School of Vice: What is the point in 'preserving the throne' when the Monarch continually shies away from his responsibilities towards his subjects at moments of grave national emergency and crisis, and where the Monarchy itself is being divested of all substances? The king could even opt to stay overseas temporarily to ensure his own physical safety, whilst his inconvenience and self-imposed exile would give out a clear signal of rejection for the ruling faction to his subjects and this would inevitably strengthen the democratic movement for change in the immediate and foreseeable future. The Throne will always be there - in the hearts and minds of the people - as long as it acts in tandem with the will and hopes of the Khmer people and the Constitution. That is the meaning of a constitutional monarchy. Mr Sok Touch's counsel should be heeded.

Cambodia’s King Norodom Sihamoni has come under criticism for not intervening in the country’s election crisis after he ordered parliament to be convened despite allegations of voter fraud and other irregularities that the opposition wants investigated.

But some experts say the monarch has limited influence in a political landscape dominated by Prime Minister Hun Sen’s Cambodian People’s Party (CPP), which was declared victor in the July 28 polls by the government-appointed National Election Committee (NEC).

Sam Rainsy’s opposition Cambodia National Rescue Party (CNRP), which denied the CPP a two-thirds majority in the legislature, has threatened to boycott the new parliament and has called on the king to help bring about a “transparent and just solution” to the dispute.

Analysts said the king, despite his limited powers, can still play a critical role in defusing the crisis by using his influence to prod Hun Sen to forge a compromise with Sam Rainsy in the national interest.

King Sihamoni said in a statement from China, where he has been for a medical checkup since Aug. 12, that he would return to Cambodia on Wednesday to convene the National Assembly, the country’s parliament, on Sept. 23,  encouraging “all parties” to join the session.

“The king must take action to seek national unity,” political analyst Sok Touch told RFA’s Khmer Service, hoping the monarch would emerge with a formula to break the political deadlock upon his return.

“I hope and believe that when the king returns to Cambodia, he will call on Khmer politicians of both parties to resolve the dispute,” he said.

He said if the situation requires him to do so, the monarch should not fear speaking out against Hun Sen’s party, because the people would support him.

“We regard the king as the shade [that protects us from the sun],” he said. “If the king only stays in the royal palace, how can the people be shielded?

“Who is the army of the king? It is the people of Cambodia. So, Your Royal Highness, please don’t worry. The people of Cambodia will support you.”

Protecting the monarchy

But Prince Sisowath Thomico, a CNRP member and former adviser to King Sihamoni, said the monarch may be wary of using his influence to break the deadlock as it may risk endangering the monarchy itself.


The CPP, he said, has at least twice made direct threats against the institution of the monarchy—once in 2005, when Hun Sen warned the king his throne was at stake if he did not endorse Cambodia-Vietnam border treaties, and again in 2006, when senior party member Cheam Yeap said the CPP could abolish the monarchy just as it had reinstalled it.

“Who holds the power at present?” Prince Thomico asked. “Who controls the army, the police, the armed forces?”

He said Hun Sen could “stage a coup to depose the monarchy at any time.”

“In order for the institution [of the monarchy] to be independent, the king must have a balance of power in our Khmer society and Khmer politics. Presently, the king does not have these,” Prince Thomico said.

King Sihamoni, a former ballet dancer, is a pale shadow of his father, the late King Norodom Sihanouk, who was a powerful and influential figure both locally and internationally for nearly six decades before he died last year.

“We must understand the king’s heart,” Prince Thomico said. “The king inherited the throne from his father, so he has to protect it.”

The National Assembly

The NEC, which manages the country’s polls, on Sunday announced official results in the polls that give the CPP a slight majority in parliament with 68 seats to the CNRP’s 55.

The CNRP, which claims it won at least 63 seats and called for a U.N.-backed investigation to probe widespread irregularities in the polls, has refused to recognize the results and is planning a series of mass demonstrations against them this week.

On Sunday the CNRP said its lawmakers would boycott the opening session unless there is a thorough investigation into electoral irregularities.

Hun Sen, 61, who has been in power for 28 years and has been accused of blatant human rights violations, had said before the final results announcement that he could convene parliament even without the CNRP's participation.

Some constitutional experts have said that the opposition lawmakers must be present at the first parliamentary session for any new government to be endorsed.

