Cambodia found more than 2,000 ghost civil servants

Cambodian government has found more than 2,000 irregular civil servants (simply called as ghost civil servants) who got government payrolls, a government report showed Tuesday.

The report said since the third census on civil servants began early last month, more than 2,000 irregular civil servants have been found at national level, which accounts for the loss of about 2 million U.S. dollars per year from the government budget.

Average salary for civil servants is about 80 U.S. dollar per month.

It remains unclear how many more of irregular civil servants will be found until this third census to be ended by the end of this month while there remain six more government institutions that need to be reviewed with.

After a new Royal Cambodian Government was formed in 1993, Cambodia held its first census on civil servants in 1995, and the second of its kind in 2001.

    Only about 2,000 of civil servants? At $80 per ghost, nothing can campare to many thousands of advisors to the PM and those high ranking officials. What a joke! Pom Sa-oy Kloun Eng, Srek Tha Ke Pom, Ah Pouk Nis!

    I heard an interview in RF! an officer of Hun Xen 's goverment said that the census is helpfull it help find 10 tousands of the ghost civil servants, all the time!

    LET ME! TELL YOU SOME THING! THE PhD from Hanoi!!!!

    If you found thing wrong for the first time you are maybe smart,but you should do something not to let it happen again!IF YOU SMART!

    But this ghost civil servants you found for the third (3) times! And do you did or do anything about it!????

    Ghost can not corrupt, fool! The one who living is corrupting!


    What you need to do stupid head is to put the corrupters in jail and pay the money back! Ever find the word 'RESPONSIBLE AND ACCOUNTABLE" stupid!!!????

    The real number of ghost civil servants in far more higher than that and yet not including the
    " irregular" civil servants and military and policemmen.

    They should also form a committee from each institution to check the faces of those show up to have their finger print digitized; as some of them never worked but show up for the heads count.

    that is corruption like ghost workers, ghost soldiers, etc... old habit dies hard? i heard this kind since before stupid KR time, etc...! how much longer are they going to tolerate this kind of corruption? stop it already!

    This is the method that was used by Lon Nol's generals to get more money from the US during the Viet Nam war and I never heard any thing like that during Sihanouk regime.Why any thing like this never happened during the Kmere Rouge ?????? You know the answer to that !!!!!!
    If you promote punishment and eliminate opportunity to be corrupted, this desease will be cured very fast.
    I just remind every Cambodian that the US try to pass the laws to tackle corruption every year. It is an on going improvement.
    You can't take the heard line stand like the Kmere Rouge by trying to kill all the formal Gov. officials because they thought that all of them were corrupted.
