Surya Subedi's apology to Comrade-Dictator Hoon Xhen for the latter's inability to understand English?

A senior government official said that Prof. Surya Subedi, UN Rapporteur on Human Rights to Cambodia, has sent a letter of apology to Prime Minister Hun Sen for expressing his "disappointment" when Mr. Hun Sen cancelled a scheduled meeting with him allegedly due to illness, reports Radio Free Asia.

Prof. Subedi was due to meet with Mr. Hun Sen during his visit to the kingdom from 8-18 June to assess and evaluate human rights situations and justice system in Cambodia.

Just before the meeting, there were land rights protests in front of Mr. Hun Sen's house and many of the protesters as well as prisoners and NGOs had sent petitions and letters to Prof Subedi to hand to Mr. Hun Sen during the meeting. Mr. Hun Sen then abruptly cancelled the meeting, claiming illness. Prof. Subedi, during a press conference to report about his visit to the kingdom, called the cancellation "a disappoinment" which angered Mr. Hun Sen who publicly berated the rapporteur a few days later.

Mr. Koy Kuong, spokesman for the Foreign Ministry, said on Sunday 27th June that Prof. Subedi has sent a letter to Prime Minister Hun Sen apologising over the matter. "First, he (Subedi) apololised to Samdech (Hun Sen). Secondly, he wished Samdech a quick recovery, good health and longevity. And thirdly, he talked about the positive outcomes of his visit to Cambodia", Mr. Kuong said of the letter.

"It is a good and positive sign that Prof. Subedi responded with an apology and acknowledging about Samdech's illness", he added.

On 21st June, Mr. Hun Sen publicly blasted Prof. Subedi, calling his remarks "disrespect" and "insulting" to him and the Cambodian people. "He called a press conference and he used the word 'disappointment'. I think that the word 'disappointment' is a disrespect to the host. I hope he will correct his word. Not only that he was not concerned about my health, but truly he can use other word such as 'regret for not meeting the prime minister and next time hope to the meet the prime minister'", he said.

Dr. Pung Chiv Kek, director of human rights group Licadho, said Prof. Subedi's apology to Mr. Hun Sen did not show his weakness, but rather it shows his politeness and his thoughtfulness. However, she said the word "disappointment" is a simple word and is not an insult to the government. "Prof. Subedi wanted to use diplomatic path, wanted to use dialogue and he hopes to meet Cambodian leaders whenever he visit Cambodia in the future", she said.

    Pung Chiv Kek and Subedi are not clear of English word. It is serious, Mr. Hun Sen is fluency in English because he is the Doctor of many things. He is the long and youngest most world known leader of Cambodia. He develops his country from empty hand to a high build country. The world leaders should learn from him how to develop the country.

    To calm down a barbarian like HUn Sen is to please him with what he wants because he is psychologically wounded. The world understands clearly that what has been done for Cambodia is for the sake of the Khmer people. Hun Sen is like a dying patient who refuses a medical treatment because he's not happy with the doctor.What else can the world do if a country is run by a mad dog like Hun Sen? I feel so sorry for my innocent Khmer people.

    When is Hun Sen ever known to be good with any vocabulary at all. In fact, listen to him giving any speeches and anyone can tell you that he can't even speak Khmer correctly. He has to be told and trained in order to meet the Cambodia's royalties. He was raised on a farm and went on to become jungle soldiers during his teenage years. He was put on a displaying zoo in Vietnam. His so-called PhD from Hanoi University was a handout given freely by Hanoi according to Hanoi Source. They said that Hun Sen want a PhD degree for his work (Lol). The Viets just said, "sure". Then he went on to collect honorary PhDs from other countries and all his azz-kissers. Has anyone ever looked at the way Hun Sen write his official correspondences back in the days? Lol. He couldn't express jack sh*t. He was obviously feeling frustrated. Typically, he wrote the offical message in only on one or two lines and then ended it with crude closure. He surrounds himself with "advisors". Look at him giving a speech. He always looks around at his advisors to verify what his "facts". Lol. His cronies then just expand and expand and expan on a little thing that Hun Sen said.

