Gov’t offices to move to outskirt

A large number of government offices in the province of Siem Reap currently located in downtown, will be moved to the city outskirt. A sub-decree dated 05 April signed by Hun Sen, orders the moving of the government offices from its current location to a new government office built on a 40-hectare plot which will be built in the near future. The Cambodia Daily reported that a copy of the sub-decree it received on Thursday, listed almost all government departments, and ordered them to move to the new building located 4 to 5 kilometers from downtown Siem Reap. Sou Phirin, the Siem Reap governor, said that this move will help facilitate the expansion of the city which now lacks space. He said that if the government does not move its offices, then people will have to be moved out to the city outskirt instead.
KI-Media Note: The Cambodia Daily reported also that the new government office building will be constructed by the G&R Construction Co. Ltd. In exchange, G&R will take possession of the current government buildings in the booming Siem Reap downtown.

In a democratic Nation, Prime Minister has no right to decide where the local government office will be built. Offcourse, each Ministry has their right to choose their own location. But all building permit will be issued by local Government. They must pay the same levy as private entreprises. All locations have to be approved by local Government. This kind of decree is a nonsense and should be abolished for the democratic decision to be developped by various decision makers instead of everything by one person. Areak Prey

The same thing for local government to collect all their revenues for their local budget and their local development. None can be exampled from taxation and city rates. Areak Prey

the tax revenue, and it make no
sense to take it back from them
to put it back into the tax
revenue. This is a bit like a
person withdraw money from his

Cambodia is belonged to all Cambodians. Unless, we can find a solution which we can serve all Cambodians with fair and free, Cambodia will have a longterm peace and longterm harmony. But if Cambodia is only highjack by a group of people and our majority are still suffering with poverty, traumas and unhappniness citizen, those who enjoyed lives from other suffering will have to pay vbery heavy price. Khmer proverb goes " Tek Leung, trey si Srormorch. And Tek Horch Srormorch Sitrey". I believe that noone want to see this phenomene again. We have hurted so much in 1975. Therefore, I hope our people need to learn how to live in harmony and in sharing our remaining resources and our wealth together for our dignity and our happiness together.
