More of Hun Xen's broken promises at the donor meeting?

Prime Minister Hun Sen on Wednesday moved to assure international representatives and aid agencies he was committed to deepening government reforms and fighting corruption, as an annual donor meeting got underway.

Speaking at the opening of the Cambodian Development Cooperation Forum, where donors are expected to pledge more than $1 billion in aid to Cambodia, Hun Sen said the government had made the “utmost efforts to firmly and deeply implement various reform programs and consider them as life or death issues.”

The government will present a $6.2 billion development plan to donors this week, part of an updated five-year strategy for continued reform and poverty alleviation. More than 100 participants from donor countries and international aid groups such as the World Bank and International Monetary Fund joined senior government ministers for two days of talks.

“The Royal Government considers the fight against corruption as a top priority during its fourth mandate,” Hun Sen said in a speech that lasted more than an hour. “We have a strong will for implementing these reforms.”

Speaking on behalf of the donors, Annette Dixon, the World Bank’s country director, said meetings would center around “key reforms, which the government is undertaking, particularly in decentralization, public financial management and reforms of the civil service.”

“Further strengthening transparency and accountability in the management of Cambodia’s public finances and natural resources will be fundamental for ensuring more sustainable and inclusive growth,” Dixon said, adding that the government had made important achievements in passing an anti-corruption law and updated penal code.

Critics of the anti-corruption law have said it lacks the teeth to root out the country’s endemic corruption.

    To properly fight corruption and the evil that has taken hold of Khmer society, Sen will have to start with his own family, that gangster Hun To in particular. Is he willing to do that? Not a hope in hell! So, donors, keep your money away or, if you really feel for the Khmer people, then come in and administer the funds yourselves. Don't rely on the ever greedy, ever corrupt elites of Khmer society. Your taxpayers will not thank you for it, nor will the Khmer people who are starving for food, education, fairness, etc, etc.

    The government know very well how to present the program and get money from donors. It is not the first time, it is the 20th. The trick is that each member of the discuss group got profit from the money that will be spend. The more the donors pledge to spend, the more the persons who implement in the program will enrich themselves. So it is natural that they will try to make a planning that use as much money as possible.

    I just want to make clear that all the donors have some thing to gain from Cambodia. Either political favor or economic favor, nothing for free !!!!!!

    The notion that Cambodia is going around the world to ask for more money, it is not all true. Foreign government are not stupid. They will not get the approval from their parlament unless they have interest in Cambodia.

    If you live in the US then you know that they have to debate for budget approval. The US give Isreal the most money in the world (from 5 to 10 billion a year), but no body call them a beggar !!!!!!

    If the donors keep giving more money every year to Cambodia, they must see some thing that we don't. Maybe they think that they have to engage to change Cambodia, instead of disengage.

    Cambodian Gov. is no where to go but being better, because they are at the bottom of the scale already.

    Going around and talk bad about Cambodia to the foreigners, it help nothing but making Cambodian look bad as a hole. No body like this more than Vietnamese and Thai.

    Please, don't forget about Cambodia image as a hole !!!!!!
    Political talk is politic, but some time people went too far to put down your own race.

    The foreigner want to visit Cambodia because they want to see the great Kmere society that once was and Cambodia has Ankor Wat to prove it.

    Did SenVarman say loudly as read from the note that he once in many times will untiredly fight corruptions? Are all the donors simply stupidiest than him or what? Yes, indeed!
    Once again SenVarman will gleefully curses at them, after he fully receives money, but I undoubtedly believe that they are not only conscientiously blinded than an one eye's man, but unutterably deaf!

    I like to see Cambodia has an Independence Justice System. If anyone included the Prime Minister has committed a crime, s/he will be charged and prosecuted according to the law. End the country of impunity.
