On Parliamentary Boycott


It is my Parliament and I open it if I want too!


NB: A big ‘thank-you’ to all readers for leaving their impassioned comments and thoughts here. Your participation and dialogue, your thoughts, anger, frustration, revulsion, disgust at what you see and experience as well as insights over what need to be done are all powerful torrents of the stream of open public opinion and the people's authentic voice. Wherever you may be in the world at this moment in time, this voice reveals your genuine concern and love for your people, identity as a nation and your beloved compatriots, the overwhelming majority of whom are beginning to stand up to the culture of 'might is right' and brutal despotic practices. The latest instance of these practices came in the form of beatings of peaceful [mostly women] protestors in one corner of Phnom Penh, among whom were those engaged in hunger strike by organised thugs who used batons and electric cattle-prods to disrupt and disperse their gathering. At least a handful of foreigners reporting and monitoring this incident had been at the receiving end of this barbaric treatment and mindless brutalities. This indiscriminate violence waged against such peaceful gatherings of citizens and foreign observers alike tells us and the world of the desperate, unjust and intolerable reality confronting the Khmer people today. Even monks are blocked from leaving their pagoda compounds by armed police putting up barricades at the entrance gates; the capital itself is effectively barricaded off by barb wire fences erected just about everywhere along the main streets and boulevards in an obvious attempt to enforce a curfew on people's movement. Amidst and in spite all of these symptoms of turmoil and systematic repression the King himself who is meant to side with his people in time of peace and war decided to go ahead and opened the plenary inauguration of the nation's parliament without the participation of its elected opposition members despite constitutional stipulation requiring 120 elected parliamentary members being present on opening day! The decision taken by the Opposition CNRP to boycott the convening of the inaugural parliamentary session today 23rd September is the right course of action to take under the circumstances, in my view. For far too long opposition forces had allowed themselves to fall into the CPP regime’s trap either unwittingly or consciously on the lure of the promise of power-sharing in a set up in which they would first take the bait which can be irresistible, then the trap door would slam shut and the opposition would convince themselves that at least inside of the snare there would be plenty of food baits to stay content with.

‘Honour’ is a word rarely used by men who are regarded as truly honourable; and so is the word ‘promise’, preferring instead to wait and allow others to judge them by the concrete symptoms of their actions and integrity. Certainly, on the contrary, those who know that their behaviour and deeds are guided by dishonour and deception would often be heard making impassioned pledges and talk of honour as if it is some form of barter item or commodity. During the national election campaign in 1993, Mr Hun Sen had also seen fit to pledge to “honourably” hand over power to the Opposition party if his CPP party were to be defeated in that election. The CPP did lose the election, yet Sen refused to “honourably” hand over the reign of power to the winner in that year. He even made references to other ruling parties elsewhere in the socialist bloc who similarly clung on to office despite the electoral verdict having been in the opposition party’s favour. That he could only find examples from these authoritarian states by which to aid his case and excuses only tell us something about the circle of political culture and mindset within which he experiences and moves as a political player and manipulator. So after the initial tense period of political negotiation in that year, Funcinpec had finally been bullied into a power sharing arrangement in which there would be now two prime ministers. Yet, our late King Sihanouk came out of one meeting with Sen declaring with characteristically sanguine air of rejoice and optimism that “from now on Cambodia will have peace and there will be no more war”. This was exactly what many wanted to hear, and precisely what Sihanouk convinced himself the country wanted to hear. But more importantly or worryingly he appeared not to have noticed his own idiosyncratic naivety and monumental lapse in political calculations that had under his past leadership allowed his enemies to dupe him.

When the Vietnamese entered Phnom Penh in 1979 one of their main mission objectives was to ‘rescue’ Sihanouk from the clutches of Pol Pot, instead the Chinese had ensured that for their own reasons the Vietnamese would miss that opportunity, knowing like the Vietnamese did how easily Sihanouk could open himself to their persuasive tactics and manipulations. Yet, the Vietnamese had clung on to the possibility that Sihanouk might still have a change of heart and return to his country to work with them, and this desire had been conveyed through radio broadcast from Phnom Penh throughout that first years of Vietnamese occupation of Cambodia. When the Vietnamese finally realised this failed to work, they began to change the focus of their propaganda and daily sought to discredit the former King by attacking his personal lifestyle and his ‘traitorous’ collaboration with Pol Pot and the Chinese instead. Despite all that, Sihanouk had once again managed to fall into the trap set for him by the Vietnamese in 1993 by means of agreeing to integrate Funcinpec military into the ‘national’ military set up which was dominated by the CPP. Without its own military muscle Funcinpec had little bargaining weight in its power sharing negotiations with Hun Sen and the CPP.   Sihanouk’s and Funcinpec’s years of armed struggle to free Cambodia from Vietnam’s hegemony had come to nothing.