    The only thing that Hun Sen is good at is being himself and that is being a rude, crude, unrefined rural boy with bad manners. He mispronounces the Khmer word all the time and he curses and curses. That is one rural boy indeed.

    Now Hun Sen attacks Dr. Surya Subedi for using the word "disappointment" and Hun Sen wants the Professor to substitute the word "disappointment" with the word "regret" instead. Isn't that mean the same thing? Lol.

    "disappointment" is indeed a work. but almost every word has a meaning and many words have underlining meanings. for all fairness, a poor choice of a word given a bad timing of an individual's illness was used without much considerable sensibility. did the UN official ever ask the nature of the cancellation first before uttered the word? this is not taking side.

    Hun Sen is a bulldog. A misbehaving bulldog that is. Prof. Surya is applying a new strategy. That is giving the treat that Hun Sen begs for. Asking Cambodian nationals and foreigners for "apologies" is never a new thing for Hun Sen. In fact, it makes him feel important. Look at all of Pro-Hun Sen news anchors. They have to mention Hun Sen and His wife the entire length of the program. If you just make a tally mark each time Hun Sen's name is mentioned, then you will have at least 50 tally marks. (Lol). Hun Sen responds to only his masters the Viets. Viets don't ever put up with Hun Sen and his army. The Viets can just come in and mop up Hun Sen like ants. Lol. That is why Hun Sen never dares go against his authoritative Viet masters. In contrast, civilized people must apply new strategies and management all the time in order to get through Hun Sen. Hun Sen learned his lesson well when he was caged up in Hanoi Zoo back in the good old days. (Lol.) Have you ever observed Hun Sen at any of the ASEAN meetings of leaders. Hun Sen is the only miserable one there because he has no advisors to tell him what to say. Even when giving any interviews to a Western reporters, Hun Sen never came across as being at ease at all. That is because he only knows how to curse and jail people. So when he is under the spotlight, he has to learn to be civilized and that is always a hard thing to do because he goes against his crude natural self. Hun Sen he can only bite and abuse the Cambodian people, but when he steps outside Cambodia, he is looked upon as simply an unknown useless person.

    According to the news story, Hun Sen abruptly CANCEL the meeting. Hun Sen claims illness, but we don't know about the details of the illness. If Hun Sen is attending school, then it is his burden to provide the details of the illness. You just can't say that you are ILL or SICK. Until now, Hun Sen has never provided the specifics of his illness. This Hun Sen dude has done the same thing over and over against the Opposition members. He indirectly called MuSochu name, but he refused to tell the details. Even his Pro-Hun Sen news cast DOP calls MuSochu the same name that Hun Sen used. When the Thai foreig prime minister called Hun Sen name, Hun Sen was irated. This guy only lives in his own small world and he forces all the Cambodians to be his slaves.

  17. A Khmer proverb said "a wise will keep silence and express courtesy, but a dump will utter loudly and ruthlessly point fingers to everyone when he/she got mad".

    This proverb might describe well with the case of Hun Sen and Subedi this time.

    Subedi is a professor and work as the representative of the United Nations, the most powerful international organization; but Hun Sen is just a leader of a tiny country which has waken up from the war. Hun Sen is just a representative of about 3 millions Cambodians(I suppose it if those people genuinely voted for him).

    Comparing this actuality of the two leaders, we can see the apology of Subedi exhibits great taming lesson to a dumped one.

    But as we know, we will continue to be sad as the government of Hun Sen with his colleagues will never mind about anything wisely bring to Cambodian people, but they care about how to manipulate them.

    This letter of apology will be applied well for the power campaign as well election campaign by the Hun Sen leadership...and we still suspect that the tight control of mass media by the government and the high illiteracy of Cambodia, the campaign of this letter is probably able to lure more Khmers to legitimize Hun Sen as hero of this nation.

    Does the political manipulation continue to be effective in Cambodia or not? How can we transform that political manipulation?

    Hun Sen is a disgrace to Cambodia and the Cambodian people. Just the word "disappointment", he blasted the UN envoy madly. This guy (Hun Sen) is suffering from a nervous breakdown "chum-ngeu sorsai prosat".

