Officials say new disciplinary measures will help address the problem of juvenile delinquency.

FOLLOWING a directive issued last month by Prime Minister Hun Sen, the government has launched a crackdown on juvenile delinquency that will target "spoiled youngsters" in a bid to maintain social order, an Interior Ministry official said Sunday.

According to a list of disciplinary measures to be posted in towns across the country, young people will be more closely monitored and could face more serious charges if caught engaging in crimes.

"We have just begun to gradually implement the disciplinary measures after the prime minister called for action against spoiled youngsters,"

Ministry of Interior spokesman Khieu Sopheak told the Post Sunday, referring to a directive on June 24 ordering ministries and law enforcement officials to crack down on "gangster activity".

'Big brothers' disciplined
"We see that nowadays young people's acts are sometimes entangled with crime and the destruction of culture and tradition," Khieu Sopheak said.

"If we do not have any measures to cope with [young people], our society will definitely become chaotic, and children of the next generation will imitate such a lack of discipline."

Khieu Sopheak said most of the young people that the ministry has picked up so far were "big brothers" associated with criminal gangs.

"In the past, we have gathered thousands of young people who were acting immorally and causing trouble to society. Having gone through rehabilitation, some young people are sent back to their parents.... However, in some serious cases, they are sent to the court," he said.

The new disciplinary measures are being tested in pilot programmes in the country's more densely populated areas, though Khieu Sopheak said it would likely be taken to small villages.

"We thought delinquency only happened in the cities, but now this culture of immorality has become widespread."

Him Yun, vice president of the Khmer Youth Association, told the Post Sunday that he welcomed measures to control delinquency, but he warned authorities not to use the directive as a front for their own bullying.

"While we approve measures to cope with problematic youngsters, local authorities should implement measures effectively," Him Yun said.

    i think it is typical of rich, spoiled kids all over asia. they seem to think that because their parents are rich or held top post that they can do whatever they like without regards to the law and others' rights, etc... this phenomenon is not unique to cambodia alone, really. this is like the first time i heard official is trying to do something about it. it's been going like this even going back before the KR era. kids of official official or rich people think they are god or something, meaning they are above the law in many ways. i think it should change, starting this era so future will be different. it's not something new, really, it's been like this since during the 1960s according to my parents. it ought to stop with new law to punish these unruly people, no matter who they are related to and so on! reform in all fields, really!

    Khmer kids in srok Khmer ain't worse than Khmer kids abroad. There are more Khmer kids that turn to gang banging overseas than in srok. Tiny Rascals, the Asian boyz, etc... are all Cambodian gangs.

    Khmer in the US never admit that social problem in their community but when their relatives who are involved in gangs and crimes get deported, they get to become so nice and innocent. You know you did something to deserve this. They don't lock you up and deport you if you didn't do anything seriously illegal.

    Most of people commited crimes and robbery/rape are son or newphew of high ranking officials throughout cambodia, these kids don't give a shit about laws enforcement at all, they even threaten to harms policeman too! this is part of cambodia corruptions also, because they can pay off the cops and get away from their crimes, our government officials and laws enforcement must get rid of these BONG TOUCH BONG THOM!! these kids created so much problems in cambodia society everday...

    When a police officer earn less then a minimum wage, there bound to be corruptions and favoritism towards the kid with ties to high ranking official. Who dare to prosecute, much less arrest these kids? No one! Pray for a career change if you attempt to arrest these.....untouchable brat.
    A police officers, juges, prosecutors/defense lawyers all have to answer to one person.... Huynh Sen.
    It's a useless effort. I don't how they will encforce this. This country is.....after all, ruled by one man.

    Let's not blamed the kids for their failures to act in a normal society. We should focus on the parents who is the sole responsibility in up-rooting them. Kids only act this way because their parents exposed them to the luxury and respect that their accustom to.
    Of course, these kids with excessive allowance that they get from mom/dad doesn't have a daily struggle to find their next meal. Their only problem is, finding a place to hang out, do drugs and assimilate their father's figure.
    Huynh Sen is known to implement new rules by word of mouth. Does people take this serious from a man who likes
    to bark like a mad dog? What step are they taking to enforce this?

Many of my uncles are settling back in Cambodia in a few years when they retire. Who in their right mind would go there if it is so bad and now that they are in the land of the free? Think with your head, not with what your poorly informed political friends. I just laugh when I hear some of these Khmeroverseas who think Cambodia is bad like this and that and when you ask them, nope they have never been back lol. The people that don't have political agenda in their mind could easily see the progress Cambodia has achieved while the political tools is blinded to the progress and only see the flaws.
