CPP Establishes New Party-Based 'NGO'

When the CPP meets for its party congress today, high on the agenda will be the creation of a large-scale, party-based "NGO," senior party members said Friday. The Cambodian Development Front, which will be headed by National Assembly President Heng Samrin, was recently registered as an NGO with the Ministry of Interior, said CPP lawmaker Cheam Yeap. The party has previously operated a "mass movement" under the name United Front for the National Construction and Defense of Kampuchea and it now has two million paying members, said government spokesman and Information Minister Khieu Kanharith. That movement is now being converted into the new NGO, he added. "Some people don’t want to join the CPP directly, like monks are neutral, but they want to help the country, so they could join this mass organization," he said. The UFCDK was formed in 1981, and superseded the United Front for the National Salvation of Kampuchea, which was deemed to have completed its primary task of seizing power from the Pol Pot government, according to Justin Corfield and Laura Summers' "Historical Dictionary of Cambodia." Delegates from the communist parties of Laos, Vietnam and China will attend the formerly-communist party's congress, Khieu Kanharith added. SRP parliamentarian Son Chhay said that the CPP should leave the UFCDK to the history books. "NGOs should be non-political," he said.
