law is for EVERYBODY. Don't blame Hun Sen for this! May teveda bless Cambodia and its people!

Arresting these abusive individuals is one thing, but making them accountable before a fair court, and for their misdeeds, is quite another matter.
A total ban on the use or carrying of firearms should be applied to all off-duty military and security personnel.
These madmen with power and privileges are a danger to everyone (unless you live in a military fortress and commute to work by helicopter).
