Kampong Speu farmers warned over rallies

Kampong Speu Province - SIX villagers in Kampong Speu province were questioned in provincial court on Thursday over allegations they incited 1,000 people to protest, prompting claims that authorities are trying to intimidate those involved in a land dispute with a well-known businessman.

The six were accused of inciting villagers during the protest late last month, which saw 1,000 Omlaing commune farmers express concerns that they could lose their rice fields to a sugar company owned by Ly Yong Phat, a senator with the ruling Cambodian People’s Party.

Phal Vannak, an Omlaing commune villager who was among those questioned on Thursday, said court officials ordered him to agree not to incite further protests.

“They ordered us to give thumbprints and stop doing it,” Phal Vannak said through tears. “If I do it again, I will face arrest. They let us go, but I am still afraid.”

Like others involved in the protest, he said it had been peaceful.

“They accused me of using violence and persuading villagers to go against the company,” he said. “I told them that I did not do what they accused me of. I just joined with my villagers to protest.”

Ly Yong Phat’s Phnom Penh Sugar Company has been awarded a 9,000-hectare concession that includes land on which the Omlaing farmers live.

Local authorities and company officials have said the farmers will not lose their land.

However, villagers point out that the company has sent a number of bulldozers and excavators to the area, and that military police are stationed on sections of it.

On Thursday, Kampong Speu Governor Kang Heang said the six villagers questioned in court had incited farmers during the February protest, and that about 100 protesters gathered in front of the courthouse did not actually live on the concession land.

“The villagers who came to protest in front of provincial court today, they are not real villagers in Omlaing commune. They are from outside,” he said.

He went on to say that the questioning was intended as a warning to the farmers.

“They did not arrest the six representatives. The court just warned them to stop persuading the villagers to protest. Then they released them,” he said.

Rights monitors, however, expressed alarm at the session.

“I would like to urge the provincial court to please stop accusing villagers,” said Chan Soveth, programme officer for the rights group Adhoc. “Even though they have only questioned them, the villagers are worried.”

He added that the standoff between farmers and officials could descend into violence.

“Please avoid violence to settle the problem, because villagers just want to get a settlement from authorities,” he said.

Ly Yong Phat could not be reached for comment Thursday. But in an interview last week, the senator said villagers had nothing to fear.

“The villagers don’t need to be worried about their farmland,” he said. “We will not take over their land.”

Ly Yong Phat owns three sugar companies operating throughout Cambodia. One of them, the Angkor Sugar Company, was at the centre of a separate dispute in Oddar Meanchey province that saw 100 families driven off their land in October.

Cambodian citizens are stupid and coward. When the government grafting the land law, they don't care and don't bother to oppose it. When they became victims then they whinning.

Just like the anti-corruptin law that just passed by CPPs. Should be millions of citizens protest against it during the debate. But no they all coward and stupid. Later when they affected by this unethical law then they all will whinning again. By then is too late to help.

99.99% of Cambodian citizens don't care or pay attention to the politic. They don't keep attention on the government. The facts is, everyone will whinning when affect them. Cambodia became usual as always..... This is why Hun Sen and his CPPs stil in power today and tomorrow.

I don't really feel bad for Cambodians anymore. This villagers probably voted for Hun Sen just like the Svay Reing villagers. Now they all crying for help from CPP abuses. Pathetic!

We're the poorest country in the WORLD and we lived below poverty line, which is .50 cents a day can't even buy $1.00 lottery ticket that was won in Long Beach, CA a week ago that worth about $133M also cash is taken as $82.9M. I believed Hun Xen had more than that.

After the KR went out of power and during the State of Kampuchea, all the land was owned by the government until this Royal Government was formed and the National Assembly passed a Land Law. That law allowed those occupying the land to get the legal title to the land if they occupied it for 4 years. The new Land law of 2001 extended that period that one could perfect title for 2 more years until 2003. The problem is that most people didn't know about the law so they didn't do it. Particularly in the provinces, many people can't read or write Khmer. So, there needed to be an education program which occurred but was obviously limited. The solution to the so-called "land-grabbing" problem is for the RG to issue a Prakas extending the time for registration of title based upon possession for a year or two and then mount a vigorous education program. This is a real issue that could be solved but even the so-called opposition has not made it a priority as far as I know.

So sad, so sad! As a Cambodia person, I am heart broken to see the poor people get screwed! Did these people actually vote for PM HS? If they did, may be they got paid for that. I don't want to put a blame on the poor and innocent. These people try to survive! To put a blame on them, that's so wrong!
In my opinion, they are being questioned, cause they finally stood up and protested. that was what they accused of! No because of what they physically destroyed or damaged properties.
Again, poor people, you are fucked up right now!

No doubt! For sure will be different.Difinitely different! Anyone will be different then Hun Sen. Hun Sen father and grandfather would be diffent then Hun Sen.

Better or worst who knows but diffinitely different. However, it is hard to imagine anyone else would be as bad as Hun Sen. Hun Sen is already worst!

We don't need to doubt. What we should do is change. Change Hun Sen to someone else. If that someone else is incapable then we should change that person again. Can't allow bad person to continue to ruled. It's only going to make it worst. As se all see of Hun Sen.

Most of this villagers were voted for Hun Sen! Now what? Whinning.... too late now for protest! They only protest when it effect them personally. They all selfish, they only think of themself for the moment.

Millions citizens should have protest when the Hun Sen's Assembly passing the land law. Millions citizens should have protest couple of days ago when Hun Sen's Assembly passing the phony anti-corruption law. Where were they? Do they care? Appearantly not! Until it effect them personally just like this land issues.

One person maybe powerless. One village maybe powerless. One commune maybe power less. One district maybe powerless. One province maybe powerless against the traitor government. But all together throughout the country at once won't be powerless. That's call people power. People power will out power any government.

This villagers are stupid. This villagers don't care about politic. This villagers are stupid not to realized politic effect their live and naion. This people only whinning because now that it effected them.

If you survey people in Phon Penh and throughout the nation. 99% of the people don't pay attention to politic. If you were to ask them to joint you opposing the unethical government they all will ignor you and the situation and tell you to mind your owned business. But all 100% of them will crying and whinning for help when they became victims.

the people need to open their eyes and rise up and change the government. if the government keeps doing this to the people eventually enough of the population will be effected and they will want to change. Because the people are "whinning" or "stupid" it is not an excuse for the government to do what they are doing. Rise up and install a democracy and replace this pseudo-socialist dictatorship of post pol pot thugs!

If the populaion still stupid Hun Sen's government continue to ruled. Freedom is not easy Freedom is not free. If the population too stupid to stand up as unity and pay for it, then freedom surely won't come to them.

Most Cambodians people don't really care about others. They only whinning and crying when they became victim directly. This is what happen in Svay Reing. This is what happen in this village. This is what happen country wide.

They all too stupid too learn. Why haven't all those hundreds of thousand people perhaps should be millions people to united and protest in Phnom Penh?

The facts is: All people should stand up now! In matter of time each and everyone become vicitim somehow, directly or indirectly. They all should stand up now before it got to them or before its too late in general.