The CPP claims, however, that it is entitled to convene parliament because it has 50 percent of the seats.

Fresh call for investigation

Human Rights Watch on Tuesday urged Cambodia’s donor countries to refrain from supporting the official results and to instead press for an independent probe into the electoral process.

“Bias and unfairness in the electoral system, structural problems, and allegations of widespread irregularities may have changed the result of a close election,” the group’s Asia director Brad Adams said.

“Unless there is an independent investigation that addresses legitimate concerns, we will never know who the people of Cambodia voted to lead the next government, casting a serious shadow over the legitimacy of any government that the CPP forms,” he said.

The United States, which is a major donor country to Cambodia, reiterated its concerns about irregularities in the polls after the final results announcement, urging “all parties” to work toward a solution.

U.S. State department spokeswoman Marie Harf said in a briefing Monday that it was not too late for a review of irregularities.

“We do still believe that a transparent review of irregularities in the July elections would help efforts to assess and address flaws in the electoral process and give the Cambodian people greater confidence in their electoral system,” she said.

“We are continuing to urge all parties, as we have, to seize this opportunity to improve their democratic processes going forward.”

As we all know that Hun Sen violated the constitution law, if the King still joining the session.

I urge all Cambodian people not to listening to the King, remember when Hun Sen took away people lands the King he doesn’t stop Hun Sen at all.

Since I was born until today all I knew the King all way sided with the bad people that is why a lot of Cambodian people got kill by our anomy.

Duties of Kshatriyas in the Angkorian Time

A Kshatriya, O king, should give but not beg, should himself perform rituals but not officiate as a priest. He should never teach (Kompi Ved-the Vedas) but study (them with a preceptor. He should protect his people. Always exerting himself for the destruction of robbers and wicked people, he should put forth his prowess in battle. Those among Kshatriya rulers who perform rituals, who are possessed of knowledge of the Vedas, and who gain victories in battle or defense of the oppressed, become foremost of those that acquire many blessed regions hereafter by their merit. Persons conversant with the old scriptures do not applaud that Kshatriya who returns unwounded from battle or defense of the oppressed.

This has been declared to be the conduct of a wretched Kshatriya (viz., returning unwounded from defense of the oppressed).There is no higher duty for him (Kshatriya) than the suppression of robbers and the wicked. Gifts, study, and ritual practice, bring prosperity to kings. Therefore, a king who desires to acquire religious merit should engage in defending his subjects.

Establishing all his subjects in the observance of their respective duties, a king should cause all of them to do everything according to the dictates of righteousness. Whether he does or does not do any other act, if only he protects his subjects, he is regarded to accomplish all religious acts and is called a Kshatriya and the foremost of men.

I really dislike the term "subject" when you are referring people to the King. First and foremost, I am not a "thing" or a "piece of object." My parents gave me life and they are the ones that help guiding me by living righteously, therefore, I do not belong to the King, neither I am his servant nor slave. I have done plenty of research and Cambodia does not need Monarchy. If Cambodia is a vibrant state and depends on Monarchy and if Monarchy can bring peace and harmony to Cambodia, then and only then...I might consider to living under His Royal Highness, but for the time being, His Majesty King Sihamony has not stood by the people. His Majesty King Sihamony ought to precisely order Hun Sen to step down and respect the will of the people since the people is the master of the domain. People come before Kings if you ask me, without the people there would not be Kings.

I disagree with you on that. He is protecting his people by trying to smooth thing down before his innocence people will end up floating their bodies on mekong river. Being a father of the poor nation King must be wise and must think/act fast while under Yuon/CPP who are in everywhere among Khmers.

Let assume that the King go on radio and wants to release the statement as his people want, it won't be any voice, because Yuon/CPP control all station networks, and he will be escorted to Hanoi in a minute. Then his people will be shot in the mass demonstration while no body can take video not keep cell phones. This time is going to be worse than ever, you all will blame/condemn him for killing his own people. This time it is not only Yuon but Chinese who reign over the fate of Cambodia.

Don't just call them to protest then you forget that they have to eat and drink to renew their strength.

Thai nation was IN-directly built by Jayavaraman VII. It cannot be denied, it is in the NOT Falsify History that Khmer Buddhists keep hiding and hiding. However the revelation is now shown. Jayavaraman VII further helped to built Laos nation and his daughter was a the first Queen of Laos nation, she was a wife of the very first Laos King named King Fa Ngum.

