Judiciary, Rights Efforts ‘Weak’: UN Rights Envoy

The Cambodian government rejected a report by the UN’s human rights envoy, who characterized the country’s judicial system and human rights efforts as “weak.”

Suriya Subedi, the UN special rapporteur for human rights, replaces Yash Ghai, who had a prickly relationship with the government and especially Prime Minister Hun Sen.

Government spokesman Khieu Kanharith said Friday Subedi “did not see the whole thing.” He added: “He listened to lazy staffs who work here, and he did not check.”

Subedi said in an October report: “The rule of law is weak in the country. The judiciary is not as independent as it should be. Some of the core political rights such as the freedom of expression and peaceful assembly have been undermined.”

Subedi said Cambodia’s defamation laws have gone beyond a permissible level in restrictions on the freedom of expression under the 1966 International Covenant on Civil and Political Rights to which Cambodia is a party.

Ny Chakriya, chief of investigation section for the rights group Adhoc, said that in light of the report the government should review its human rights situation.

“It is simple for the government to deny the UN’s report, but the most important thing is for the government to consider what [Subedi] raised in his report,” he said. “The government denial is unacceptable.”

Yim Sovann, spokesman for the opposition Sam Rainsy Party, agreed with the report, saying, “many UN representatives in Cambodia are always raising the same human rights issues in Cambodia.”

    Blue Kanharith said Subedi "did not see the whole thing." Come on dude!!! Even a child can see the whole thing and they are better than idiot CPP people.

    CPP and Hun Kwak just play game and serve their master, Ho Chi Minh. They help to destroy Cambodia piece by piece. If they want to do a good job, sure they can. But, they want to hurt Khmer people.

    They're low class people and control the country. They're illiterate and don't think right.

    They are very good in twisting thing around and keep lying all the time.

    of course, cambodia need to encourage and strengthen the rule of law and independence judiacary system, etc. however, i also credit cambodia for make an effort in improving all of this as well. some people need to be patient as well so not to let emotion get in the way of healing and improving things in cambodia. cambodia had come a long way since, you know. we must learn to walk first before we can run, you know. it's the same concept in cambodia this way. everyone can help to make a difference in cambodia, really. we all want cambodia to be an enjoyable and pleasant country to live, work, do business, visit, vacation, etc... god bless cambodia.

    yes, please contine to demand and educate everyone in cambodia to understand and see the benefit of joining the free world, both economically and democratically, etc... cambodia is already adopted a new thinking way in our society while at the same time maintaining our culture and tradition, etc... who says we can't have both ways, really! we don't want suffering anymore, we all want prosperity and higher standard of living in cambodia. we don't want to be isolated from the rest of the developing world anymore. we want good life in cambodia for everybody. god bless cambodia.

    PPU your smear campaign tactics will not last longer.
    Your power and moneys will not overcome your bad breath always against anyone inside or outside observers who are speaking the truth to find any good solutions or corrections for better Cambodia.
    You are in denial no matter what any good intention to help Cambodia. You think Cambodia is belong to your Clan PPU forever, believing your life will last more than 100 years or when you are die you will bring your power and moneys with you or your ashes will be belong to you which will not be on fire and turn to earth. Do something good for your country if you love Cambodia, as you are still alive to pass along good reputation, good deed of your action to your chilren and grant children.
    Is that looks good for your leadership to thrash internal and international good constructive critics.
    Your consistent denial here and there will not escape the reality of your thrue color hidden skin, crook, cronies...
    Even you are wearing a $5000 tie wrapped around your neck meaning worthless for many rather a $10 tie is more value as a good discent person to be respectful..
    Indeed a lot kiss butt around you when you get power but when you will be gone one day noone bow become nothing...
    Be awake do good thing for your country Cambodia.

    I believe, let the past be bye gone because today, tomorrow and the future is more important than yesterday, however least we can do is learned from the past mistakes and turn it into a positive learning outcome. We must focus on what needs to be done next e.g. putting new infrastructures such as every 1000 quality homes have access to safe roads, schools, park, lake, market, dentist/clinic, family doctor /clinic, and also focusing on waste management which turn into gas and be usable for effective outcome. The people can not achieve this though but the government can if they are to work together as a team, that is to reach common goal and common interest for the benefit of both the people and government. Government needs to ask every country to donate their engineering teams to come and teach us the skills as well helping us to achieve the outcome because money alone is not good enough as it could go into the wrong hands and then it will be useless. Another example is to look at these successful countries such as Aust, Singapore, Janpan, USA extra. If these nations can create a safe heaven for their people so can we. Aust
