SRP asks the king to declare date of loss of Kampuchea Krom a day of national mourning

Nine members of parliament from the opposition Sam Rainsy Party (SRP) has sent a petition to King Sihamoni asking him to declare 4th June as a day of national mourning because it was a day that the French parliament voted to cede Kampuchea Krom territories (21 provinces of Cambodian territories in southern Vietnam) to the Vietnamese control in 1949, reports Radio Free Asia.

Mr. Yont Tharo, an SRP MP who is an ethnic Khmer Krom, said by telephone from Preah Vihear province that the SRP wants all Cambodians to remember this historical and painful day of the loss of Cambodia's vast territories to Vietnam. "I think that 4th June 1949 was a day that all Cambodians feel painful and sad because France have illegally ceded our territories to the Vietnamese", he said.

On 4th June 1949, the French parliament voted to cede 21 Cambodian provinces with total areas of 68,965 square kilometres to Vietnam's control. Today, according to some sources, there are 12 million ethnic Khmer Krom people living in Kampuchea Krom.

Mr. Tith Sothea, spokesman for the government's Press Quick Reaction Unit, said the 9 opposition MPs are doing this for political gains. "I wish to ask the opposition party not to use this date as a front for political gains", he said.

The Royal Palace cannot be reached for comments at the time of this report going to air.

    Forgotten your history?

    Kampuchea Krom became effectively part of Viet Nam very much earlier than 1949.

    This was as a result of deals with Cambodian rulers from the 1630s, marriage between the rival royal families, as well as through immigration and historical processes over a long period of time.

    The cession of Kampuchea Krom to Viet Nam was as early as the year 1749, not 1949:

    “....As early as 1623 the Nguyễn had married into the Khmer royal family, enabling them to establish a customs house at Prei Nokor (later Gia Định-Sài Gòn). Thereafter they brought increasing military pressure to bear on the Khmers, leading in 1749 to the cession of the lower Mekong Delta (Kampuchea Krom) to Việt Nam....”

    So Viet Nam’s Nguyen lords had already consolidated their administrative control over Kampuchea Krom in the 18th century, well before the French even began their colonial conquest of Indochina after 1858.

    Effectively, when the Cambodian King Norodom agreed to establish the French protectorate over his kingdom in 1863, it was by and large on the basis of the existing borders, which meant that Kampuchea Krom was already administered by Viet Nam.

    In order to “divide and conquer”, the French colonialists divided Viet Nam into 3 zones, each with a French governor, to try to break the strong spirit of Vietnamese national identity. They established their southern colony of Cochin-China in this area, but the Vietnamese always regarded it as an inseparable part of Viet Nam.

    Therefore, the French did not really hand Kampuchea Krom to Viet Nam in 1949, but actually they accepted the realistic and existing status quo.

    The Khmer King have the good right to declare date of loss of Kampuchea Krom.
    The Royal Cambodian Government did exist just only the day of the French colonial officially moved out of Cambodia in 1954.

    Our KampucheaKrom is long gone, but not forgotten. For a political gain the present puppet government tries hard to ignore the 6/4/49 tragedy in constant fear of letting the later generation know about the very fact of the lost land, KampucheaKrom, is subject to yuon control. CPP has a duty to uphold the vietnamization in Cambodia.

    i think this is a good request, a national mourning for the loss. maybe one day, it'll be returned to its rightful owner, cambodia. nothing is forever, especially political geography.

    SRP ideaology and its members are all about Cambodia and her people. They work hard to benifit all Khmers (Khmer Krom, Khmer Sorin and Khmer Central).

    How about CPP? From what I learned so far, CPP are working for Yuon's interest. If you're against Yuon, CPP will crack you down, makes an arrest and books you into jail.

    I never understand, why France had to cut our Kampuchea Krom to Vietnam in 1949? I don't get it and never will. What was the purpose? 1949 is still FRESH to our next generation.     Congratulation to the SRP. Finally, you can bring the real issue on the table for the current Cambodian government to act as if they are the government works for the Khmer people. If the government refuses to make June 4 is the National Mourning Day, then this government is not a government that represents for Khmer.

    Ask the government why do they scare if they represent for Khmer? Are they Khmer or YOUN?

    First of all it's a Viet propaganda that Khmer king ceded Khmer territory to Viet by way of marriage.A This propaganda is to legitimize their taking over Khmer Krom territories and to undermine or suppress any attempt to regain these [temporary] lost territories. There are No Khmer kings ever ceded any territory to Viet. To this day Viet can not produce any evidence to legitimize their taking over these [temporary] lost territories. Their ligitimacy coming to them only by way of the French in 1949. However, the legal issue still remain because the ceded territory does not belong to France. Therefore, the French has no legal authority to cede any territory that does not belong to them. In my opinion, the only country that could any legitimiacy over the land is Cambodia and especially Khmer Krom people.

    That's a good question. If my memory is correct from my last reading, I think it had to do with the French realizing that it can not defead the the Viet Cong through a military means and tried to please the Viet Cong by ceding Kampuchea to Vietnam in hoping to gain a positive outcome when negoiating with Ho Chi Minh. However, the negotiation did not stop Ho Chi Minh from continuing his struggle against the French or South Viet.

    6:46pm, I think you have supports on what you said. And to me it sounds believable. The French must have considered the facts and laws in conjunction with politics before they decided to cede the territory to the Yuons. But whatever reasons they have, for me I always hate the French - and that leads me to dislike the royal family, who always like the French's and France. Whatever it is, it's a sad thing that the Khmer people became victimized and lost our land. The French and the Cambodian poor and week rulers are to be blamed. The Viets? Well, they are definitely robbers, but again if we were strong and well-thought enough how could they rob us? Finally, I pray that the request by the SRP's MPs could be realized and replacing the Invasion Day of 7 January.
