During the past 2003 election, the political debate was focused on corruption, border issues, and illegal immigrations. However, these may no longer the main debate topics for the 2007 and 2008 electoral campaigns.
Most political analysts believe that the most vital issue which emerges currently is the problem of complicated land disputes which are spreading all over Cambodia.
Mr. Peter Leuprecht, the former UN Special Envoy on Human Rigths for Cambodia, used to say that when people lose their land, they have nothing left anymore. He warned on the dire consequences and the instability caused by these land disputes.
Currently, with the huge price increase of commercial lands, reaching upwards of hundreds of dollars per square meter, land disputes are also occurring everywhere in Cambodia. Lands prices are increasing at a time where Cambodia is enjoying stability and financial progress.
Thinking about the importance and the seriousness of the land dispute issues, donor countries have raised this issue and forced the government to urgently resolve this problem to help poor people. Worried about this new issue, the government decided to put in place an entity to resolve land disputes. This entity found its breadth in the National Authority for the Resolution of Land Disputes led by vice-prime minister Sok An who is also the minister of the Council of Ministers, and with the participation of an opposition party member.
This authority is still young and has seen life for a few months only, therefore, it is impossible to judge how much this authority can impose the wills of the government led by prime minister Hun Sen. What is certain, right now, is the fact that, the resolution of land disputes is a boost for poor people who have no refuge, no farming lands, and it will also attract support for the political party in power, as well as for other political parties during the upcoming 2007 and 2008 elections. On the other hand, if poor people are becoming the victims of land grabbing by the powerful, the rich, and the large companies, they will channel their sufferings into hatred for the government and the political party in power. Plainly speaking, poor people will withhold their confidence which they used to place on the political party in power or the CPP. This is so because land problems directly affect the livelihood of people.
All political parties can clearly see the advantage of using land problems to attract more votes and strengthen their popularity. The situation in the Sambok Chap village is a clear example: Mr. Sam Rainsy, the opposition leader in Cambodia, had offered to seek intervention help in the eviction of more than 1,000 families involved. He requested the prime minister’s intervention and he informed the prime minister on the irregularities in this eviction, which he believes to be unjust for the poor and those who have no fixed housing.
By doing so, even if the action may be insignificant, Mr. Sam Rainsy is attracting the hearts and souls of these people to his political views.
In this matter, the politicians must pay attention on solving land disputes if they do not want to lose the voters’ support. The neglect on the worsening land disputes [by the political party in power] will turn into an advantage for its rival.
In the upcoming elections, the topic of the livelihood of people will be discussed. If the people believe that in the past, they had a good livelihood, decent housing, then they will continue to vote for the party in power. On the contrary, if they believe that their livelihood has worsened and becoming poorer, they have no choice but to vote for a change.
