Phnom Penh - A Cambodian official who said he paid 30,000 dollars to secure a government post has sued after the job failed to materialize, national media reported Monday.

Municipal court prosecutor Hing Bunchea said Tea Kimhong was charged with fraud for offering the position to Heng Heam, who works at the military court.

'Heng Heam was apparently offering money for any job as a civil official,' Hing Bunchea told the Cambodia Daily newspaper.

The accused told the court he had received only 27,000 dollars, the prosecutor said.

Local media reported that the job sought was a deputy provincial governorship.

Although bribery is an offence, the prosecutor said Heng Heam would not be prosecuted since the court accepted he was innocent and believed the money would be used as a 'contribution' to an unspecified ministry construction project.

A spokesman for the Ministry of Interior said Tea Kimhong had worked as an assistant to the minister, adding that he was fired for misconduct before the alleged offence took place in 2008.

Cambodia is regarded as one of the most corrupt countries in the world.

It recently passed legislation to tackle the scourge. The law, which was 15 years in the making, received mixed reviews when it went through parliament earlier this year.

    The problem in Cambodia is complacency. Even with evidence right in front of all, no one seems to be outraged anymore.

    Complacency has nothing to with corruption.

    Did you mean when people get complacent, they'll be corrupt people.

    Perhaps you need to succinctly decipher what's "placency" in your wording.

    Wow! I'm speechless to see this blaten bribery.

    It seems Cambodia will never rise from the sewage of corruption.
    Her leaders and officials live in this condition for so long they don't know what it is like to come out of it.

    Only in the back water of Cambodia can one call what is black white, and what is white black.

    I hope this moron does not get any of his money back, to teach people like him a lesson, thinking they can buy positions.

    Kind of make a person wonder what make Cambodian society so prone to adopt this kind of behavior. Serious corruption and bribery have always been part of modern Cambodia.

    Whatever Cambodia has to govern moral and ethical behavior for the last several centuries is not working!

    They are the same ... stupid and stupider . He paid $ 30.000 for a job that pays less than $ 1.000 a month . If he didnt think he will corrupt after he got that job he won't pay that much of money . He deserved to lose that money and I have no sympathy with him .

    Khmer Ga..I agree with 2:24pm.
    If you read the whole paragraph, the word complacent doesn't make sense. Instead I would use indifference.

    I think indifference is more appropriate especially when the writer says in the second sentence
    "Even with evidence right in front of all, no one seems to be outraged anymore."

    I have no sympathy with this guy. If you have this $30,000.00 why invested in something else. $30,000.00 is a lot. That was the wrong investment. Yes Cambodia was and still is the most corrupted country in the world. And so the U.S and all the countries all over the world. Not surprised at all!
