The following interview sums up very well Vietnam's propaganda used to force the "supplemental treaty" on Cambodia which was originally signed by Hun Sen in Hanoi on October 10, 2005. Vu Khoan clearly stated that the "supplemental treaty" will restate the legal validity of the 1985 border treaty imposed by Hanoi on Cambodia during the illegal Vietnamese occupation of Cambodia.
Vietnam-Cambodia peaceful and stable border serves development: Deputy PM

Deputy Prime Minister Vu Khoan granted an interview to Nhan Dan newspaper, highlighting the great efforts made by Vietnam and Cambodia in building a peaceful and stable border for development and prosperity in each country.
The interview was made following a conference held in Hanoi on February 15 by the Ministry of Foreign Affairs and the Government Office to implement the Supplementary Treaty to the Treaty on the Delimitation of State Borders between Vietnam and Cambodia of 1985.
Q: Would you say something about the significance of the supplementary treaty?
A: The first and foremost interest for Vietnam is to have a peaceful and stable international environment to serve national construction and development. In such spirit, Vietnam has shown active efforts in settling border-related issues with all neighbouring countries. Vietnam signed a Treaty on the Delimitation of State Border between Vietnam and Cambodia in 1985. This treaty was of great importance for both countries. However, the two sides have still held a different understanding on some points. The two Governments are determined to iron out these differences and have signed a supplementary treaty on October 10, 2005.
The importance of the supplementary treaty is that the legal validity of the 1985 Treaty was restated. The two sides have solved six out of the seven points of disagreement and agreed to continue working towards the settlement of the last point in order to complete the land demarcation work by 2008.
By doing so, Vietnam and Cambodia will facilitate efforts to build a common borderline of peace and stability and co-operate with other regional countries to create a peaceful and stable environment for development and prosperity.
Q: What about the Government’s measures to be taken to implement the supplementary treaty as planned?
A: The Government attaches great importance to realising the supplementary treaty on the Vietnam-Cambodia border area. After the National Assembly’s ratification on November 29, 2005, the Government took a number of measures to implement it. Groups in charge of land demarcation and relevant ministries and sectors were instructed to outline a roadmap for land demarcation and planting of border markers through 2008 in collaboration with Cambodian counterparts. The propaganda work has been launched among local people, especially people living in border areas, thus helping them to understand the contents and significance of the supplementary treaty and then supporting it.
The demarcation and planting of border markers along the 1,137 km Vietnam-Cambodia border will require close co-ordination as the two countries agreed to complete the work by 2008. The Vietnamese Government has asked relevant branches and sectors to fulfill their assigned tasks so as to complete the work in time.

This is true that the Supplemental Border Treaty signed by PM Hun Sen and Vietnam's communist leader is just to validate the illegal treaty of 1985. Cambodian people may not ignorant about this tactics used by Vietnam leaders in order to Veitnamization. There are some points we can consider about secret tactics behind this legalizing treaty.
1. To legitimize their fully occupation of Cambodia sea-islands and sea-borderline which comprise of more than 70000 km square. And it is rich of gas, oil, fish and other natural resources.
2. 1137 Km of land border had already encroached by Vietnam during its invasion and this treaty has to accept such encroachment.
3. Their secret strategies have already prepared inside CPP in order to take over votes and control Cambodia by the major votes following democracy policy.
4. Other Vietnames armforces are still secretly working with Hok Lundy and national militants.
I hope, Sam Rainsy party would not become the tool used by Vietnam through its CPP. The new attitude of Hun Sen doesn't comply to genuin national attitude, as he says his policy is WIN WIN WIN....Hun Sen will never lose his game for the sake of his own ambition, a real losing partner is Cambodia interests...
