Subversion of the Court System by high-ranking CPP party members

The subversion of the court system by high-ranking CPP party members is rampant in Cambodia. In the above two letters which we received recently, Chea Sim, the CPP party President, sent two intervention letters: (1) one addressed to the President and the Prosecutor of the Phnom Penh Municipal Court, (2) one addressed to the Prime Minister who is also the Vice-President of the CPP party, requesting them to allow a Major in the army who was accused by the court of MURDER ATTEMPT to remain temporarily out of court. On the other hand, LEGAL request to remain out of court by incarcerated Human Right workers and those who spoke up against the government on border issues went on deaf ears. KI-Media is providing below the translation of the two intervention letters by Mr. Chea Sim.

1- Letter addressed to the President and Prosecutor of the Municipal Court

Requesting Huor Sieng Lim alias Tan Seng Hak, man, 45-year-old, Khmer nationality, profession: soldier with the rank of Major, and Oknha [title purchased for US$100,000], currently residing at No. 22 Group 2 Street 10/19, Paung Peay Village, Phnom Penh Thmey, Russey Keo, Phnom Penh, to remain temporary out of jail.

The above person was accused by the Prosecutor of the Phnom Penh Municipality Court of: MURDER ATTEMPT in Phnom Penh on 12 December 2005 and was jailed by the Phnom Penh Municipal Court on 31 December 2005.

The above person is a good person, with a straight character, he will not escape when the court will summon him for any legal clarification.

Therefore, I hope and I am certain that the President and the Prosecutor of the Phnom Penh Municipality Court will arrange and resolve the above request with justice.
