Kok Sap's Commentary: NOT Acceptable, Hun Sen Abuses UN

All know the UN Human Rights Envoy meeting appointment is planned and scheduled ahead and in plenty of time. For the unexplained reason Hun Sen canceled it at the last minute. For normal business behavior, either the meeting will be rescheduled or carried on as planned with an alternative attendant. But to the surprise, with ten deputy prime ministers on duty yet Hun Sen can't delegate one to attend the meeting for him. For Hun Sen usual misinformed habit, the mishandling appointment is unimportant and an irritation to him. But in real world it reflects the national leader image and unreliability. For that alone it's an embarrassment for the entire nation.

In honesty, Surya Subedi can be Hun Sen helpful ally and personal messenger to the world diplomacy and UN General Secretary office. Unfortunately Hun Sen wrongly takes it personal in misinterpreting Surya Subedi statement to the press as disappointed for unable to meet with the Cambodia owner. It's opportune for Hun Sen to rattle on someone of his unchecked and crude remarks to impress the stupid ones. Apparently he can't see how important to delicately and discretely handle his personal crisis. This man loves to hear his own voice on stage,all the times.

To the dismay, Hun Sen shall apologize for his own shortcomings and inability to delegate an able deputy to welcome and meet with UN Envoy to ask for reschedule. In the educated society, Hun Sen behavior leaves room for bad impression and misinterpretation that Cambodia leader is seriously lack of competence and diplomatic cordiality.

In 1991 Paris Peace Accord stipulates UN Secretariat will monitor and report Cambodia human rights to the UN mission and its appropriate council. It is made UN responsibility to ensure the annual report be as accurate and transparent on Cambodia human rights. However, as one of the signatories Hun Sen seems to show his unbecoming and uncooperative nature as the Cambodia leader and lawful UN member.

Obviously the responsibility is not entirely on Hun Sen alone. To the observers, Cambodia legislative and judiciary shall bear the burden and responsibility to the nation image and representation. In this episode, the national assembly is totally unaccounted for its role to scrutinize and call on Hun Sen improper official action. Worst, Hun Sen incessant quarrel and insolences toward the previous UN human rights envoys seemed escaping the national assembly attention span and responsibility. Hun Sen has become a fixture of the Cambodian government incompetence and incivility.

Past records show often Hun Sen has been personally rude and confrontational to the volunteered UN human rights officials whose mission was to look out for Cambodia citizen interests. Conclusively in spite of time in premier office and role Hun Sen remains not an ideal advocate and voice in modern world diplomacy for the weak and poor Cambodia. The national assembly needs to reflect and uses its spine to stop Hun Sen from dehumanizing Cambodia.

In all, yet the national assembly must not allow Hun Sen to deprecate Cambodia honor and dignity when his personal is inconvenient to his duty. To the outside world it appears Cambodia has not many people who can lead the nation in decency and dignity. In that notion, if the national assembly does not correct Hun Sen habitual abuse of power and defeatism then it is a mere rubber stamp for a handsome compensation paid by donors. It is an insult and unacceptable to the nation and human intelligence in allowing an inferior and defeatist mentality like Hun Sen to stay in power and above the law too long.

    Lol, the UN Envoy, Surya Subedi is doing right thing, only prime minister hUn sEn is mishandling diplomatic issues and misinterpreting by his own man.

    I think the Prime Hun Sen, should review all his behavior and accepts the reality. The Cambodia country has more deputy prime ministers than any other countries, but he unable to assign one to meet UN Envoy.

    Prime minister Hun Sen sicks is not a good reason to cancel the appointment with the UN Envoy, Surya Subedi. He's make our country embarrassment, lack of respect, undiplomatic and disappointment through the whole world.

    I urge all Khmer people and compatriots in Cambodia must think twice (carefully) before elect our leader in the future; to avoid a mistakes like above mater.