This lesson should be avoided at all cost. The call for independent enquiry into electoral irregularities along with the substantial parliamentary ground achieved by the Opposition, even if or despite those credible allegations of cheating that marred the election process, have already put a powerful disapproving question mark over the ruling party. The convening of the inaugural session of the National Assembly without the participation of the Opposition could only make this parliament look half-baked and this government half-formed at best. Where else in the world of parliamentary political system can we find such a ridiculous, farcical precedent? Yet, in fact, this has been the norm since the violent coup in 1997 and the subsequent formation of a new parliament in 1998, because the opposition parties had been slow to get their act together and find a formulae that enabled them to gain a foothold in political power and influence that reflected the corresponding will and aspirations of the Cambodian people. The fact that the ruling party refuses to entertain the idea of an investigation into the electoral irregularities prior to the formation of a new government should tell us that it does not see fair play as being part of the equation, and without fair play the opposition can but sing along from the CPP hymns book and make a tyrannical government look legitimate and democratic, or even acceptable to the home population and the international community. So by boycotting this parliament the Opposition will have forfeited or sacrificed nothing of substance to itself; instead it now reaffirms its moral stance and determination in the eye of its vast number of supporters and this could only strengthen it as a popular democratic alternative and movement. I also feel that as long as the Opposition’s leadership act true to the will and hope of its supporters, it will always be supported financially by them, at home and overseas who have played such a crucial part in its hitherto struggle for social justice and national independence – two factors still have to find settlement in any actual sense.

Despite heavy financial backing from China the Hun Sen regime will eventually collapse without worldwide international support – both diplomatically and economically. This is the time to galvanise this support for the Opposition, but it is important that the street protests continue to make their presence felt nationally and beyond. What Khmer people the world over see and hear daily either on line or on their TV screens are what governments, journalists and researchers  also witness and can testify to. The recent reported gas attack on civilians in Syria by the ruling regime there has caused such an outrage among peoples of the world that some governments are preparing a military intervention even without prior UN resolution. This is because western governments are by and large sensitive to the currents of public opinion that put them in office in the first place. There are not that many authoritarian states in the modern world that are able to commit unaccountable crimes against their own populations without the outside world community’s witness and judgement. As any citizen of the US, Australia, France and Britain sees brutalities committed against minors, women and youths they invariably imagine these acts being committed against their own sons, daughters, sisters, mothers and loved ones, and would expect their government to do something about it even if it is their contribution through tax that ultimately would make the intervention possible!

But it may not require such drastic measures to oust the CPP regime - perhaps; just economic sanctions alone might suffice. A government deprived of popular consent and democratic mandate may hope to cling on to power by devious means for some time, but it cannot last indefinitely. The worst thing to do that would facilitate this illegitimate attempt will be for the Opposition to let itself be lured into taking that bait as Funcinpec and Sihanouk had unforgivably and unwittingly done once or twice too many times before.

    From now on, the Hun Sen regime (bandit dictator regime) must seek a new markets for their production. This regime must expect that the 85% of textile products should be banned to impport in the U.S. and Europe market (worth about 3 billion per year). Just waiting to watch how long can their banks account activity for entire regime business can move freely. If the economic sanctions will be start soon, this regime must live with marotte economy like before before 1993 or like Burna before 2011. Till now, the EU's ban on imports of sugar from Ly Yonphat with slave workers, this will come more and more for the west countries decision.

    His father did many wrong many policy for Khmer land bringing the communist ediology to Cambodia and caused millions death of the innocent Cambodian people but lately the Khmers have forgived him because he brought the independance for Khmer from France.

    But Sihamony has done just nothing for Khmers, so Sihamony will known it to happen. From now on, all Khmer look the puppet king very careffully. Or he is just a last emperor POUY Yi in China for Cambodia now.

