Civil society organizations request an increase in the number of parliament seats

The alliance of civil society organizations requests an increase in the number of parliament seats for the 4th mandate (2008-2013) to 130, in proportion to the population increase.

The joint statement issued by the alliance of civil society organizations on 25 May, indicated that the Cambodian population will increase to almost 14.5 million in 2008.

Hang Puthea, the executive director of Nicfec, said that because the alliance sees the population growth in the near future, it decides to ask the government to review its ability to increase the number of parliament seats.

Hang Puthea said: “We observe that the number of MPs is too small, they cannot visit all their constituents. Therefore, their number should be increased, this is not to help any political party in particular, but it is to increase the number of parliament seats for those parties who won the election so they can have more MPs and the latter have the opportunity to work more… The population increases, and a number of villagers are facing hardship, therefore, with the population increase, the number of MPs should also increase.”

Hang Puthea added that the alliance also wants to ask the National Assembly to clearly divide the work among MPs and government officials, that is, there should be a clear division between the legislative and the executive branches.

    money to police officers to help
    them fight corruption and
    temptation, which is something that
    we all wanted.

    I don't agree with you. To give the money to the police is not a solution. Let's imagine if we give those police 500 USD for their salaries, how are their work effective if they still afraid their senior officer and those higher ranking.

    Everything in Cambodia has to be systematically reformed. Don't prioritize this not that.Everything has to go together.

    The key player in developing one nation is the man namely prime minister. If he is patriotic the nation will be developed.

    It is very simple. PM can do everything. He can have the police inforce the law. He can improve education and health condition and people's cost of living and the like.

    I hate those who said that the prime ministe is good but his lower ranking official like Minister or secretary of state etc...don't listen to him. What a stupid prime minister and a stupid idea.

    People elect the MP and MP elect PM. He is full of power. He can expell any one he deems don't listen or obey his order or work ineffective like what he has done to several Funcinpec ministers...

    Hang Puthea needs to have better justification for his call for an increase in the number parliamentary seats. It is absurd to expect MPs to be able to visit all their constituents even if there are more of them.

    The reality is that not many MPs have made efforts to visit their constituents. They have even avoided them when their constituents came to seek their help in front of the National Assembly. How many MPs have raised the issue of police beating or force evictions of their constitutents for debate in the National Assembly? None!!!!

    If MPs are serious about representing their constituents, they could have got their local party cells to organise their regular meetings with them, say every other week or every other month. They could then listen to their grievances or their wishes, ot they could even consult them how they should vote when a piece of legislation is debated in the Nationalo Assembly.

    For the time being there is no need to increase the number of MPs.

    9:25, the problem is not from
    the police fearing their high
    ranking officers because there are
    only a few high ranking officers.
    The real issues is police
    corruption has been a pest. They
    are taking bribe from traffic
    violation, bussiness code
    violation, ... . I mean the local
    is still talking about it, although
    it has been suppressed in some
    area. And we all know about Phnom
    Penh Airport, although it is much
    better today. Anyhow, you can't
    fight corruption without paying
    people appropriately first.
    Ah Sam Nazi had just offered his
    Commune Chief a big raise to keep
    them from corrupted, and that is
    what we need to do with our
    officers.