    Cambodia country is fruitful land, rich of cultural, Gold&Diamond and oil. So, we don't want our country to be destroy by under one man like prime minister Hun Sen and his officers.

    talk about bridges in cambodia. that's good and exciting news to finally get assistance from japan and japan helps to build neak loeung bridge in cambodia. you know, i love bridges in cambodia, especially modern ones, most central cambodia geography is flat and a bridge will rise above the waterways and give one an impressive view of the cambodian countryside, etc... look that the prek kdam bridge on the tonle sap river, one can see the beautiful mountains of o'dong from there; very beautiful scenery and sights, etc... i love my beautiful cambodia. thank you to japan for your tireless support and love for cambodia and khmer people as your donation shows a lot. this is a good way to win the heart and mind of the khmer people and cambodia will always honor the great friendship between cambodia and japan for eternity to come. thank you, japan and god bless japan and cambodia.

    The grenades killed over 10 people at the Pagoda. Sene Sane's son was injured by the grenades including 10 other people. I did not know that they would be using the hand grenades against the innocent demonstrators. I was not a party to it. When the grenades exploded, I was at the office of Net Sa Veun talking to him about how Hun Sen had met Hoc Lundy. After that the police were alerted to the explosions and that is when I knew that something bad happened. I only found out that after the grenades exploded. The police were called upon to investigate who was responsible for the bombing, but they did the investigation superficially and were trying to cover the track than to find the person responsible.

    During my time at the Anti-Narcotic Bureau, I discovered evidence showing Hun Sen's people being involved in drug trafficking. I went to see Hun Sen with a view to bringing it to his attention. He took me to the cellar of his house which was nicely decorated. Hun Sen asked me whether I knew the names of the people who were into the drugs. I replied that I knew and I told him one name Mon Routy whom I was sure was involved. I suspected other men of Hun Sen were also involved, but I was not 100% sure. Hun Sen did not make any comments. Then Hoc Lundy then arrived with Huy Piseth, Chief of the Hun Sen's bodyguards and distracted my discussion with him. We then talked about the opposition party's protest. Hoc Lundy said to Hun Sen, ' why don't you use hand grenades.' Hun Sen said that it was a good idea... "I can send Seth to do it and he is a good operator." He authorized Hoc Lundy to pay for Huy PiSeth to do the job. Hoc Lundy answered that he would put together the money to pay them. He suggested that I met with Seth. After that, Hoc Lundy ordered me to find the money (US$ 100000) to give to Huy Piseth. The money came from the police.

    On 30/3/97, the opposition leader Sam Rainsy led a demonstration calling for the reform of the justice system in Cambodia. The demonstration was held in front of the Assembly of the Nation. I was near the Pro Tom Pagoda and witnessed what happened. My staff took me on his motorbike to see the big protest outside the Assembly. 2-4 minutes after we arrived, I heard a big explosion and people crying and screaming. Then I saw four men running away from the scene. I recognized only two of them that were: Mr Phan Sary Colonel and Mr Ourn Cham Nane Commander; both of them were Hun Sen's men. I did not know the other two. They ran towards the Prime Minister' house. I followed them there to see what they ran away like that for. I talked to General Huy Pheseth and told him that I saw four of his people running away from the scene and that they should not have thrown the grenades. He told me to keep quiet and don't talk to any body. But I was angry and upset. I need to speak to somebody about it. I went to see Hoc Lundy who I considered at the time as my friend. I felt that I had to report to Hoc and could not understand why Hun Sen chose to kill so many people. But he told me the same thing to keep quiet and not to tell anybody about it. Amongst the people who were killed or injured was an American. I understand the American Government sent people to Cambodia to investigate.

    In 2003 Phan Sary came to see me in my office. He admitted to me that he was the person who threw the grenades. He said that he was very sad because he killed so many people. He complained that Hun Sen used to pay him money to have things done. When he was in trouble nobody seemed to care about him He said that he did what he did because Hun Sen ordered him and he had to please him. He acknowledged that he killed a lot of people before. He said that he now did not even have money to support his children. I recorded the conversation
