Funcinpec facing with lost of all committees in the National Assembly if it does not hurry up

Phnom Penh: High ranking officials from the CPP and SRP informed Rasmey Kampuchea (RK) that if the Funcinpec party is not sending their candidates list for the reduction of [Funcinpec] chairmen in the National Assembly committees during this week, the National Assembly will convene a session to select committee chairmen excluding the Funcinpec entirely.

Mr. Son Chhay, the SRP MP from Phnom Penh, told RK on Monday 03 April in front of the National Assembly that according to reliable source from the CPP, the National Assembly will vote to select the composition of all the 9 expert committees of the Assembly if Funcinpec insists on refusing to send their candidate list for the chairmanship of 2 committees.

Son Chhay added: “The Funcinpec delay – qualified as “strike” by Son Chhay – affects the functioning of the National Assembly and its mission.”

Mr. Son Chhay explained that Funcinpec should sip the invitation wine rather than sipping the violation wine.

Khieu Kanharith, the CPP spokesman and minister of information, told RK: “The permanent committee had sent the last ultimatum to the Funcinpec on this delay. We are the scenario [organizer] for the planning of this work.”

He added that if there is a delay and Funcinpec still refuses to send the candidate list, then the National Assembly will convene and perform a selection on all 9 committees of the National Assembly.

Son Chhay said that there is no change in the CPP-controlled committees.

In February 2006, prime minister Hun Sen requested that the National Assembly divide the committee chairmanship according to the 5-2-2 formula so that the SRP could receive 2 committee chairmanships (5 committees already went to CPP, and Funcinpec committees will be reduced from 4 to 2).

Son Chhay said that in order to preserve the balance of power in a country, it is necessary that the foreign affair and the finance committees be chaired by the opposition party which is more apt in raising the government problems. He expects that this idea will be applied as the prime minister recently extolled, in order to accelerate the government reform.

You Hockry, a high ranking Funcinpec official and second vice-president of the National Assembly, told RK on Monday 03 April: “I regret this wake-up action by the Sam Rainsy Party.”

He said that the SRP is “cheating” the people through its action. The SRP rejected the package vote and said that it was a violation of the constitution, but now, the SRP is violating the constitution instead. You Hockry threw the following words to the SRP: “I know very well my duty. They (SRP) should not confuse the people.”

You Hocky severely stressed that: “if the SRP had not refused the package vote in the beginning, the current situation would not have happened.”

Khieu Kanharith said that on 11 April 2006, the coordination committee between the CPP and Funcinpec is planning to meet in order to discuss the recent differences [between the two parties], and to toast the upcoming [Cambodian] new year [on 13-15 April].
