U.S. Chooses Abusive Cambodian Military Units to Host Joint Exercises

Despite its own reports documenting abusive behavior by Cambodian military units, the U.S. State Department agreed with the Department of Defense to allow Cambodia to host a military exercise for international peacekeepers.

The “Angkor Sentinel” exercise, part of the 2010 Global Peace Operations Initiative, will host 1,000 military personnel from 23 Asia-Pacific countries. It also will feature a two-week field training exercise hosted by Cambodia’s ACO Tank Command Headquarters in Kompong Speu province.

The problem with this, says Human Rights Watch (HRW), is that the ACO Tank Unit has been involved in illegal land seizures, which have been noted by the State Department and by Cambodian and international human rights organizations. In 2007, soldiers from the unit destroyed villagers’ fences and crops and confiscated land.

HRW officials point out that the Angkor Sentinel exercise is likely to include elite Cambodian military units, such as Prime Minister Hun Sen’s personal bodyguards and Brigade 70, “both of which have been linked to a deadly March 1997 grenade attack on the political opposition, and Airborne Brigade 911, which has been involved in arbitrary detentions, political violence, torture, and summary executions.”

“For the Pentagon and State Department to permit abusive Cambodian military units to host a high-profile regional peacekeeping exercise is outrageous,” said Phil Robertson, deputy Asia director at Human Rights Watch. “The U.S. undermines its protests against the Cambodian government for rampant rights abuses like forced evictions when it showers international attention and funds on military units involved in grabbing land and other human rights violations.”

    It is a good news and a historic that Cambodia could be able to host such a large scale military exercise with the participation of multinational platoons, it is not a war fighting exercise but rather Peacekeeping and security and it is carried out within the United Nation Guiline Training Module, so called BLUE BERET EXERCISE. All Cambodian should be very proud of this innitiative, more over it is a historical one. Cambodia used to be a nation recived blue burret during 1990s but now is able to stand up and deploy to assist a nother war striken nation under the United Nation Guidelines. Concerning the said from HRW(Human Right Wacth)and thrught observation and the well know affair is taht the United State has been very carefull concerning humanright abuse in Cambodia and else where in the world with no tollerant, each of the participating personnel are screen by Human Right Waiting List, so there were no any involvement concerning human right abuse by the participating personnel or the location at all. The location is called Multinational Peacekeeping Training Institute not the amour tank units.

    Recognized that human right affairs are happening every where and it it a personal issue.

    Sihaknouk plays a dangerous game again before his death. This time the whole Khmer population will be wiped out by Chen and Youn. Instaed of having 2 common enemies we have three: Siem, Youn, and Chen. Chen and Youn will be bosses, Siem will be a forman, and Khmer will be workers, pulling the load sufferring everyday. The US and donor country will provide alcohol beverages and roasted ducks for the bosses and the foreman while the workers can only wathch them enjoying their meal with mouth watering. POOR KHMER. LOL

    Remember that the Chinese just donated Cambodian government the military equipment,and now this.
