Directive for the selection of quick reaction youth group

Based on the advice of H.E. Nguon Nhel, the permanent member of party central committee and president of the central committee working group for helping Kampong Thom province, during the meeting for the working condition throughout the province held on 26 December 2009 and 27 February 2010.

Based on the actual situation in the province, the party committee of the Kampong Thom provincial permanent committee issued a plan to select and educate a group of quick reaction youth as follows:

• There is a propaganda saying: “The CPP is Yuon puppet party.” You should reply back.
• There is a propaganda saying: “The Hun Xen regime, the longer it is in power, the poorer people become.” You should reply back.
• There is a propaganda saying: “The CPP is a dictatorial party that shuts down the people’s rights.” You should reply back.
• There is a propaganda saying: “The price of merchandises increases because the government does not provide proper leadership.” You should reply back.
• There is a propaganda saying: “Providing economic land concessions to the various foreign companies means that the CPP sells the land to the Yuon.” You should reply back.

The provincial propaganda education center has the duty to prepare the material and the program to educate the grass root for the permanent committee of the party provincial and municipal committee which is organizing the education.

The meaning of the education must include 3 sections:

• The strategy for the propaganda
• The CPP political program to build, defend the county between 2008 and 2013
• Encouragement documents from the propaganda center of the central committee in regards to the meaning of the quick reaction work.

Following the conclusion of the grass root education, the permanent committee of the provincial and municipal committee must evaluate and issue a decision on these 5 youths to fulfill their duty as quick reaction youths.
