    Pacific Partnership 2010 Completes Successful Mission in Cambodia

    Released July 1, 2010

    Pacific Partnership 2010 finished its mission in Cambodia on June 28, 2010, after 12 days of working alongside the people of Cambodia delivering a variety of humanitarian and civic assistance both ashore and aboard the hospital ship USNS Mercy (T-AH 19). This marks the first time Pacific Partnership has visited Cambodia.

    “The time has flown by quickly and we should all take great pride in everything we have accomplished together in such a short time,” said Pacific Partnership 2010 Mission Commander, Capt. Lisa M. Franchetti. “We have enjoyed a warm and friendly welcome from the Cambodian people, and will long remember the friendships we have made and the inspiring times we have shared during our visit.”

    Medical staff, Seabees, non-governmental organizations, partner nations, and other U.S. government personnel not only worked in their respective specialties in Sihanoukville, but extended their endeavors to Kampong Cham, Kampong Speu, Kampot, Kandal, Ratanakiri, and Takeo provinces.

    In remote areas such as Ratanakiri, more than 300 miles away from Sihanoukville, medical personnel treated more than 700 patients per day for a variety of medical conditions, including cholera, chronic skin infections, respiratory infections, and malnutrition. Patients were also treated in Kampong Cham, Kampong Speu, Kampot, and Sihanouk provinces. In total, more than 29,000 people received care at these sites.

    Aboard the USNS Mercy, medical personnel treated 536 patients and performed 286 surgeries. Various engineering civic action program (ENCAP) teams throughout the country carried out a variety of projects, including drilling three water wells and building two water towers, as well as renovating schools and children’s centers.

    To coincide with the 60th anniversary of diplomatic relations between the U.S. and Cambodia, the USNS Mercy was instrumental in repatriating ancient Khmer artifacts to their ancestral homeland. The Governor of Sihanoukville, Sbong Sarath, five Buddhist monks, and a crowd of approximately 60 people gathered on the pier to watch the return of the relics. The artifacts included several Buddhist sculptures from the Angkor period, which spanned from 802 until 1431 A.D.

    The people who are notorious for breaking the laws are the very people who are in power and supposed to enforce the very law they create for the society. You know that yourself.

    You can have all the tough punishment and mechanisms you want, but the problem is how you are going to enforce that.

    Let me give you an example:

    Hun Sen and a lot of his officials seems to have an unlimited supply of money that he,his and their families can use for personal pleasure, comfort, political benefit and gain, etc.

    He recently upgraded and beautified his house by the Independence Monument. Where did all of the money required come from? He has a personal body guard unit paid for and well fed by the state coffers with better wages and food than ordinary soldier, but only loyal to him. He uses state resources as if it were his own.

    Will anyone or any institution in Cambodia want to invesstigate that?

    The same old rule applies in Cambodia. If you are in power, you can get away with murder! This has happened with every regime in Cambodia!

    To change this old and deadly habits you either need a clean and country-oriented revolution or younger and future leaders with real commitment to the country and not themselves.

    Can we find those people? I let you answer that question, yourself.

    Angkor Sentinel 10 Opens in Phnom Penh

    Phnom Penh
    July 12, 2010

    Angkor Sentinel 10, the first large scale multilateral peacekeeping exercise in Cambodia, co-hosted with the United States, will be held July 12-30 near Phnom Penh, Cambodia.

    The Royal Cambodia Armed Forces (RCAF) and the U.S. Army Pacific (USARPAC) will participate in the multinational exercise. The Global Peacekeeping Operations Initiative (GPOI) is co-sponsored by RCAF and the U.S. Pacific Command.

    Angkor Sentinel 10 focuses on developing participating nations’ contributions to United Nations peacekeeping efforts. The training emphasizes multinational peacekeeping challenges such as insurgency, terrorism, crime and ethnic conflict. The exercise strengthens readiness and interoperability for each nation to succeed in overcoming these challenges.

    The training exercise is the latest in a continuing series of regional GPOI exercises designed to promote peacekeeping capabilities within Cambodia and among regional partners. It also supports the institutional reform of the RCAF and promotes Cambodia’s participation in multilateral and regional events.

    Training focuses on peacekeeping operations and UN recognition. Events include a multilateral UN force headquarters computer-simulated command post exercise which opened today at the Phnom Penh Hotel, a field training exercise, and a humanitarian and civic assistance project.

