Some 100,000 Cambodian gov't officials to be asked to declare assets

Chairman of the Cambodian Anti- Corruption Unit (ACU) told reporters on Wednesday that about 100, 000 government officials will be asked to declare their assets as part of the government's efforts to fight against graft.

Om Yentieng said at a news conference that"we have list of the names of about 100,000 officials to declare their assets to the National Anti-corruption Council and is expected to do so ahead of November this year."

Cambodia is to host a regional conference on anti-corruption on Nov. 4, 2010. He said that the government officials, who have been appointed by royal decree or government's sub-decree, would be asked to declare their assets if needed. The Cambodian lawmakers and leaders of the civil society would be also asked to declare their assets to the National Anti-corruption Council in the future, he said.

Om Yentieng also said that his Unit will sign notes of the Memorandum of Understands (MOU) with a number of the relevant ministries such as ministries of justice and interior for collaborations in investigating grafts and law enforcement.

The Cambodian National Assembly approved in March the anti- corruption law allowed the country to establish the mechanism of the National Anti-corruption Council and the Anti-corruption Unit.

Cambodia has planned to set up hotlines, emails and offices to receive complaints about corruption. The Anti-corruption Unit would protect the identities of the sources, said Om Yentieng.

The Unit called Cambodians to come forward with their complaints of corruption if any, he said.

Cambodian officials of the Unit have so far received five training sessions, which conducted by USAID, on how to fight against such illicit activities of graft, he said.

    This is just to pretend to so, but as the date in November 2010 comes, then other issues will fool us around and this declaration reschule to another year because of this or becuase of that.

    or whoever act on this, then Hun Sen will remove him/her in secret way.

    Wow! Really! Cambodia has at least 100,000 government officials! Oh MY!!!


    Let's have a break down:
    National Assembly: 123 Members
    100,000-123 = 99877

    Let's say that governors of provinces also (they're too low level, but let's include anyway)

    24 Governors: 99877-24 = 99853 Officials left

    let's give a high number for 1000 for Officials who are Finance Ministers, Forestry Ministers, Corruptions Ministers etc. (even though they're likely members of Parliament already in subcommittee we count anyway)

    Now we have
    99853 - 1000 = 98853! officials left

    Let say Hun Sen himself have over 2000 Advisors because he's stupid and can't understand 1+1=2 by himself!

    we have 98853-2000= 96853 officials left!

    now let divide that number by 73 the number of CPP seats in the assembly to get their number of advisors and deputies for each Senator.

    We would therefore have roughly 107 Advisors or Deputies and Under Ministers under each of the 73 CPP senators!

    Now we have completed our 100,000 Ministers!

    Cambodia is a very rich country that live off great donation money helping and representing billions of people on this planet, this is why our ministers and officials number is so large!

    1:11AM - Before you say Hun Sen is stupid, you need to run an IQ test yourself. Do you know the meaning of "official"? The majority of people working for the government are considered as government officials - some are high ranking, some are low ranking.

    It's encouraging that 100,000 officials have to declare their assets. It means a lot of people (not just ministers, high ranking officials, okgna, provincial governors) working for the government have to declare their assets.

    I think my IQ is certainly higher than yours. If your only concern about my estimation is my perceived lacked of understanding of the word "official" then you might want to read my message again and see if you can get some implications in my wording.

    As you can see, I do not lack an understanding of what "officials". You can imply from here that I capped of the rest of the "officials" estimate it based on what I believed the "official" status which the government may consider of "important" status worthy of declaring their assets.

    As for another point in your example that you raised-an Okhna. to clarify for you, Okhnas are not public officials. They simply a rich individuals who bought this honorary title through their contributions to society. For example, big donations to public projects. Okhnas are not a functional title these days. One can be an Okhna without being an official in the government and vice versa.


