Council Rules Out Halt to Demarcation

The Constitutional Council on Friday ruled out a request by opposition lawmakers to halt border demarcation with Vietnam in Svay Rieng province.

The Constitutional Council on Friday ruled out a request by opposition lawmakers to halt border demarcation with Vietnam in Svay Rieng province, which they say allows encroachment on the land of farmers.

Fourteen members of the Sam Rainsy Party made the request Wednesday, claiming survey maps from the 1930s and 1950s show the border belongs further east.

A spokesman for the Constitutional Council said the request did not fall under its authority. Lawmakers had argued the current pursuit of border demarcation violated the nation’s constitutional right to sovereignty.

“We have difficulty believing in the authority of the Constitutional Council,” Kimsour Phirith, a lawmaker for the Sam Rainsy Party, told VOA Khmer. “In fact, in our view, the decision remains a political decision.”

Opposition leader Sam Rainsy, who remains in exile abroad, faces a two-year jail sentence in Cambodia for destroying border markers in Chantreay district last year, and the government has brought an additional suit against him for posting a border map on his party’s Web site the government says is false.

    I bet you 1USD for a Penney, Som Rainsi will drop everything and write a letter to beg Samdech Dèkcho Hun Sen for pardon as he used to be.... Sam Rainsi and Sihanouk are alike! Look at Sam Rainsi's face and Sihanouk's face at Mossco in 1970.

    I share the same appeal as yours. But as long as you, I and other still sending money to help our relative there they're not going to stand up for their right because they are rely on our pocket here. I have some relative who land unjustly grabbed but they did not do anything. They are too afraid to stand up. They beg us for help. I said No. You know what when I said NO, they get mad at me instead. They forgot that the land grabber did to them. It's rediculous. I believe if we have more khmers like the man at Udong who asked the authority to shoot him, I think Khmer will get a better regime to live with.

    what was srp thinking? cambodia need to demarcate our border lines so no more future stealing of khmer lands and territories by neighboring countries again, you know! otherwise without property and lawful demarcation, neighboring thieves will take advantage of cambodia like they did during the dark ages, etc!!! i wonder what was srp reasoning behind not demarcating our international borderlines? was it contentious or land disputes? or is it just plain political game by srp and company? maybe somebody can explain my inquisition here.

    sam rainsy is like joke in his expression. how can khmer people trust him to do a good job in cambodia. i mean, maybe poltics isn't what he's good at. first off, he needs to learn how to win the heart and mind of the khmer people of all walks of life in cambodia for them to take him seriously an an effective politician. othewise, he is not a real politician but just a traitor who works for foreign interest or foreign agent against the real khmer people of cambodia. now, think, evaluate and analyze so eveyone reading know what i mean. i mean, i'm sure he's good at something but not everything, though.

    i agree borders should be properly demarcate. some areas of borders are contentious, of course, so further negotiation is needed, however, the areas where they are clearly recognized and so on should be properly demarcate. that's how it should be, not stop demarcate altogether because a few areas are contentious such as the seas, and so on. i think they should use as many natural landmarks like rivers, streams, creeks, mountains, etc as much as possible, really! that's a smart and clever way, you know! wake up people! live, adapt, adopt, learn, and so forth, ok!
