Cambodian opposition leader Sam Rainsy accuses PM Hun Sen of stilling critical voices

Cambodia's opposition leader Sam Rainsy accused Prime Minister Hun Sen of silencing critical voices in the country in the face of growing discontent among Cambodians induced by the government's corrupt practices and mismanagement of the economy and the effects of the worldwide financial crisis.

Speaking before representatives of the international media in a panel discussion organized by the Southeast Asian Press Alliance (SEAPA) in cooperation with the Foreign Correspondents' Club of Thailand (FCCT) in Bangkok on 23 September 2009, Sam Rainsy said the Hun Sen administration has launched a crackdown, not only against journalists, but also legislators, civil society officers and even their lawyers.

He said the government's corruption has further weakened the national economy. "Cambodia is losing US$500 million every year to corruption," he said.

Aside from this, Sam Rainsy, who heads the Sam Rainsy Party which in turn controls 26 out of 123 seats in Cambodia's parliament, accused the current government of mismanaging the economy, first selling off natural resources like timber and now leasing forested lands to foreign companies for up to 99 years, with the income allegedly going to corrupt officials' pockets.

At the same time, Sam Rainsy said the government is not taking steps to mitigate the effects of the worldwide crisis. It has refused to inject money into the economy, he said, adding that taxes were instead raised, and the interest rates of banks shot up to 3% per month.

To head off the discontent, Sam Rainsy said the Hun Sen government has targeted opposition members of parliament (MPs) and civil society groups, aside from journalists.

On 26 June 2009, Hang Chakra, the publisher and editor-in-chief of the "Khmer Machas Srok" was sentenced to one year in prison. He was tried in absentia, despite the fact that he never fled or left the country. He was also fined 9 million Riel or (about US$2250), a considerable sum in Cambodia, for "disinformation" and for "dishonoring public officials".

On 8 July this year, charges against of "Moneaksika Khmer" (Khmer Conscience) newspaper Sam Dith were dropped, after another formal letter of apology (this time addressed to PM Hun Sen) -- along with a "voluntary" resolution to cease publication of his newspaper. A year earlier, Sam Dith had been slapped with criminal charges over an article that suggested links between Cambodian Foreign Minister Hor Nam Hong and the past Khmer Rouge regime.

On 22 June 2009, the National Assembly controlled by the ruling Cambodia People's Party suspended the parliamentary immunity of two members of the opposition Sam Rainsy Party (SRP). The move paved the way for defamation charges brought by PM Hun Sen and the Royal Cambodian Armed Forces against opposition legislators Mu Sochua and Ho Vann.

The government then also went after the oppositionists' lawyers. Kong Sam Onn, the legal counsel who represented Mu Sochua and Ho Vann, was himself charged with defamation by Hun Sen. He was also threatened with disbarment. Like the editor Sam Dith, Kong Sam Onn was forced to apologize to the prime minister, and then compelled to join the ruling party, in return for the withdrawal of the case against him.

Sam Rainsy added that while the government harasses political and civil society leaders and journalists with lawsuits, rank-and-file members have been assassinated recently, especially in the rural areas.

Duong Hak Sam Rithy, vice president of the Cambodian Association for the protection of Journalists (CAPJ) claimed that some 10 journalists have been killed by government agents. Up to now, he said, police have not yet concluded their investigation in any of the cases.

    The SRP will be criminal of Cambodian people in the future incuding the party too.I will see all of opposition party in the future.We are outside of Khmer country,but we will see in the future who is the criminal of khmer country or Khmer people?

    So, it seems that SRP also wants to use Preah Vihear issue to topple the current government with the dirty help from Thai, mostly likely PAD. If that's the case, large scale invasion is expected. For sure, it'll be a disaster to Khmer people. AND he needs to give PV to PAD ... for help.

    Those two countries VN and Thai are happy to fight each others on Cambodian lands. They both will benefit from that, and Khmers are the losers.

    Please use brain to solve our problems.

    Dear Prime Minister Hun Sen and all other intelligents who have helped to rebuiled our country and nation. I would like to say thank you for all the hard works you that have done. We are only 30 years old from the year zero and it has been improved so much. Imagine 200 years from now...Maybe we are the next Singapore...Keep going Khmer people, we are the generation of the Ankho-Wat don't forget that and we can do anything....

    Please give immunity to all of our khmer intelligents who may have made some mistakes and also let them know that no one is perfect, and future mistakes could be prevented from happening again. The key to success includes; love, compassion, share, respect and understanding each other point of views as well as try to reach a common goal, common interest, that is 'all for one and one for all' and that 'everyone is equally important'. other saying 'love others just like you want to be loved' or 'forgive others and you will be forgiven' or 'treat others just like you want to be treated. Finally, be careful with what you say or have evident to prove it otherwise and if you have nothing good to say better not say it. Positive minded people learn well negative minded people learn nothing. So, be smarter, be open minded. Always take constructive criticism as a positive approach to improve the quality of life,e.g. 'I think your words might affect other people' so, you need to change the way you say it....

    Hun Sen has no qualities as you mentioned in your "The key to success", which doesn't seem to be in a good agreement with those qualities.

    Hun Sen has made alot of not just "mistakes" but criminal ones which must not be tolerated. But you don't seem like to mention them. Why? You cannot forgive a criminal who has commited tons of criminal acts. You can only forgive those who has done something morally wrong to you. If you want to apply your forgiveness to all, a counrty does not to have constitutional laws.

    i think it has more to do with cultural thing than him being a dictator or oppressor or what have you. you have to understand that in khmer culture, they command utter respect in rank and as well as age order e.g. the older the person, the more respect is given. yes, it more to do with the local khmer culture. those you are new or estranged to khmer customs and etiquette do not really understand it, thus, often would mistake it with dictatorial style, oppression, suppression, commy, or whatever you want to call it. it takes a highly educated individuals as experts to understand the culture and style of khmer way. it doesn't mean khmer people aren't democractic, they command strict and high respect with age, rank, social status, etc... this is the way i see it in khmer way. please keep educated and keep open-minded. whether it is a good or bad thing for cambodia, who's to judge differences in culture of the world. all one can do is to educate and encourage tolerance, education, learning about khmer way and to accept the fact and get over it or get used to it. if the world is all the same, it would be so boring! if khmer people can understand and accept foreigners to be foreigners, why can't foreigners accept khmer the way we are as well? please think about it!

So, in this case we, Khmers have to accept the facts and do nothing to change them? Sir, we live in the 21st century and if need it be we need to change for the better for our country's sake.

    1:48am No, it's not about the khmer culture or the respect that one needs. There is only one person whos turned himself into a miliary dictator. if you remember, recently, mr hunsen made a speech to a group of students boasting about his military might; he alluded to saying that it would only take two hours to order his thuggy army to take over Phnom Penh.mr hunsen is obsessed with power and hes careless about anything.