    Thanks kindly for your regards and concern for my IQ. Your first finger pointed at me, I believe its now time for you to answer to the rest of your four fingers :)

    the way i see cambodia, we need to have a supervision over everybody because there is none right now, so people think they can get away so easily. so, may this "ethics commission" is one solution to the much needed supervision or the pineapple eyes as the stupid KR called it! but unlike the KR, no killing or taking life is necessary in this era of cambodia. god bless my country.

    It is best that RGC accepts that corruption is the destruction to the fabrics of society,not to mention about the impact of the economy that is now has become global.

    Well,please leave some room for people being sceptical about it until the cleaning up act becomes real.
    We should understand that it has taken years to produce anti-corruption laws and not at the full potential.People noticed that phases of laundering taken place or shall I say applied and wrapped up quickly after such a considerable pressure from citizens,social organisations and international communities.

    We all know that officials are NOT poor apart from very low range armies,traffic police as they were only to feed superiors and for their daily lives.

    It should notice that after all those corrupted revenues become spread family assetts,then what left to find out.
    Does it mean cambodia start from the scratch again?What sort of time frame applied for the prematured laws to act on?From 1979?from1991? from 1995? from2000? from2005? from 2010?

    Be reminded corruption is acts of cheat intentionally?
    Common practice is exploded figures for administration.Seize lands by armies in rural areas,where it is more complex with many shares for land in city.
    Buisinesses worked closely with PUBLIC officers who are in power for tax revenues avoidance.And there are more.
    So it is not as easy as you think that corruption laws are in place,but how active will be is remains to be seen,in conjunction with existing laws.

    One thing we know for sure that exploded land sale is not happening any more,at least for now,as it was part of clearing up phase.

    every initiative is a good start. yes, do give it some time to clear up as well. be patient. at least they all now aware that corruption isn't tolerated anymore. everyone will be watching closely from now on, i'm sure! i think they all are bloated by now. even so, there got to be a limit to all of this, so who to dare continue doing so even after corruption law is passed. we'll have to see and weed out the most daring, greedy one by one. it's called knowing and respecting the law, you know! play with fire, and you will get burn sooner or later. it's a matter of time, i think! wake up, people, stop cheating on cambodia and khmer people in general. gov't is at the service of the people, not the other way around, really! demand reforms once and for all! juctice!

    I am one of 100,000 official. In order to clear my name to be pure and clean, I declare my property as the followings:

    I have 28 millions dollars in my account but wait I keep this money for social developments. So this money can't be taken away from me.

    I have 25 lands and Real Estates, but again I am using these properties for investments to create jobs for people, so I am exempted from taxes and dual process of transparency.

    I own three buses companies but I remind the anti-corruption committee that I am providing free transportation to them and other officials and create more jobs for people. And Most important i have signed my alliance with CPP to financially/logistically support troops at Preah Vihearand along Thai/Khmer border. Heh!!!!!

    After 9/11, American declaringly took SenVarman's money, $800 millions dollar. Insansely yelling on CTN, perhaps almost entirely whole month SenVarman repeatedly threatened, "Nobody can take Cambodian money away!".
    Unfortunately, he could not evidently prove. Imagine Cambodia is unthinkably so poor, financially living by donors, where was these mountain coming from?
    Corruption? I think therefore I undoubtedly believe American should give those money to the SRP's people,
    so they could initially help the miserably poor Khmers!

    bull! give money to no one! instead what cambodia need is to establish a gov't agency to manage the human services needs like welfare, social security system, etc... don't let political party, i mean any political party say they will managing it to help poor khmer people, etc... that is deceiving or hypocrites in disguise because people are all the same way no matter what political party they work with. instead, the US should push cambodia to establish or create somehting similar to the US department of social services like the human services agency, the welfare system, the social security system and ther gov't agency that is there to give assistance to needy people. that is a better way to make a real lasting difference. don't buy into any political party that promise that they can do better, etc... who all know how people operate without the concrete or set of law to govern them all, really! they all the same hypocrites without the law or rule of law to govern them, really! people will do what people do if they can get away with it, really! only law and rule of law will set they straight; no other way, really!