    I agree with the previous commenter who said if Hun Sen was sick he should provide proof of his sickness, otherwise he will be accused of suffering from "a mental sickness" or "Chheu Sati Arom"- a term the Khmer Rouge used to describe people who are not sick but pretending to be sick and many people were killed during the KR period because they were accused of being "chheu sati arom". I think Hun sen faked his illness because he didn't want to meet the UN envoy because, due to the report, he carries petitions and letters from protesters to hand to Mr. Hun Sen. He is the PM, but he is a disgrace to Cambodia.

    The grenades killed over 10 people at the Pagoda. Sene Sane's son was injured by the grenades including 10 other people. I did not know that they would be using the hand grenades against the innocent demonstrators. I was not a party to it. When the grenades exploded, I was at the office of Net Sa Veun talking to him about how Hun Sen had met Hoc Lundy. After that the police were alerted to the explosions and that is when I knew that something bad happened. I only found out that after the grenades exploded. The police were called upon to investigate who was responsible for the bombing, but they did the investigation superficially and were trying to cover the track than to find the person responsible.

    During my time at the Anti-Narcotic Bureau, I discovered evidence showing Hun Sen's people being involved in drug trafficking. I went to see Hun Sen with a view to bringing it to his attention. He took me to the cellar of his house which was nicely decorated. Hun Sen asked me whether I knew the names of the people who were into the drugs. I replied that I knew and I told him one name Mon Routy whom I was sure was involved. I suspected other men of Hun Sen were also involved, but I was not 100% sure. Hun Sen did not make any comments. Then Hoc Lundy then arrived with Huy Piseth, Chief of the Hun Sen's bodyguards and distracted my discussion with him. We then talked about the opposition party's protest. Hoc Lundy said to Hun Sen, ' why don't you use hand grenades.' Hun Sen said that it was a good idea... "I can send Seth to do it and he is a good operator." He authorized Hoc Lundy to pay for Huy PiSeth to do the job. Hoc Lundy answered that he would put together the money to pay them. He suggested that I met with Seth. After that, Hoc Lundy ordered me to find the money (US$ 100000) to give to Huy Piseth. The money came from the police.

    On 30/3/97, the opposition leader Sam Rainsy led a demonstration calling for the reform of the justice system in Cambodia. The demonstration was held in front of the Assembly of the Nation. I was near the Pro Tom Pagoda and witnessed what happened. My staff took me on his motorbike to see the big protest outside the Assembly. 2-4 minutes after we arrived, I heard a big explosion and people crying and screaming. Then I saw four men running away from the scene. I recognized only two of them that were: Mr Phan Sary Colonel and Mr Ourn Cham Nane Commander; both of them were Hun Sen's men. I did not know the other two. They ran towards the Prime Minister' house. I followed them there to see what they ran away like that for. I talked to General Huy Pheseth and told him that I saw four of his people running away from the scene and that they should not have thrown the grenades. He told me to keep quiet and don't talk to any body. But I was angry and upset. I need to speak to somebody about it. I went to see Hoc Lundy who I considered at the time as my friend. I felt that I had to report to Hoc and could not understand why Hun Sen chose to kill so many people. But he told me the same thing to keep quiet and not to tell anybody about it. Amongst the people who were killed or injured was an American. I understand the American Government sent people to Cambodia to investigate.

    In 2003 Phan Sary came to see me in my office. He admitted to me that he was the person who threw the grenades. He said that he was very sad because he killed so many people. He complained that Hun Sen used to pay him money to have things done. When he was in trouble nobody seemed to care about him He said that he did what he did because Hun Sen ordered him and he had to please him. He acknowledged that he killed a lot of people before. He said that he now did not even have money to support his children. I recorded the conversation.

    If you were a good guy and are doing thing to help Cambodia and the Khmer people, may TEVARDA help you to get better soon!and never have pain again!

    If you were a killer and betrayal of the country, religion, and race may Tevada destroy your health and make you pain like you were in hell every second! never let you die until you live more than 100 years old, but live in pain of hell!!!!!