    As I have written many articles on KI pertaining to the geopolitics between China, Vietnam and Cambodia. Books have been written on this regards, authors such as Dr. Chang Pao Min, Nicholas Khoo, etc. These two gentlemen have precisely depicted such issues between China and Vietnam over Cambodia. As a nation, Cambodia has completely relies on China, on the contrary, Vietnam understood this behavior attempted by China, thus it led Vietnam to intervene on their part to secure the best position to challenge China. If Cambodia wishes to remain independent, its leaders must look toward the West as it did for Myanmar. Aung San Su Kyi knows communism too well to avoid them is the right decision she has ever made. Myanmar has turned down over 435 millions dollars investment from China, because she knew it comes with a string attach specially from China;however, it is not so from Cambodian leaders. Cambodia has cancer and it needs strong and tougher medication to treat such disease. Imagine how many Chinese Associations and Vietnamese Associations in Cambodia throughout the 24 provinces. These Associations act like the eyes and ears for China and Vietnam. These Associations are spying our country to the very deep in our social structures. Look around you whenever you are in Cambodia, observe those who are around you and you will see what I mean. Secondly, it has been 30 plus years since the Vietnam invasion into Cambodia. Many Vietnamese soldiers were asked to do their best and sacrificed themselves into inter relations with Cambodian people. Most half breed children today are related to Vietnamese due to interrelationship after January 7th, 1979. Those children are now grown and able to read and write Khmer very fluently and since they are born in Cambodia, therefore, they have the same right to be elected as officials running our country. Cambodia is just a small country where war between its neighbor is not necessary when cross marriage would be the theory which will work as we have seen at the present time.

    Just want to say once again "Thank you very much for a well-written editorial or analysis". As always, I am looking forward to reading your view and that of Dr. Peang-Meth. Honestly I have become one of your fans!

    I totally agree with you on your analysis and would urge the CNRP not to join the government and falls prey to Hun Sen's obvious trap. This election and the refusal on the part of Hun Sen and the CPP tell us clearly that Hun Sen has never considered the interests of the people, the country, democracy and fair play so there is nothing to negotiate for, but the formation of the independent committee. From past experiences one can see that Hun Sen is only interested in unity if he comes out a winner no matter how fraudulent the process can be. The man has no shame, period! He will sell even his grandfather's small farmland as long as he can remain an IMPOTENT, no pun intended, Prime Minister.

    Without the opposition, you are right, the CPP government is a joke in the eye of the world community! Not only that, this government has no mandate from the majority of the people of Cambodia. A blessing from a blind and self-preserving King means nothing and should clearly serve to remind Cambodians that respect can only be earned and not inherited because of the title!

    Boycotting and protesting are the keys to paralyzing this illegal government. Do not give Hun Sen the international recognition he craves for. The CNRP has that weapon in its hands. No matter how long it takes, be resolute and always unified and do not give the world community a blank cheque to write on. Work on their guilt and principles and challenge their eagerness to defend democracy worldwide.

    Continue the demand for the formation of the independent committee to look into the election irregularities in order to keep reminding the world that Hun Sen's government is illegal and the opposition simply fights to get back what was stolen unjustly from the people.

    I am a shamed that Khmer politicians have failed their people.

    They are very incompetent.

    Now that the people have voted, their job is to make sure that their actions will benefit Khmer people. They are more interested in self-preservation than securing the interest of the people. Khmer people will continue to suffer with these kinds of leaders. CNRP leaders continue to want to scarify the people to gain its political objectives. CPP Leaders continues to use the constitution and the King to maintain its political objectives.

    The Khmer people continue to lose their behinds. Cambodia as a nation is being looked down by its neighbors and international community. The people are innocent. They are unfortunate to have stupid political leaders. They are shamelessly continued to play their childish political games. They have failed to do their tasks.

    They claim to want democracy, but they don’t even understand democracy themselves. All they want is to be Prime Minister. Democracy is not about having it my way; it is about building consensus.

    I am just frustrated with these stupid politicians.

    It is stupid and shameful for any new government to put up barb wires to protect itself from its people just to congregate or to perform what supposed to be the people’s business.

    We will not liberate if we continue to supports the politicians’ balls. That is all we will ever be, Balls Supporters.

    It is quite a possibility to see this dictatorship loosing its grip by economic sanction alone. Cambodia is facing two persisting controllers, China and Vietnam. Myanmar only dealt with China,and subsequently she changes her course.
    Unless there is political pressure from China, then Vietnam would leave Cambodia. Currently , it is unlikely Vietnam would do so for its geographic position.

    Therefore, democratic Cambodians have to fight hard for their independence.

    I have been hearing the news said the that, "The only way that UN can help solving the election fraud problem is: The invitation have to be from the government of Cambodia".
    This is not the appropriate response to the Khmer people very unjustifiable situation at the present, anyhow!

