យ៉ាងណាក៏ដោយគណបក្ស ប្រឆាំងតែងបានរិះគន់អំពីការកើនឡើងនៃបំណុលសាធារណៈ និងបានសម្តែងការព្រួយបារម្ភថា កម្ពុជានឹងមានវិបត្តិបំណុលទៅថ្ងៃអនាគត ប៉ុន្តែ លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន បានពន្យល់តបថា បំណុលរបស់កម្ពុជាស្ថិតក្នុងកម្រិតមួយមិនខ្ពស់ឡើយ។ ម្យ៉ាងទៀត ម្ចាស់បំណុលបរទេសនៅតែបន្តឲ្យកម្ពុជាខ្ចីដោយគ្មានការព្រួយបារម្ភ៕គិតត្រឹមឆ្នាំ២០១០ ប្រទេសកម្ពុជាជំពាក់បំណុលគេចំនួនជាង៣០០០លានដុល្លារគិតទាំងបំណុលចាស់ឬស្មើនឹង២៩ភាគរយនៃផលិតផលក្នុងស្រុកសរុប(ផ.ស.ស)។ នេះបើយោងតាមការប្រកាសឲ្យដឹងរបស់ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ។ ក្នុងរបាយការណ៍ស្តីពីស្ថានភាពបំណុលរបស់កម្ពុជា ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុក៏បានពន្យល់អំពីគោលការណ៍គ្រប់គ្រង និងប្រើប្រាស់បំណុលបរទេសផងដែរ។ គណបក្សប្រឆាំងបានសម្តែងក្តីបារម្ភអំពីការកើនឡើងនៃបំណុលរបស់កម្ពុជា។
គិតត្រឹមដំណាច់ឆ្នាំ ២០១០ កម្ពុជាមានសន្និធិបំណុលថ្មីសរុបប្រមាណ ២ ៥៣០ លានដុល្លារស្មើនឹង ២២,៣ភាគរយនៃផលិតផលក្នុងស្រុកសរុប (ផសស)។ បើគិតទាំងបំណុលចាស់ដែលកំពុងដោះស្រាយផង បំណុលកម្ពុជាមានសរុបជិត ៣ ៣០០ លានដុល្លារអាមេរិក ឬស្មើនឹង២៩ភាគរយនៃ ផ.ស.ស។ នេះបើយោងតាម សេចក្ដីជូនដំណឹងរបស់ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ចុះថ្ងៃទី៤ខែវិច្ឆិកាឆ្នាំ២០១១ ដែលកាសែតក្នុងស្រុកមួយ ស្និទ្ធនឹងរដ្ឋាភិបាលលើកយកមកចុះផ្សាយនៅថ្ងៃនេះ។
ក្រសួងសេដ្ឋកិច្ចក៏បានឲ្យដឹងទៀតថា ដើម្បីគ្រប់គ្រងបំណុលសាធារណៈឬ ការខ្ចីរបស់រដ្ឋ រដ្ឋាភិបាលបានដាក់ចេញគោលការណ៍គន្លឹះ៤យ៉ាងគឺ ទី១-ត្រូវខ្ចីបំណុលគេក្នុងទំហំសមស្របដែលស្ថានភាពថវិកា និងសេដ្ឋកិច្ចអាចទ្រាំទ្របាន ទី២-ត្រូវខ្ចីតែឥណទានដែលមានកំរិតសម្បទានខ្ពស់ ទី៣-ត្រូវខ្ចីសំរាប់តែវិស័យអាទិភាពដែលទ្រទ្រង់ចីរភាពកំណើន និងបង្កើតផលិតភាពសេដ្ឋកិច្ច និង ៤-ត្រូវប្រើប្រាស់ឥណទានទាំងនោះប្រកបដោយតម្លាភាពនិងមានប្រសិទ្ធិភាពខ្ពស់បំផុត។
ច្បាប់ហិរញ្ញវត្ថុប្រចាំឆ្នាំអនុញ្ញាតឲ្យរដ្ឋាភិបាលខ្ចីប្រាក់បរទេសក្នុងទំហំដែលសេដ្ឋកិច្ចអាចទ្រទ្រង់បាន។ ជាក់ស្ដែងចាប់តាំងពី ឆ្នាំ១៩៩២ដល់ឆ្នាំ២០០៨ កម្ពុជាមានលទ្ធភាពខ្ចីឥណទានសម្បទានត្រឹម២០០លានSDR ក្នុង១ឆ្នាំ។ ប៉ុន្តែ ដោយសារសេដ្ឋកិច្ចកម្ពុជាបានស្ទុះឡើងក្នុងកំណើនខ្ពស់ ពីឆ្នាំ២០០៩ ដល់ឆ្នាំ២០១១ កម្ពុជាមានលទ្ធភាពខ្ចីរហូតដល់៤០០លាន SDR ក្នុង១ឆ្នាំ។ នៅឆ្នាំ២០១២ រដ្ឋាភិបាលកម្ពុជាបានព្យាករថា នឹងមានលទ្ធភាពខ្ចីរហូតដល់៧០០លាន SDR។ របាយការណ៍ដដែលបានឲ្យដឹងថា ដើម្បីទ្រទ្រង់ចីរភាពកំណើនឲ្យបានក្នុងរង្វង់ពី៦ទៅ៧ភាគរយ និងកាត់បន្ថយភាពក្រីក្រឲ្យបានជាង១ភាគរយក្នុង១ឆ្នាំ កម្ពុជាចាំបាច់ត្រូវវិនិយោគឲ្យបានជាង២០ភាគរយនៃផលិតផលក្នុងស្រុកសរុប។ ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុបន្តថា រដ្ឋាភិបាលបាននិងកំពុងអនុវត្តកម្មវិធីកំណែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈសំដៅធ្វើឲ្យថវិកាជាតិក្លាយជាឧបករណ៍អភិវឌ្ឍន៍ដ៏មានប្រសិទ្ធិភាព។

Sorry Hun Sen government not owed 3.3Billn. instead they owed 7.7Billn.That foreign debt,Hun Sen will let their children, grand children,great grand children,great,great,great,great grand children to paid back.Don't worry if you can make national unity we will win.Cambodia has its own"SPRING" with hope revolts/unites will bring change.

Current external debts by Hun Sen estimated around $20 billions dollars. China alone is about $4.5 billion dollars.

I was told Hun Sen owes the Vietnamese Party billions of dollar for toppling the Pol Pot, which is why, hes now paying back with the price of our Khmer land and allowing the Vietnamese to freely take over the country.