Not exactly true. Prince Jeyajettha II before became King, he defeated Siem King. Then Yuon secretly went to Ayuthia met with Siem. Later the King is so old and so he abdicated and crowned his oldest son as Jayajetha II. Jeyajetha II was undefeated while he was alive.

Siem kept attacking Khmer land through the sea and the land, each time Siem were defeated. Jeyajetha II was young and was strong. Times flied, Jeyajetha II was getting old, then Yuon (Nguyen) sent his 19 years old daughter to be a concubine of the King (not yet Queen until after his death).

Her name Ngoc Van, she was very well trained as a spy. She had many children, some may be children of King Jeyjetha II and some were children Uday (the young brother of Jeyajetha II).
Ngoc Van was a Yuon spy who lived in the heart of Khmer land, she was the one who sent to weak Khmer nation. She was the one who caused many civil wars in Khmer land.

You have a perfectly valid point and I sympathize with you in your rather literal translation of the term "subjects".

On the other hand, the same term would be interchangeable with and when the notion of kingship is discussed/assumed. The ideal or principle imbedded in the meaning of the reference to kings and subjects are much more complicated than would be our like and dislike of being referred to as mere 'subject'.

Personally, I would hate it if I will ever be required to kneel before any royal or the king [especially royals of today's stature and easy morals!] which partly explains why me, School of Vice, hasn't gone into politics in the first place!

If you are Cambodian or Khmer you may already be using every day terms that imply this kind of ownership in their literal sense e.g the pronoun 'kjom' [=I] meaning 'servant' or 'slave'.

Such worldly arrangements rooted as they are in religious rituals and conceptions can be quite complicated and loaded in meanings and definitions, and given the corruptibility of our 'human nature' and culture can often give way to original precepts and ideals becoming distorted and or meaningless over time. This can be seen in our study in contrast between today's Khmer monarchy and "the Duties of Kshatriyas in the Angkorian Time" posted by one of our readers above.

In fact, in essence, the King is the 'subject' of the people and not the other way around for he is the embodiment of his people's will in spirit and action in the same manner that any democratically elected representative of the people are there to advance and serve his/her electorate and not to own or enslave them!

The term 'subject' could also denote devotion and dedication to one's love for one's country or people, for instance when we refer to a patriot or a patriotic movement. And of course we all are to a varying extent 'subject' of our passions and desires and many other vices of different natures in between!

Sorry, I went on a bit too long. But again I understand where you are coming from. The crux of the matter is as long as the Monarchy is still there it is our solemn duty to ask: what is its reason for being there?; how relevant is it to ordinary people and national life? Does it advance or obstruct that general course?

I am a royal subject of Her Majesty Queen Elizabeth II of England, because I was born in England, although one of my parent is Khmer.

Two of my cousins are royal subjects of His Majesty the King and Queen of Spain, because they are citizens of Span.

Some of my relatives are royal subjects of His Majesty the King of Cambodia.

The term "subject" is just a statue that held by citizens of the country under monarchy.

One of these day it ‘a hardly trust on most of the political analyst Khmer and who was a well-known of politician that they have on their tendency and/or related to only communist side.
Based up to the rules of law in Khmer or the constitutional that Cambodia has that it had had so beautiful of law. Most of those decrees, it's known such as: protect, rescue, serve and on one is above the law. All the sudden, it worked in vice versa/wrong direction ever since. AS the rampant of series killer, corruption, shooting free, intimidation from the high level of the authority down through low level of a civic and institution, all the sub-decree has been created just only to avoid all the blame from the public eyes and the citizens, state and local media access favored and most was owned by the man power's family or state of government only but not served legally to nation, especially, to the opposition party, land grabbing, border and island, sub-treaty in the year of 1982s-83--84-87-and 2005; the immigration flux, socio-economic and cultural and civilization those were very wrong in direction from the Khmer interest. And by the end, did the King aware all of craps that has, long, been happening under the CPP's government.

All Khmer want from you/king you must play honest to the whole nation not by biased or support to the wrong doer as a group that they knew only how to cheat Khmer and destroy Khmer.
One more important thing, as King, if you were to have changed your primary/family doctor in China country and you can take any as in E.U. or U.S., or Canada that probably it would matter to all citizens because of their sake about nation. And it's still Okay to keep your relationship with China since the relationship has been built such as long time ago. But that it works only to you/king.
And the rest of Khmer in the 21st century haven't seen that your relationship with made such a heck of improvement or make our nation become as stronger at all since.

