The Phnom Penh Post
Senior CPP lawmaker says draft is ‘nearly complete', a claim met with scepticism from NGOs and opposition leaders.
A SENIOR Cambodian People's Party lawmaker said Monday that the long-awaited Anti-corruption Law and Criminal Code would not be submitted to the National Assembly before the end of the year.
Cheam Yeap told the Post he had recently been in touch with Som Kimsour, the government official in charge of preparing legislation for the National Assembly, who told him that drafts of both laws were "nearly complete".
"I hope that the Council of Ministers will be able to submit them to the National Assembly by the end of the year," he said. "It is not only NGOs and the international community who are waiting for the laws. Lawmakers want to adopt the laws, too."
Civil society and opposition leaders have been advocating on behalf of both laws for years, most recently at an event last week marking the one-year anniversary of a campaign that collected more than 1 million thumbprints and signatures demanding their passage.
Yim Sovann, lawmaker and spokesman for the opposition Sam Rainsy Party, said the party had been pushing for passage of the Anti-corruption Law since 1994 and continued to "pray that the government will speed up the process".
Yang Kim Eng, president of the People's Centre for Development and Peace, a member of the Coalition of Civil Society Organisations Against Corruption, said Monday that he had no confidence that the draft laws would be submitted to the National Assembly by the end of the year.
He said the government has made similar promises in the past and has failed to live up to them.
"However, we still hope to see the laws passed," he said.

What do we expect from the land of corruption. It is corrupting from the flesh to the bone and the from prime mister to the local policemen. So, I don't think they will build the prisons to put themselves in anytime soon in the near future. Buddha Lord bless Khmer people and help to salvage them. Lightening trike liked Hock Lundy would help.
Good Luck
One Khmer opinion
I will intentionally attempt to bring back the past history of the first SangKun regime, in October 1955 set up a general anti-corruption ministry, the hope was eventually rebornt, but quickly withered.
Prince Monireth was officially appointed to head the ministry, and he immediately announced his intention to strike high and hard. The first haul was to include a dozen notoriously corrupt individuals. Unfortunately, Sihanouk madly demanded his resignation!
Therefore, I'm undeniably believing the Anti-corruption law won't be officially established in Srok Khmer.
This Ah Chhkai (dog) Cheam Yeap!!!This guy has only Youn Hanoi Education and his language the same Ah Hun Xen!!!!!I hate this guy!!!!He will be the same Ah Hok londy because of Ah Hun Xen will kill him!!!!
This guy is totally having YOUN's face.
Wow, YOUN transformed into Khmer and holding highest position in Cambodia by CPP.
Khmer better watch out.
KhmerTHai,
When the Khmer Rouge Hun Sen government said the corruption law is "nearly complete", it's mean that it might be complete in the next 30 years.
Folks,
The problem is that if they completed the so-called anti-corruption law, the International community will be watching them. That's why ALL the bastards have delayed (and will delay as long as possible) the draft of that law.
For further reasons and substantial explanations, I strongly recommand ALL SRP Members to consult, talk or discuss with... (I can't mention the person's name). Only time will tell... The chance will be on your side if you ALL can talk to that individual. That person has a huge knowledge about CPP's administration and some hidden agenda and as well as the hidden agenda of the international community.
The improvement and the success of the SRP and Members depend on how that person is willing to cooperate with you guys. As far as I'm concerned, that person has sympathized with the SRP and its Members for almost a decades now.
All the best SRP and Members

Do ma ah Cheam yeap look urgly than Hanoi dog! What kind of animal is this son of a bitch?
I am and will support the leader's rotation in CPP party.
They must change our leader. Not just HUN SEN hangs on to power.
We must let him retire or otherwise Cambodia will not go no where.
CPP Youth,
AH Son of Bitch, Motherfuckers who were commenting above.
yes! Lets remove or execute HUN SEN!
He is a leech sucker!!
CPP member,
Stupid ass khmer leaders trying to delay anti-corruptions laws, because what they like to do is cheated and steal more money as much as they can...
There is no such a thing as anti- corruption laws to be passed under the oppression of Hun Sen the 2nd dictator.
I'm pro democracy, so i am pro SRP but I support CPP Youth's above comment. Your CPP leadership structure should definitely change as your party isn't going anywhere so the best chance it could have to bring some patriotic people within the party to decision making is to rotate the positions.
Newer generation member who are not indebted to Vietnam is a must if Cambodia is to free itself and survive the 21th century

What is wrong with you?
You don't like your own CPP member?
I don't like Khmer Rouge Party's member (CPP), but for some reason I like 12:09.
please don't wait too long to pass the anti-corruption law; it's a step in the right direction. we all are getting older fast as the years pass. nobody in their right mind wanted to see cambodia being destroyed; we always want the best for our country so all can enjoy and our country can last for another thousand years or more. god bless cambodia.
AH Cheam Yap! AH Niss yap mane!
What's else new with Ah HUN SEN's Viet slave life?
If your party good better bit CPP,but your party so bad don't win anything from CPP.Your party just know how to talk and don't do anything for khmer people. If CPP don't have kidnes to your party your party won't have in Cambodia.
To all Khmer Rouge Party's members (CPP)
I'm asking you guys to stop commits crimes and become a good Khmer citizen.

The anti-corruption wll be passed once all the grandsons/daughters of Hun Sen and of all his cronies have 10 million dollars each.
It is same old lie and more lies to come. Meanwhile Cambodian people are being deprived from development. These are the politicians without conscience. They are the puppets for the CPP without caring for the people and the country. The future for Cambodians will be in vein.
Ah Chkai Cheam Yeap is the most corrupted in CPP after af Changrai Sok An. Please Samdech Hun Sen sack them all for the sack of CPP.
CPP youth
Do not believe him, the CPP lies from the top to buttom, from one year to another. CPP just try to save his face. The CPP has no real willingness.

Do you that CPP has stood to protect people interest first. This party has created since before birth. But in these 15 years, Hun sen and you have abused our CPP policy by having too much of dollars and have ambitious to be the world rich man on earth by selling all our lands, timbers, mines and precious stones. Now you still cannot be a richessman again. Therefore you wants to sell oil, sands and water and people to overseas as slavery workers. The God will punish you guy like Ah Andorthean Hok Lundy for sure.
