Cambodia tells donors to quit lecturing on fiscal transparency

Phnom Penh - Prime Minister Hun Sen told a conference on good mining practices Wednesday that foreign organisations must stop giving advice on how to manage expected revenues.

'This is not the hour to talk about spending the money,' Hun Sen told several hundred business executives, diplomats and civil society members in a speech opening the two-day meeting.

'And don't talk too much looking on Cambodia as a child; the (government) is not a child,' he said. 'So do not advise too much.'

In recent years, foreign companies have signed dozens of exploration deals in industries from oil and gas to bauxite and gold.

Critics charge that the deals are opaque, with revenues failing to reach the national budget.

Hun Sen also lashed out at Britain-based Global Witness, which has published highly critical reports on the government's handling of state assets, including forestry and mining.

'Global Witness is a group of thieves, they cooperate with foreign agencies,' he charged. 'We have no money (from extractive industries) but they teach us about how to spend the money, and even blame us for stealing it.'

Global Witness spokesman George Boden last month urged donors to pressure Phnom Penh to account for millions of dollars in contract bonuses from French oil firm Total SA and Australian mining company BHP Billiton Ltd.

Boden said there was no sign that the bulk of the money had reached the budget.

'Donors must use the upcoming round of donor-government meetings to ask some tough questions and get some answers,' Boden said.

The government has said the money from Total and BHP Billiton went into a social fund, although details of that fund remain unclear.

BHP Billiton is currently under investigation by US and British regulatory authorities for possible violations of anti-graft legislation reportedly committed in Cambodia.

Hun Sen's speech came ahead of next week's donor conference at which pledges are made. In 2009, Cambodia received about 950 million dollars from foreign governments, roughly half its annual budget.

Cambodia is ranked as one of the world's most corrupt countries. It was listed last year in 158th place by graft watchdog Transparency International, with 1st place going to the least-corrupt country. Only 19 nations were ranked worse.

    GW has hit where it really hurt, the CPP Government is not a child because it has manage to go under the radar for 18 years? Now some one put pressure on transparency, it not received well....
    In the past Hun Sen use others to negotiate himself out of getting what he wanted example Oppositions, the Journalists etc.. to divert the real issues. Every times it comes closed to Donors meeting He would do something spectacular, not different this year except this time he only got Sam Rainsy who are not interested in negotiation?
    Donors nation must pressure the CPP Government hard or risk being seem as criminal colaborators.

    Hun Xen sometime can speak for long nearly one hour, but if you pay attention to listen to him he use a routine words and all his sentences were hard to understand like khmer words said "chab chong proyung doeum"
    and most of his speak were slang and swear words

    I think it is time donor governments seriously reviewed their approach to dealing with this regime instead of pretending that they have been engaged in a 'constructive dialogue' with it for the benefit of the Cambodian people.

    If, for example, Singapore, Hong Kong and other predatory nations have a hand in the illicit trade in the country's mineral assets, the donors could better serve the interest of the Cambodian people in the long run by exploring means by which to curb or deprive the regime's reliance on that trade. After all, nation states like Singapore are heavily dependent on international capital and confidence.

    Most developing countries suffer from corrupt, incompetent governance, but a small nation like Cambodia has had to bleed its limited natural resources to feed the insatiable, rapacious appetite of a tiny ruling clique, and on top of that, acquiescing to patron states like Vietnam for their demands for endless payments in tribute.

    Only with genuine political independence and transparent internal political process will the Khmer people be finally empowered to rebuild their shattered country through peaceful sustainable development in all the relevant spheres, including the economic, political and cultural ones.

    The signatories to the Paris Peace Accords have succeeded in bringing relative peace and stability to Cambodia, but they have not done more than leaving behind a formal guiding framework and a loosely welded set of principles in the stewardship of someone who evidently neither takes to heart their visions nor has cause to live by them.

    While I agree that ultimately Cambodians must be agents in their country's change, I have struggled to detect any scope for fundamental change beside that mentioned above. In deed, the signatories' hands-off approach has effectively given assurance to the regime to deal ruthlessly with individuals and groups who actively sought - and are seeking - to open up that scope.

    If and when that change is finally allowed without concerted international precipitation and effort to that end, it will be - as they say - too little, too late.

    What Cambodians need to ask themselves is, who is Global Witness? What is their agenda? Cambodians should be very leary of these types of foreign organizations. They usually have an agenda that wants to fundamentally transform you and your culture. "Global" should be the first hint. How can you be global when you are having such a difficult time being Cambodia. A lot of nations around the world are going through the same thing. I find it ironic that an organization from a former colonizer of the world, UK, would even be aloud in the door. Imagine a bunch of foreigners sitting around their well furnished offices drinking chardonay wine discussing what is best for Cambodia. Where is your voice in that room? Self determination is the only way. I know there are problems with the government but you must be the agent of change, not foreign entities with hidden agendas. Let Cambodia be detremined by Cambodians.

    maybe mr. hun sen is right to some degree about how global witness, which is a private organization with no creditial in diplomacy, cultural sensitivity, etc is telling or to put it bluntly bossing cambodia gov't around as though they own cambodia. now in this scenerio, hun sen is right. global witness is an extreme environmentalist group that goes around the world and harrass third world countries about their sustainable development and so forth which by american definition, sustainable development is like no develepment at all, you know! this group called global witness knows nothing about cambodia from the way they lecture carelessly to cambodia. they now use excuses to arouse ignorant people who knows nothing about cambodia about corruption on the prospect of oil discovery in cambodia and other mineral prospect and so forth when the real money hasn't even running yet from these deals. you see, gw is full of bullshit! to quote khmer wise saying, gw is doing kron te leou pkor chak teuk chol pang! maybe gw has nothing better to do but to harrass country like cambodia! go home already!
