Hun Sen's apologies are just cheap talk. He says a lot of things these days and a lot of time they are mainly rants, whining, excuses, blaming and contradictory self-explanations.
Some people overrate him as Dr. Hun Sen, which I'm pleased to give him his real value as a Dog roar Hun Sen, because when the enemies intermidate or threat the Khmer people in their own land, he can only roar at them, but never dare to bite them; he turns to bite the Khmer people instead.
