That's made to be viewed as a good saving-time strategy by CPP to allow people with ID soon to expire before the next general elections in 2012 to be able to vote on the big election day to fatefully choose the same corrupt gov't, in case there's not enough time to renew IDs for every eligible pro-CPP voters.
So,the Hun Sen govt can make ID for 6,000,000 Vietnamese immigrants for free of cost.Then they can vote for him. Poor Khmer farmers should pay for ID because Hun Sen wants them to get poorer.Without Khmer citizens voting for him,he still won;because he cheated to win,and won to cheat.