    Yes I agree with you complety, if Cambodia want to have a peace, stability, freedom, deomocrasy, and development, Cambodia must go to the west. However, it will hard to do so, as Vietnam is heavy and strongly involved with Cambodian issue. If Cambodia change direction to the west, Vietnam will lost a lot benefit, the Southern Vietnam who are living in Western countries and USA must use Cambodian land to against with the Hanoi Regime, and making Vietnam to be unstable country, Vietnam Needs HUN SEN to give them a lot of interest such as Cambodian land, forest, natural resources and let Vietnamese refugees living in Cambodian legally.     i think the opposition and their supporters had too much high hope that they can win in the election, that's why they can't handle the humiliation of losing. so, perhaps, it boils down to their personal grieving. the king was right all along when he said to put the nation first, not personal discontent.

    if you know psychology, let go of humiliation, especially in khmer culture is hard to do. that's where i think change is needed to make a lasting different. yes, mentality should be modify a bit to ease the pain of losing in the election. perhaps, they should do better next election.

    maybe the allegation of the cpp cheating is not going to make a difference in the grand finale of the winning result. in other words, the cpp still win even if they find some cheating by some bad people. i don't think it's going to make a huge impact on the outcome of the election win in favor of the cnrp. in short, cnrp lost and should put their humiliation aside for the national interent of cooperation, peace and development. they need a reformation party to their rescue.

    Personal opinion:

    THE SOLUTION TO CAMBODIA'S CURRENT CRISIS

    The CNRP must remember that its mission is to save Cambodia from the expansionist Vietnam.

    The CNRP's leaders must have a solid and "flexible plan", which adjust smoothly to any events that came up during its journey to save Cambodia.

    For instance, before the election and before Sam Rainsy's return to Cambodia, the CNRP had requested for the NEC's reform, but the CPP refused. The CNRP did not make a follow up on its demand.

    After Sam Rainsy returned to Cambodia, the support for the CNRP was skyrocketing. In my opinion, the CNRP should seize that opportunity and switch its tactic from campaigning to demanding that NEC's reform again, and the CNRP should have won that NEC's reform easily, thanks to the overwhelming support of the people. That is the power of the right timing.

    Had the NEC been reformed before the election, the CNRP would have been officially the winner today, but the CPP would not have transferred the power to the CNRP or the CPP with its master the evil Vietnam might have used the force to crush the CNRP.

    So, the problem that is facing the CNRP is almost the same, with or without the NEC's overhaul before the election - the evil Vietnam and its slave Hun Sen will NEVER transfer the power to the CNRP.

    The CNRP must recognize this very important point that Hun Sen and Vietnam will NEVER transfer the power to the CNRP, and the CNRP must find the solution.

    My assessment was based on the fact that in 1993, with the presence of the UN, Hun Sen and Vietnam did not transfer the power to the FUNCINPEK.
    Therefore, what factor that makes people think that Hun Sen and Vietnam will transfer the power to the CNRP after ANY election?

    In effect, this July 2013 election, the CPP had lost but it just said it won. What will the CNRP do ?

    Here is my suggestion:

    The CNRP has inquired about the election's irregularities, it must stick with it because the CPP had cheated Khmer people by stolen their vote.
    This inquiry is the solid foundation that is strongly supported by both Khmer people and the international community.

    The CNRP's job is: how to MAKE the CPP accepts its demand ?

    The CNRP has the right plan by mounting the demonstration, but it let the CPP impede its process by " following Preah Reach Damress Maha Ksath Ting Moung Sihamoni." The CNRP must correct this mistake by avoiding to connect itself in the future with the King, who has been using by Hun Sen and Vietnam as a tool to legitimize Vietnam's absorption of Cambodia.

    The CNRP must acknowledge that this may be the only time that it could save Cambodia from Vietnam because Khmer people understood the danger posed by Vietnam and are willing to make the ultimate sacrifice to support the CNRP.

    When the CNRP launches the peaceful demonstration, it should adhere with the words perseverance, consistency, determination, and the firm conviction that this demonstration will grow and intensify steadily as time goes by until the CPP accept its demand about the electoral inquiry. It will be a tough battle, but no back down.

    I would like to reiterate that Vietnam is not going to give up Cambodia without a big fight.

    I firmly believe the CNRP will win at the end after the big battle - through peaceful demonstration - with Vietnam and its slave Hun Sen, because this neocolonialist Vietnam cannot survive the massive sanction from the international community.

    We have to help ourselves first before the international community can help us. We have to show them how desperate we wanted to save our motherland.
    And Cambodia has always have problems because of this evil Vietnam's determination to swallow Cambodia and some Khmer traitors such as Hun Sen who has facilitated its goal.

    maybe government officials in cambodia think they are above the people that vote them there in government. if i'm correct government officials in cambodia often have this attitude they are powerful and think the people they governed are nothing better than them. i think that outdated attitude ought to be reformed. government officials are actually suppose to work for the country and its constituents, not for themselves and their clique group, that send the wrong message to the voters.

    becareful with what you asked for. khmer people often resort to violence. i still say the best solution for cambodia is to use non-violence and encourage dialogue and the rule of law. forget the jungle law, cambodia has been through the jungle law many times already. this time no more!