    The field training exercise consists of lane training in checkpoint operations, patrolling, securing a distribution site, convoy operations, conducting a cordon and search, and securing a disarmament area.

    In addition to U.S. forces and the RCAF, several other nations have been invited by the RCAF to participate in and observe the exercise.

    Fighting Corruption


    The Royal Government of the third legislature has taken numerous practical measures to tackle corruption. In this regard, even in the absence of the Anti-Corruption Law, the Royal Government has vigorously combated corruption through the introduction of Governance Action Plan and the adoption and implementation of a number of measures such as Law on Public Financial System, Law on Customs, Sub-decree on Public Procu­rement, Order on the Management of Non-tax Revenues, and Code of Conduct and Ethics for Customs Officials. Along with this, the control mechanisms of the National Audit Authority and of inspection were strengthened, and internal audit mechanisms have been established in all ministries/institutions. The Anti­-Corruption body has been strengthened and administrative and legal actions have been taken against officials found indulging in corrupt practices and punishment meted out.

    Fighting corruption continues as a high priority for the Royal Government of the fourth legislature. We are aware that the Anti-Corruption Law provides an important legal instrument to fight corruption effectively. In this context, the Royal Government is strongly committed to develop and adopt this law in close consultation with all concerned parties on the basis of all other fundamental laws that must be adopted before hand. This well­ sequenced process will ensure coherence and consistency among different laws and their effective implementation.

    The Royal Government will continue to pursue strict strategic measures to eliminate the roots of corruption through interrelated actions as follow:

    (1) Preventative Measures: The Royal Government will continue to raise awareness about all aspects of corruption, inclu­ding its causes, impacts and consequences to encourage public participation in preventing and fighting corruption. Concrete measures will be pursued to encourage all levels of government officials to adhere to dignity, mortality, professionalism and responsibility in fulfilling their duties.

    (2) Strengthening accountability and institutional capa­city: The Royal Government will focus on improving its effect­iveness in avoiding conflict between the public and private interests by adhering to the principle of incompatibility between functions, especially incompatibility between political and public servant positions; and between political or public servant positions and private activities. The Royal Government will also reduce and eliminate the use of public positions, influence and power which blur or bias the decision-making process.

    (3) Public support and participation: Public support and participation is sine qua non for effectively preventing, reducing and fighting corruption. For this, the Government will continue to further promote and protect the freedom to seek to obtain and to disseminate information on corrupt cases in the media. However, this should be done in a credible and responsible manner by respecting the rights, honor and dignity of people involved while protecting national security and public order.

    (4) Private sector participation: The Royal Government will continue to develop and pursue implementation of policies, legal and regulatory framework and procedures to protect the integrity of the private sector in order to prevent collusion and to ensure fair competition between private companies/enterprises by ensuring proper behavior, honorable conduct and dignity in all business transactions. The Royal Government will safeguard the balance between the rights and interests in the contracts made between the public and private sector.

    (5) Strengthening of law enforcement: The Royal Government will take strict legal measures against the culprits in order to eliminate the culture of impunity, reduce corruption and increase public confidence.

    All of us have a 'devil' in us. All have sin. None is righteous. The overlord of the regime was the devil himself and Pol Pot only did what he was told to do by the overlord because of fallen nature. The overlord was the controller of Angkra operation using all the slaves that had submitted to him to bring death and destruction to the rest of the population. We are dealing against a spirit who is anti-life who carried out his schemes through human flesh. And as someone already brought out; there are networks of groups of people who helped bring about this atrocity. Pol Pot and his comrades are only the scape goats.

    I have heard that this "notorious" killer has became a believer in Messiah of Israel. If that is true, then all the sins that was committed during his unbelief shall be forgiven him. The power of God to forgive sin is beyond the dept of the deepest ocean when a sinner repents. God can only save a person by faith not works. The giver of life is the ultimate judge. And he would that a sinner repent than to condemn his soul to eternity without hope. Here I say, unless we all repent--hell is awaiting us all. That was why Christ had to die--so that we may have eternal life by faith in him. Without the blood there is no forgiveness of sin. The adversary is continuing his rampage in Cambodia and everywhere else in the world seeking whom he may devour. Will you be his next prey? As death is not discriminate, so the adversary is not discriminate of his prey either.
