Refuses to take issue to Asean or UN Security Council

The dispute with Cambodia over land near the Preah Vihear temple must be solved bilaterally by the joint boundary commission, Prime Minister Abhisit Vejjajiva said yesterday - rejecting any move to raise the issue at international forums.

The Thai-Cambodian Joint Commission on Demarcation for Land Boundary (JBC) has been negotiating boundary demarcation in the area.

"We refer to the memorandum of understanding signed in 2000 not to make any changes before completion of the boundary demarcation," he said.

"The best way [for now] is to prevent clashes along the border."

The disputed area near the Hindu Khmer temple of Preah Vihear has been a source of conflict between Thailand and Cambodia for a long time. It heated up when the People's Alliance for Democracy (PAD), which has ties to the government, rallied in Si Sa Ket on September 19. The PAD mob demanded that Cambodians be removed from the disputed area.

Cambodian Prime Minister Hun Sen hit back on Monday, warned that troops would "shoot to kill" any trespassers who entered land he deemed Cambodian territory.

Some 4.6 square kilometres near the Preah Vihear temple is claimed by both countries. The JBC demarcation process requires approval by the Thai Parliament.

Prime Minister Hun Sen vowed to raise the issue with Asean and the United Nations Security Council if the dispute was not settled soon.

Abhisit said the issue could be resolved at a bilateral level and not be put to Asean.

"We are very cautious about the Cambodian move to raise the issue to international level," he said.

Defence Ministry Permanent Secretary General Apichart Penkitti said the two countries should resolve the dispute peacefully. "If the military takes action, it could be worse. The best solution is negotiation," he said.

"Of course, we don't want to lose the territory but force cannot solve the problem. As both sides claim the same area, we must sit and talk," the general said.

Meanwhile, the House committee on foreign affairs yesterday urged tolerance over the border dispute, saying the issue should not be used by people who want to sour ties with Cambodia.

The panel said it opposed any use of violence and called for the government to engage in talks with Phnom Penh to avoid armed conflict, according to spokesman Danuporn Punnakanta, an MP from the opposition Pheu Thai Party.

Deputy panel spokesman, Democrat MP Ratchada Thanadirek, said bilateral talks on border demarcation had made much progress, but more work was needed in the long term, possibly over the next decade.

She called on the government not to respond negatively to aggressive comments from the Cambodian prime minister, saying it would worsen the dispute.

    PM Hun Sen you must not waste more time with Siam. They are just playing game with you Mr. Hun Sen. Just take the matter to the International stage stop listen or talk with them…..the only solution with the Siam is either raise the issue with the UN or go to war……stop dragging this issue further the longer it takes the more Siam will have more say in it and the International Community might misunderstand the issue and will work in favour of Siam…..it's the tactic in negotiation….they are buying time……Mr Hun Sen you have been duped by the Siam….do you know that they are currently lobbying secretly with International foreign governments and once they have enough support they say bring it on Cambodia!!!!....so don't waste more time with Siam…..just raise it with the UN Security Council and forget about ASEAN…….ASEAN is USELESS.

    Thai PM is weak of country roling right now and situation in Thailand is coming worse.
    In order to hide his weakness, he uses his group to turn his Thai people's interest to Preah Vihear instead.

    If PM doesnt turn his people's interest to Preah Vihear, so the Thai people will concentrate only his country roling and economic growth.

    I think the war is inevitable, it will break out sooner or later. We should have a long term strategy to win. I propose a law requiring all citizens between 18 and 39 years old to undergo basic military training for 1 year(a military draft).

    That mean Thai politicians do not want to solve the problem any time soon... I think they want to buy time and look for opportunity to force Cambodia accepting their own map.

    Exactly that this is a time buying strategy and siame is afraid, of course, about Khmer brings the case to international community. The same strategy before the court in 162, that Siame insisted that not bring it to. The thing now is Sam Dach Batt Dey Hunsen for him to bring it to international - UN...ASEAN..

    look, cambodia don't have to think and do what the siem want us to do, ok. siem so-called bilateral talk so far is a joke with cambodia. cambodia ought to change strategy and look to the UN security council as they specialize and expert with international law, etc... i think, so far, it was useless to deal with the joker siem gov't as they kept on using their own unilateral map and not respecting the international treaty map that cambodia had honored for the last 100 years. siem just wanted to steal lands from cambodia if they can get away with it, really. khmer people don't trust siem and youn that much when it comes to khmer lands, territories, etc... khmer people have and reserve the rights to protect and safeguard our ancestral lands of the khmer.

    The Cambodian leaders standing on Khmer Preah Vihear temple is clear and that is Cambodian sovereignty is no-negotiable! And if the Siem leaders want to talk and they can talk among themselves to bring peaceful resolution to the border conflict! Since the Siem leaders started the border conflict and they will be the one to end it!

    Cambodian leaders under no obligation to do anything at the request of the Siem leaders! Cambodian leaders don't take order!

    too bad, siem can't always have their way when it comes to deal with cambodia, ok! i think as long as siem keeps using their own unilateral maps to negotiate with cambodia, don't expect cambodia to cooperate with siem, ok! cambodia only honor international treaty of 1907 that created the present borderlines, ok because without honoring this very treaty, cambodia could have reclaimed and demanded all of our old khmer provinces siem stole from us. so, the least siem can do is to get over it already, ok!
