Samleng Yuveakchon Khmer [SYK], a pro-FUNCINPEC newspaper in Phnom Penh, carries in its 1 May 2006 issue a report by Srei Penh criticizing the Cambodian authorities for not abiding by law by not sending offenders to court over a shooting incident in which two bodyguards of Cambodian Prime Minister Hun Sen were killed on the night of 23-24 April.
The SYK report says that "after the incident Hun Sen ordered Hing Bun-heang, commander of the bodyguard unit, to affirm that it was not his men who died in the incident; in fact the military police was involved." And when asked about this incident, "the commander of the military police in Kandal province, denied that the military police was involved."
The SYK report says that because of the failed attempt to cover up the incident, "words were spread saying that the culprits have already fled." Still according to the SYK report, "the two offenders were known: Heng Sakda and Nop Vannak. Heng Sakda is the son of a colonel in the bodyguard unit." "Because of this awkwardness, money was instead used to compensate the victims."
Citing sources in Tuol Krasang [Hun Sen's fortified private residence south of Phnom Penh], the SYK report says that "the culprits are allowed to live inside the garrison but punished in accordance with internal regulations of the bodyguard unit. The offenders dared not venture out of the garrison fearing that the relatives of the victims could take revenge. Thus, whether they were punished or not by the bodyguard unit, the offenders dare not going out of the garrison."
