Kem Sokha, HRP president, said that his party has no plan to tax the poor. Muth Chantha, NRP spokesman, said that land tax that his party is focusing on is the tax levied against concession lands given out by the government.

or
2] must drastically reduce the government spending
or
3] use any future funds [if there's any]