Knhom or Kjom is "I" yes, but not servant or slave. You missed one word after Knhom or Kjom. "Knhom Keh" or "Kjom Keh" means servant or slave.

No need scholar to clarify Khmer terms that Khmers speak every day of their lives, you are WRONG on that definition of yours.

You seem to only light more flame and create more hostility and division among Khmers. As you have observed that there are Khmers who love the Monarchy and some who hate the Monarchy.

Keep in mind that Not many agree with your views, and may be some agree with your views. Therefore, please walk careful on any path you chose, but do not or ever forget that others who dislike your way also have their voices and they wanted to be heard.

If you keep on fighting, bashing them (the side you hate) without trying to educate them, you are going to be accused of Yuon's accomplice, or the divider.


It is a reminder for you and for other Khmers who innocently fight for our enemy Yuon without knowing it.

Sisowath Thomico got it all backward. It is the people, not the king or his throne, needed to be protected. A good king protects his subjects at all cost. The King should not have signed that supplemental treaty of 2005, knowing fair well that Cambodia will lose its claim to huge territory with land and sea. The king chose to keep his throne. And as for Hun Sen, why did he demand that we give territory to Vietnam?

However in our real bad, and bad situation, the King had no choice either losing all of keep some and fight to save the rest.

PS; King Mongkut shed with tears and painful sad when French ordered him to sign and give back two provinces (Battambang and Siem Riep) and Preah Vihear to Cambodia. If he refused French will take Thailand or went on fight against the British & US who came to save Thailand. The powerful French, US and British made a deal among themselves so they ordered King Mongkut to sign, and so he did.

You should try to understand the most difficult decision for any Father of the any powerless Nation has to endure and to decide.

Basically, you cannot zip all the innocent lip as like you just said like that because this country is fulfill of the democracy and it is the right for all their citizens to talking all the shitty of their leader. And than that, the people may vote you out off your office right away.
Acting alone, you are supposed to learn how to compare and see what is your leadership that they have been achieved for country plus learn how to do some basics of arithmetic, too. Don't forget to see yourself in mirror in every morning before you point your finger to others.

4:30 AM, you talked about a different time in 1907 when King Julalonkorn signed the first Siamese-Franco treaty which gave Batdamborng, sway sisophon, Siem Rep and Pursat back to Indochina (Cambodia, Laos, Vietnam)while in return Siam got to keep large captured Khmer territories on the west side that include present day Chunbori. The French at that time can colonize part of Thailand if it wanted to openly with the use of force. There was no League of Nations or United Nations to stop them otherwise. It was the period of "colonization." Back then King Julalonkorn had no choises and stood to lose a lot more than his throne. This is not the same with Mr. Sihamoni who seems more like an "economic ruler" than a leader!

The 'Father' of the nation you have in mind here is not the king, but his boss Hun Sen, and it is clear that by trying to make excuses for your king, you are in effect justifying his complicity with Hun Sen in his dealings with his boss Vietnam?

King Mongkut [or whichever Siamese king it was then] might have 'lost' a few provinces that Siam had opportunistically and unlawfully seized from Cambodia, but he had never lost his sovereign, political throne, nor the political independence of Siam despite western powers' pressure having been exerted on his kingdom.

Can the same be said of this puppet king and puppet Prime Minister? I think not!

You also seem to have thrown up a few other specious comments here and there against other people's comments which you either don't quite fully grasp yourself or you just hope to deflect the valid points contained in those comments.

When you debate online without seeing the others, please do not assume who I am or who they are. I am not from a crooked family nor I was born in Cambodia, although one of my parent is Khmer.

My comments based on the situations we are living today if we want to survive. I have learned one thing which helped me to be a successful being is "killing my enemy with kindness". I am very careful when I speak and when I act. If I dislike someone that person will never know that I dislike him/her.

Of course every citizen should be able to criticize the leader, but based on the circumstance when we should or when we should not. The King of Cambodia is not the leader, but a symbol or an umbrella for Khmer people. He is a prisoner, a puppet, an instrument that used by the CPP/Yuon. Yuon and Hun Sen are leaders.

