Government not happy about the US Human Rigths Report

Government officials were displeased by the US Human Rights report which pointed out a number of negative aspects related to the violations of human rights in Cambodia. The 2009 report which was published by Washington at the end of this week noted the restriction on the freedom of expression, the forced evictions, and the deportation of Uighurs to China, etc…

Several government officials have reacted one after another to express their displeasure to the 2009 US Human Rights report for Cambodia .

The report which was issued at the end of this week noted 2 aspects of the human rights situation in Cambodia. The first aspect of the report pointed to a number of positive points that Cambodia strived to provide respect for human rights, such as the introduction of the law to protect the rights in disabled persons, the better protection for the rights of human trafficking victims, as well as a reduction of the number of arbitrary human killings. The reduction stems from a better respect of the rules by security force leaders based on the government effort to educate them.

Nevertheless, human rights violations in Cambodia still persist. Freedom of expression through the press is reduced due to the use of defamation and disinformation lawsuits. The deportation of 20 Uighur minority ethnics, who were applying for a refugee status, back to China at the end of 2009 is a flagrant violation of human rights, Washington stated. Furthermore, the government still continues its forced eviction policy.

However, government officials have rejected all these issues. At least 3 government officials reacted to this report: Koy Kuong, the spokesman for the ministry of Foreign Affairs, Om Yentieng, the chairman of the government human rights commission, and Phay Siphan, the mouthpiece of the Council of Ministers.

To all these 3 government officials, the lawsuits against reporters and the deportation of the Uighur people back to China are not human rights violation, but merely the application of the Cambodian law (sic!). These 3 Hun Xen’s regime officials scolded those who prepared the report of bypassing these issues. On the other hand, civil society organizations are in agreement with the US report.

    First of all the laws of defamation and disinformation where written by European lawyers in the United Nations Transitional Criminal Law (UNTAC Articles 62 & 63)and then adopted by the National Assembly to serve as the criminal law necessary until a Penal Code could be drafted and passed. Both Art.62 & 63 are were criminal offenses until the PM decided to decriminalize "defamation" to his credit.

    US government lecturing on "human rights" is a cynical case of the pot calling the kettle black! It is the US gov't that is most guilty of human rights violations - illegal wars, torture, CIA renditions, black prisons, targeted assassinations, drone attacks on civilians, illegal detentions without legal representation or charges, the best fake "democracy" money can buy..... etc.!!!
