The Monarchy and The Nation Politics

The Eastern border infringement has once again flared up the nationalist sentiment across the nation. The lack of transparency in the border demarcation process, and the irrefutable lost of territory in that process, have enraged the nation close to a “boiling” point.

While the public at large is furious and Khmer associations around the globe spontaneously release statements demonstrating or condemning the Eastern border violations, there is an absolute silence in the Royal Palace. Such royal tranquility leaves people perplexed about the roles and ultimately the relevance of the Monarchy in the present days.

What could and should the Monarch have done within the constraints of a constitutional Monarchy? Granted that the circumstances and extents to which the Monarch could or should exercise authority are a matter of legal and academic debates, there is however a widespread sentiment in the general population that Royal Palace’s inaction is definitely not an option and can only be viewed as lacking of passion for the nation.

In a constitutional Monarchy, some executive authority is nominally vested in the Monarch, and is commonly referred to as Royal Prerogative which includes but not limited to the powers to declare war, make peace, as well as negotiate and ratify international treaties, agreements and alliances.

The current border infringements constitute a violation of international treaties, and abundantly justify the intervention by the Royal Palace within the legal boundaries of the constitution. In the present context where the government is deemed to have failed its duties and responsibilities to safeguard the Eastern border, the Monarch’s intervention is definitely warranted, and the people are overwhelmingly in favour of the Monarch exercising royal prerogative powers on the government to fully restore the nation territorial integrity.

It is truly regrettable that the Royal Palace has not been at the forefront of the matter that deeply affects every citizens. The recent Royal Palace’s refusal to grant a royal audience on the Eastern border related issue to the opposition leader was incomprehensible. For many humble citizens, the reason for the refusal was royally uninspiring to say the least.

The idealistic notion that the Monarch should completely abstain from the nation politics simply does not fit Cambodia’s reality. As long as Cambodia remains a constitutional Monarchy and has not matured politically, the Monarch is compelled to exercise, when circumstances warrant, certain executive authority, as vested by the constitution, in the best interests of the nation. That being the case, the Monarch is also legally and morally bound to exercise that executive authority in a fair and equitable manner to all political parties in order to bring back the prides, honours and dignities the nation once had abundantly.

    "Yuon" is a Khmer term for the Vietnamese people who once lived in Yunnan province southern China. This term is not a racist term, just a term which was derived from where they were originated. It had been used by Khmer people for hundreds of years. In fact, the Thai word for the Vietnamese people is also call "Yuon" - "ญวน". On the contrary, the Vietnamese word for Khmer people is "Mien" which is a derogatory term meaning "barbarian"! So to say that "Yuon" is a racist term is totally misinformed and incorrect...

    King Sihamoni is of Khmer and European ancestry, not Vietnamese. During the Lon Nol regime, there was a rumor about Queen Mother Monique Sihanouk as part Vietnamese. Queen Mother was a daughter of Madame Pompeang who was a khmer and Mr. Izzi, a French-Italian man. He is humble King that is well-loved by the Khmer people regardless of his sexuality.

    The Royal Government of Cambodia bears responsibility to the territorial integrity of Cambodia. Cambodia has a legitimate finite boundary with 181,035 km2. A map of Cambodia was deposited at the UN in 1954. If there is any irregularity with the demarcation process, it is the responsibility of all Cambodian MP's to inspect on the spot along the border not just Sam Rainsy party. Where are Hun Sen and the CPP MP's in light of all this??? I suggest that Hun Sen can now call the "Vietnamese" as "Yuon"...it is not a pejorative term. Hun Sen can ask Mr. Nguyen Tan Dung for a Vietnamese citizenship because he works for the Vietnamese interest and a true Vietnamese "Pet" or "Puppet"!! If he wants to stay in power, he has to safeguard Khmer Land. The Cambodian society can condone curruption but to sell one's own ancestral land to Vietnam is a major NO NO. The people of Cambodia will unite and bring you down!

    Glad to see Khmer Academy's show of support to call for an end to the Viets' encroachments on Khmer territories and the current silence of the Khmer Monarchy in this affairs.

    Now we must reconsider if King Sihamoni is fit to be Khmer King after all. King Sihamoni is nowhere compare to former King Sihanouk. So far King Sihamoni chooses to remain silent on many national issues show His incompetence, uncaring, unpatriotism, poster-boy lifestyle--who only enjoys good life and no hardship of many ordinary Khmer.

    King Sihanouk has in the past concern about u.s split vietnam into 2, he went on to support Vietcong fight and won the Vietnam war it was great effort for Khmer King to help Vietnam in the past, but for MP Samrainsy has ask Sihanouk to help in Vietnam border encroachment, Sihanouk refused to help. It show incompetenced and now his son Sihamony is now working for Hun Xen and Hanoi. It's time to abolish Khmer king. Enoughl is enough!

    If one were to go to sleep in the 1960s and did not wake up again till 2010, one would be hard-pressed to discern substantive changes in the life of the Cambodian nation.

    Ho Chi Minh Trial was Prince Sihanouk's fatal gamble, made to look all the more desperate a geo-tactical stance in that it was issued with the none too subtle connivance and consent of one of the co-founders of the Non-Aligned Movement. By his own account, the Prince's reasoning was that by coming to the aid of the Vietnamese in their hour of need - something they neither deserved nor expected - an unlikely, lasting co-operative and reciprocating friendship would be formed through Vietnamese gratitude - deeply indebted to Cambodia that they will never have cause to touch us again. Besides, VN was not going to wither away overnight, and with what he might have taken as verbal gentlemanly assurances from Hanoi, Sihanouk dived headlong into the arms of his people's arch enemy, placing in the process, his country's fragile sovereignty in their trust.

    What followed and resulted as by-products of this detail in history should never be lost on present Cambodian policy-makers. Yet, here we are in 2010, confident of their water-tight grip over the Khmer people, not content with merely allowing their own Vietnamese citizens to till Cambodian border lands for free at Khmer farmers' expense, have now began to saw more chunks off those border provinces, setting their ill-gotten gains in stone markers.

    Meanwhile, Ho Chi Minh Trials of far greater pace, venom and penetration are opening up almost unnoticed in the hinterlands and interior of the Kingdom without a King, in the forms of economic investments and land concessions of alarming scale and magnitude. If this is an example of how to be close to your enemy, then one could not be any closer without being choked off the last breath sooner or later. And if it is a reflection of self-claimed political 'maturity' - always an inconclusive reference in this context - then the term is desperately in need of redefining.

    As cynics would have it, history repeats itself first time as tragedy, second time as comedy, third as farce.
