Classified as top secret, the official text of the Supplemental Treaty to the 1985 Treaty of border delimitation, signed by Prime Minister Hun Sen during his visit to Hanoi on 10 October 2005, is not allowed to be distributed by order of the Royal Government of Cambodia (RGC) until it is ratified by the National Assembly (NA). Nevertheless, a copy of the text was leaked out.
