I am glade to see NZ as the second top of the good governance. I must also like to inform that NZ budget is only for central government and this budget are not for all other local government. Each local government has their own independent budget which is fully independent from central government. Auckland city alone has an annual budget far more than Cambodia entire Nation budget and Auckland doesn't have army, police,teachers, hospital. Auckland budget for only local officials salaries, local recreation centers, local roads, local parks, local libraries, local swimming pools, local public halls etc....
