Hun Sen has been working hard to build good relation with China.

If anything else, we have to assume Hunsen is not sold out to Vietnam. Maintaining a closer relation with a powerful nation like China also send a subtle message to Vietnam that Cambodia have alternative options if she is forced to a corner.

Like Sihanouk, Hun Sen said one day that he would not be able to be friend with USA.
Now, that's time, China or USA.
With China, Hun Sen would be PM for his entire life or with USA, remains dog of the dog of the USA.
Sok An will remain Vietnam allied and may be the next Cambodian USA man.

I support Hun Sen 100% if he get close and closer to China but don't be under Vietnam, I hate Vietnam. If the US can't be our closest friend , we must be with China. But Vietnam are too clever this bustard Viet won't let Hun Sen get out of thier control. Only China and EU could help us Khmer get away from being colonize by Viet.
