F’pec gov’t officials who bought their positions are planning to sue those who took their bribes

Following prime minister Hun Sen’s declaration of the deep reform and his refusal to endorse the demand made by Prince Norodom Ranariddh to add more government officials according to political party affiliation, the prime minister had removed almost all of the [Funcinpec] provincial governors, and sent a number of other [Funcinpec] government officials back to school or to sit idle reading their newspapers at the ministry of interior because of their incompetence. The prime minister replaced those he removed by others who are competent from his own CPP party. This deep reform made some civil societies accuse the prime minister’s action of lack of transparency.
Because of their fear from being removed from their position following the prime minister’s reform which consists of recently removing only government officials from the Funcinpec party, Khieu Kanharith, the government spokesman and minister of information, told the news media that a number of [Funcinpec] officials have asked to defect to the CPP.
The stampede of Funcinpec officials, both at the junior and senior levels, to defect to the CPP is done to preserve their position in the government up to 2008 – date of the new legislative election. The reason these Funcinpec officials plan to defect to the CPP is because they do not feel any support from their leader who went into hiding in France to enjoy his own happiness while his followers are being chased by an eagle [reference to Hun Sen].
According to source close to Mr. Nhiek Bun Chhay, Funcinpec secretary-general, former advisers and a number of senior party officials are leading Funcinpec party members from the 7 khans (administrative districts) of Phnom Penh and from Kampot as well as senior party officials to defect to the CPP, in order to preserve their power following the large number of removals of Funcinpec government officials by prime minister Hun Sen.
Ly Thuch, Funcinpec MP, said that the defection to the CPP by of a number of Funcinpec officials is their choice because they decide to select the party they like. Prime minister Hun Sen already declared that government officials will no longer be selected based on party quotas anymore, they are now part of the government quota.
Ly Thuch said that he recognized that a number of Funcinpec officials have defected from their party to join the CPP. At the same time, Funcinpec is facing with internal dispute stemming from a small number of individuals bent on pushing down the party because of their greed.
Ly Thuch said that old party officials are loyal to Funcinpec and they did not receive any government position, on the other hand, those who have money had bribed party senior officials to act as their go-between to obtain government positions. Now since these go-betweens are not party veterans, they had lost their party positions, therefore, those who bribed them to obtain government positions, are planning to sue these go-betweens to get their money back.
Ly Thuch said that a number of Funcinpec officials had lost money to these go-betweens, some of them had to borrow the bribe money and are deep in their debts, therefore, they have no choice but to sue to get their money back.
Ly Thuch said that he trusts the leadership of Nhiek Buyn Chhay, the secretary-general of the party, to re-organize [the party] to seek vote support from the people during the commune election as well as the legislative election in 2008.
Nhiek Bun Chhay is busy organizing the working groups in the provinces and cities in order to receive the people’s support during the commune election which will be held in the next 11 to 12 months.
Ly Thuch said that he support all the actions and reforms led by Nhiek Nun Chhay, and he believes that in 2008, the Funcinpec party will receive more votes.

Mr.Ly Thoch are you sure, funcinpec will exist till next month?
If some member sue the go-betweens, and who the go-betweens are going to sue?