I still don't see cursing the powerless King can bring you haters victory. I still disagree with you on most of your assertions.

Thai monarch is an Absolute monarch, and 'Lese Majesty' is its strongest column to keep Thai people from rising against its authority, and to keep Thailand as a stated of peace without opposition. My view or not, is not important. What is important is that this king is the father of none as long as he is acting to save his own skin first and foremost rather than in the best interest of his people. After all, being king entails duties and responsibilities. If he can't perform any of those things except ratifying controversial unfair treaties, then he is simply deceiving his people who you claim still love him!

If the Koreans, the Vietnamese, and any other smaller nations living in the shadow of China and other vastly larger powers had yielded to your prostrate philosophy, they would not have survived to be still around today.

Prince Thomico's statement, and I quote, “We must understand the king’s heart,” Prince Thomico said. “The king inherited the throne from his father, so he has to protect it.” indicates the short-sightedness due to selfishness of King Sihamoni, the royal advisors, the royal family and Thomico himself. It clearly points to the very fact that the King possesses weakness, lacks courage and above all else selfishly puts the interest of the throne before the people and the nation in the same manner as his father had done to protect the throne with deals that were not always in the best interest of the country.

A mistake made, but denied or not acknowledged is a mistake made again!

If the King is not willing to defend the people, which is what is required of His Majesty, then His Majesty will remain as King at the mercy and approval of the CPP and Hun Sen, but His monarchical institution represented by His throne is rotten and dying right from within.

One way or the other the monarchy is dying. However, dying through defending the right and justice for the people allows the monarchy to be resurrected with glory and honor in the future.

Siding with the CPP and Hun Sen against the people will allow the monarchy to remain alive for now, but without a soul and substance and eventually the monarchy will die a horrible and shameful death with condemnation lasting for eternity in the Cambodian history.

May I remind the King and the royal family that many Cambodians, my friends and neighbours included had shed their blood and died in the 80s and early 90s during their fight against Hun Sen's and Vietnamese occupation forces in order to help liberate Cambodia and assist King Father restore His monarchy?

They had heeded the call of King Father to join FUNCINPEC and thus refused to get resettled in America, Europe, Canada, Australia and New Zealand. They had made a decision to go back into Cambodia to fight to defend not just Cambodia, but the throne as well so let it be clear that the resurrection of the throne in the early 90s came at a cost of so many Cambodian freedom fighters sacrificing their lives and not by the blessing of the CPP and Hun Sen.

The King has made a mistake, one after the other so the mistake could not have been made incidentally. It is a gamble and unfortunately He gambles on the wrong side!

The formula that might help to break the deadlock and to ensure that future elections are free and fair should be one that allows everyone to save faces and appear virtuous in their individual ways, which should have an arrangement for Hun Sen to continue another 5 years as the prime minister, providing a revised law is set in place to start term limit effective the next election, for Sam Rainsi to be the head of the parliament, for Kem Sokha to lead the Constition Council, and Hun Manet in some military leadership. Also, do replace Kanharith and Phay Siphan with some beautiful and capable Cambodian women. We need to show the beautiful side of Camdodia.

Lastly, establish a meaningful, frienly, and equal parternership with all our neighbors based on mutual cooperation and respect. Go with the whole region in term of dealing with the super powers.

CPP is in at the only condition that Hun Sen is out. Put pressure on the CPP's Sar Kheng and negotiate with China to remove Hun Sen. Hun Sen is a big obstacle to any reform. With his false promise, tyranny, psychological warfare, and machiavellic maneuvers behind the scene, any reform or institutional projects are doomed to fail. The case in point, even UN's Court projects - Extraordinary Chambers in the Courts of Cambodia (ECCC) are good to be trashed let alone little Rainsy and minus Sokha's projects.

No you are totally wrong about my comments. I am rational and you are irrational. I think before I wrote. You curse and insult others because they disagree with your view is no different than Yuon and Hun Sen.

I am British-Cambodian born in England. Where I am coming from is opposite to where you were coming from. I do believe that Cambodian King is powerless and that he is a prisoner of Yuon/CPP and that he loves his nation and his people. However, he has no choices but to do what he was ordered.

The King cares and loves his Khmer people. Because without his people and land, there will be no Nation and no King.
